China: Co-operation 2.0 on Beijing’s Black Jails

With the abolition of custody and repatriation (C&R) system in 2003, it seems the Chinese petitioners no longer have to worry about being detained as illegal residents when they leave for a strange city to petition a higher governmental institution. However, according to blogger Xu Zhiyong, a young professor of law and strong advocate for human rights, those supplicants are actually still being intercepted by the local officials from the way to the State Bureau for Letters and Calls, the Supreme People’s Court or other departments, and forcedly taken to some makeshift house of detention, being lock up without any legal process. As the places which confined the petitioners are always hidden among the ordinary buildings, people call them “Black Jails”.

In cooperation with citizen reporter Zhou Shuguang (Zola) and other two journalists Chen Er (Doubleaf) and Guo Jiannong, Xu Zhiyong, who firstly blogged Beijing’s black jails in the end of September, went to visit one of the unlawful prisons again on Monday, attacked by a group of thugs who were allegedly hired by the authorities.

Xu introduced the background of the operation in his blog:

昨天接到一个短信，“我是河南马喜荣现在关在北京市虎坊路青年宾馆后院黑监狱里你能解救这里的二十多个人吗紧急求救”。我因为当时在上课，这两天又特别忙，就答应今天去。上午十一点多最后一次发短信确认她还在里面，决定下午四点过去。

和周曙光约好，四点在青年宾馆见面，他还约了另外两个媒体的朋友。四点一刻，我们三个来到黑监狱门口，周曙光在远处拍摄。马喜荣来到窗口要求出来，看守不让出，一边和当地驻京办联系。我们在窗外和她聊天，她说是走在王府井大街上被警察盘问，查出了上访材料被带到派出所，然后被关押到这里。越来越多的上访者聚集到窗前，这时马喜荣被看守推到里面，听到她对看守大声说，我是一个合法公民，你是什么身份，凭什么阻拦我在这里？

Yesterday I received an SMS, “This is Henan’s Ma Xirong, being confined with more than twenty people in the black jail behind the Youth Hotel on the Beijing Hufang road. Can you save us? Emergency!”. Because I was at class and tied up with my work at that moment, I promised to go there today. After the last SMS contact at about 11:00 am, making sure Ma was still there, I decided to start off at 4:00 pm.

I arranged with Zhou Shuguang and his two journalist friends to meet at the Youth Hotel. Three of us reached the door of black jail at 4:15 pm, leaving Zhou to shoot videos from a safe distance. Ma Xirong came to the window and asked to let her out, but the guard rejected her request while calling the Beijing Office of Henan Province. So she talked with us through the window, saying that she was questioned by the police while walking in Wangfujing Street. After finding her petition materials, the police arrested her and then locked her up in this place. When more and more petitioners assembled at the window, Ma Xirong was forced into the inner room by the guard and I could still hear she shouted, “I am a citizen. Who are you to stop me here?”

黑监狱实际上是一所名叫“温馨青年宾馆”的旅社，在天坛西面、陶然亭附近太平街一条很逼仄的巷子内，往来的人很少，只能容一辆车经过的地上积了许多落叶。从外面看，这座破旧的建筑和黑监狱没什么关系，但这里却关押了20多名被非法拘禁的访民，都是河南人。这座宾馆实际也是河南信访办租来，专门关押访民的地方。

到了黑监狱门口后，郭建龙和许志永二人负责与里面沟通，我在边上察看动静。经过一番口舌后，我们想要的人终于出来，与我们隔着一扇防盗门进行了简短的对话。我们今天要的人是一名五十多岁的妇女，据说还没有来得及上访就被关了进来。

后来，又有一位自称是家属、实际是截访人员的男子来到黑监狱门口敲门，但由于我们在的缘故，里面的人并没有立即给他开门。我们又与此人聊了一会，得知了一些情况。

该男子等了20多分钟才进去，我们后来又与要找的人进行了简单的对话，我不停听到她说“不就是说几句话嘛”，可以推断当时里面的人极力阻止我们的对话。

在此过程中，巷子的拐弯处、以及另外一头有3、4个彪形大汉远远张望，许志永说这就是黑监狱的打手。其中一名打手还抱着孩子经过。听zuola说，该打手称要“抱着孩子过来踹他们几脚”。然后，我们又与一名隔窗的女访民说了几句话，她自称是“自愿”到这里的。

