    I just spent a week in El Salvador mostly around in and around San Salvador. In listening to community groups, I heard quite a bit of opposition to the plan to privatize water. I’m curious. How has the government marketed its program? Has it had representatives meet with local groups, religious organizations, consumer associations to explain the plan? Has it circulated the proposed legislation? (Where can I get a copy?) Have the regulations implementing the legislation been written and circulated? Thanks
