D.R of Congo: Interpreting the warnings

Fred interprets the warnings in the Democratic Republic of Congo: “The DRC is so vast, and its people so used to endless ‘problems in the east’, that it is difficult for someone living in Kinshasa to guage the seriousness of rising tensions in North and South Kivus (provinces bordering Rwanda and Burundi), where opposing Rwandan Hutu rebels and local militia groups still control large swathes of territory.”