就这样过了一个多小时，大概5点20左右，一辆牌号为京MG8490的面包车开进巷子，下来3、4个大汉，骂骂咧咧的揪住郭建龙问是干嘛的。郭说接人，一名大汉很不耐烦的说“接谁接谁”。没几句话之后，几名大汉开始动手打人，我们赶紧叫几十米外的zuola跑。这时，开始监视我们的打手也陆续过来了，一共在6、7人左右。开始在巷子另外一头监视我们的操北京口音的胖子打许志永最狠，一边打还一边骂脏话，说“你丫不是律师嘛”。也许是因为刚来的时候主要是郭建龙和许志永与他们沟通、我基本不说话的缘故，他们没有打我，而我也有点吓蒙了，既没有逃跑，也没有动手反击，做了可耻的看客，连暴喝一声“住手”的勇气也没有。

这帮打手边打边骂，还很嚣张的说，边上就是派出所，去报警啊。大约打了5分钟后，他们终于住手了，但我们并没有离开。这个时候，一名打手指着我说，他也是一起的。但是边上的几位打手并没有动手打我。

整个过程中，许志永和郭建龙没有进行任何的还手。

坚持了一会，大约17：45左右，我们要找的人终于在她家乡信访办官员的陪同下出来了。我赶紧和许志永、郭建龙一起往外走。在走到巷子拐弯处的时候，另外一名打人最狠的打手又冲出来，叫嚷着要开车把许志永撞死。许志永站在路中没动，我于是赶紧拉起他说人已经救出来了，我们快走吧。许志永对这帮打手说：我们还会再来的。

The black jail is actually a hostel named “Cozy Youth Hotel”, west to the Temple of Heaven, in a small alley on Taiping Street near Taoranting Park, where very few people pass by. The path fully covered by fallen leaves is so narrow that only one car can fit in. Looked from the outside, this dilapidated building has nothing to relate to the black jails, although more than 20 petitioners, all from Henan, are illegally imprisoned here. In fact, the hostel is rented by the Office for Letters and Calls of Henan Province, used especially to lock up the petitioners.

At the door of black jail, Guo Jianlong and Xu Zhiyong were responsible for communicating to the people inside while I was watching the outside circumstances. After a lengthy dispute, the person we wanted to meet finally came out, briefly talking with us behind a closed security door. The one we tried to save was a woman in her fifties, who was allegedly detained before getting a chance to petition.

Subsequently, an interception officer who pretended as a petitioner’s relative came to knock at the black jail’s door, but the guard inside didn’t let him in immediately because of our visit. We talked with him for a while, learning some information.

The man didn’t get in until 20 minutes later. Then we again had a short conversation with the person we wanted. I heard she was incessantly saying, “We are just talking”, which was assumed that someone inside was attempting to stop our dialog.

In the meantime, 3 or 4 strappers stared at us from the corner and the other side of the alley. Xu Zhiyong indicated they were the black jail’s thugs, one of which even passed us with a kid in his arms. According to Zola, that man had planned “holding the kid to kick them”. After that, we had a word with another female petitioner who professed to come here of “her own volition” through the window.

About one hour later, nearly 5:20 pm, a mini-bus with the license of “京 MG8490” drove into the alley, from which got off 3 or 4 big men. They abusively seized Guo Jianlong, asking why he was there. “To receive someone,” Guo replied. “Whom?! Whom?!” one of them impatiently shouted. Without surplus words, the big men started hitting us. We hastened to ask Zola staying tens of meters out run away. At the time, the thugs who watched us from the beginning came up one by one, about 6 or 7 in all. A fat guy of Beijing accent beat Xu Zhiyong the most brutally, while swearing, “You are the f*** lawyer, right?!” Maybe because it’s mainly Guo Jianlong and Xu Zhiyong that negotiated with them just now and I almost kept silent, they didn’t punch me. Even though, I was still a little scared. Without running off or fighting back, I acted as a shameful onlooker. I even got no courage to yell “stoppage”.

