In the DRC, Cedric Kalonji questions the Inspector General of the South Kivu police who, in a recent radio interview, pledged that the police were committed to raising revenue through security taxes or fees for the issue of public documents. Kalonji writes: “While killings, lootings, rapes and murders, which are spoken of almost with a smile in South Kivu, have become trivial, I am tempted to ask what is really the role of the police. Generating revenue for the coffers of the state or protecting people and their property?”

Hi, i’m a congolese living in south africa i think our police don’t know really what their job is the government must teach them that their first priority is to protect civilian because once the civilian feel protected then they will feel free to pay their taxes and documentation. by forcing insecure and vulnerable people to pay taxes is just increasing their misery. but at least they should step up the campagn for documentation because every citizen must have an identity document so that they can identify the local on foreigner.
