Government ineptitude has left people to fend for themselves in many cases, but luckily citizen initiatives to deliver aid and help inform the public are multiplying. Meanwhile, social networks, the media, and even public personas find themselves threatened by authorities for “inciting panic” at a time when access to more quality information is sorely needed. What's going on?