“Go to the police station. It’s very close,” those thugs provocatively said, while hitting and cursing. About 5 minutes later, they stopped, but we didn’t leave. “He is one of them,” one of the thugs pointed at me, though no one lifted hands against my face.

During the entire process, Xu Zhiyong and Guo Jianlong didn’t strike back in any way.

Around 17:45, the woman we expected finally came out of the jail, accompanied with the officer from the Office for Letters and Calls of her hometown. So Xu Yongzhi, Guo Jianlong and I quickly moved out of the alley. As we arrived at the corner, another brutal thug rushed into the way, threatening to bump Xu to death by car. Since Xu continued standing on the way, I hurried to draw him aside, saying, “The person has been saved. Let’s get out of here.” Xu Zhiyong then said to the thugs: “We will be back. “

An illegitimate girl of primary-school age in Zhuhai , South China, was turned away by the local schools, because her mother is not able to afford the hefty fine for illegitimacy, according to sohu blogger Han Tao’s report .

"I am a local child. I want to receive compulsory education, too! "

小青举着这个牌子站在拱北下湾小学门口，她非常渴望能够在这所学校里和其他小朋友一起读书。7年前她的父母在没有正式登记结婚的情况生育了她，随后她的父亲又将她们母女抛弃。因为小青是非婚生育，她的妈妈必须向计生部门缴纳9000余元罚款后才能为小青落珠海户口。眼看着小青到了上学年龄，妈妈却一直没有能力缴纳这笔罚款，情急之下母亲只好带着小青到相关部门奔走求情。两个月时间，她们走遍了计生、教育、街道及政府，可是小青上学的问题还是无望。眼看着开学了，周围同龄的小朋友们都背着崭新的书包走进了学校，妈妈和小青的内心却是万分失落。奔走求情无效，妈妈又想出一个万不得已的办法，她在一张纸上写下“我也是本地儿童，我也要接受义务教育”，让小青举着这张纸站在了学校门口。妈妈想通过这样极端的方式引起媒体和相关部门的重视。小青的妈妈对我说了这样一段话：“错是我的错，可跟孩子无关。她是活生生的一个人，为什么不能有户口，为什么不能接受教育”。

Then her father walked out on the family. Since Xiao Qing was born out of wedlock, the mother has to pay a 9000 yuan (about 1321 US dollars) fine to the family planning department so as to apply hukou (a kind of residency permit in China)in Zhuhai for her daughter. However, the single mother cannot afford it, even though Xiao Qing has reached school age. Desperately, the mother could only take her daughter to the relevant departments to ask for help. During two months, they visited the family planning department, the education department, the sub-district office and the local government, but none progress was made. As the new term was coming up and the children of the same age nearby all went to school with new bags, Xiao Qing and her mother were deeply depressed. Failing to intercede with the authorities, the mother came up with her last idea that she wrote down on a piece of paper “I am a local child. I want to receive compulsory education, too”, and let Xiao Qing stand at the school gate with the slogan, hoping such extreme measure would attract the attention of the news media and relevant departments. "The mistake I made has nothing to do with my child. She is a human being. Why can’t she apply hukou? Why can’t she receive education?” Xiao Qing's mother said to me.

计划生育是基本国策，非婚生育违反政策，如果因为一个特例就改变的话，那国策就根本坚持不下来，国策得不到贯彻，人口会加剧膨胀，生存的压力就更大。大家考虑事情得从全局考虑，而不是一个个案！

Family planning is a basic state policy of China and illegitimate birth violates it. If we change it only for one specific case, the policy will never be implemented. And consequently, people will face more pressure of life amid population explosion. We must look at this problem from an overall point of view, but not a particular one!

私生子也是人，也有人的基本权利，特别是受教育的权利，如果没有人的基本权利，可不可以这样说，从她一出生，就注定她对社会是多余的，可以随意剥夺她的基本权利，包括生死。显然这是不可能的，可是为什么就可以剥夺她受教育的权利呢？什么社会制度？什么以人为本？什么法制国家？愤慨！！

Illegitimate children are also human beings, having the basic human rights, especially the right to education. If without the rights, does that mean the girl was born to be surplus? 你现在保证了她的权利，那将来谁保证其他人包括你孩子的权利，当中国人越来越多，那就会有更多无辜的人失去他的社会权力！！
孩子是没有错，那母亲的错就可以掩盖过去么？她母亲为什么不筹钱交罚款？为什么让无辜的孩子承担这一切？她这么做只是为了利用社会舆论来解决她目前遇到的问题，那么这样做对孩子的心里影响考虑过没有？9000块不是9万，应该不是那么难筹吧，自己拼命赚也不是赚不来吧，打孩子这张牌，她配做母亲么？

非婚生子,是谁也不愿意做的.尤其是妈妈,这样做,一定有外人无法想象的苦衷,单亲妈妈带孩子该是多么的无奈和辛苦啊,要承受多少的磨难啊.她们是需要帮助.非婚生也不是超生.再给她们雪上加霜,社会太冷了.

No one is willing to have a baby without marriage, especially to a mother. There must have been an unutterably predicament that forced her to do so. A single mother has to bear so many hardships and difficulties to raise her child, so what she needs is help. Moreover, Illegitimacy is not against the one-child policy . It’s so ruthless to make their life more miserable.

作为一个身心健全的人,女人生育子女是权利,现在在这种体制下被压制,本身就是不对,但小孩已经来到这个世间上,并且在中国这种社会体制下,在法律上他是错了.但我想问一句,人的感情有错吗?我想请问那些说话不负责人的人,在这个金钱至上的社会里,富人及达官显贵一族就可以想生多少就多少,就因为他有钱, 难道法律就是帮穷人设限制,帮富人开路的吗?悲哀!如果说法律是因人而异的,那就等于说没有法律可言!小孩是无辜的,民众是天,国之根本,民心所向就是对的.任何体制都应以尊重人权为先!

Giving birth is every normal woman’s birthright. It’s originally wrong for the current system to repress it. However, the girl has come into this world, under the social system of China, so she is certainly a mistake in law. But I want to ask those who gave irresponsible words if human love is wrong. In this mammonism society, the nobility and gentry are allowed to have children as many as they want, because they are rich. So does that mean the law is something to restrict the poor and clean the road for the rich? What a woe! If the law varies from person to person, it means there is no law! The children are innocent. The people are the center and roots of the country and the will of the people give the right direction. Any system should have the human rights first.

户籍制度从来就是不合理的，孩子只要生下来，就应该有他生存的权利，这是人的基本权力。难道不给他上户口这个人就不存在了吗？只能让受到不公平的人仇视这个社会，这个社会将付出更大的代价，这个社会还能和谐吗？
我们的政府为啥不对自己的同胞好些，包容些呢？

The hukou system is wrong since the very beginning. Once the baby was born, he or she has the right to existence, which is one of the basic human rights. Will the person vanish because he is not issued with hukou? It will only make the people unfairly treated be hostile to the society. Consequently, the society may end up paying a heavier price. Can we expect a harmonious society in this way?

China: True or false? A fugitive sergeant’s diary

Scheming frame-up, unlawful arrest and bitter escape journey, it’s not the story line of the new season of Prison Break , but a Chinese Police Sergeant’s unbelievable experience against his corrupt superior officer. Since the end of August, a post named “A fugitive sergeant’s diary” has flared and spread among many different Chinese blogs, BBSs and online communities, and finally even attracted attention of the mainstream media, including Xinhua News Agency, the official press agency of the government.

Yang Xiaodong (阳晓东), the alleged author of the diary, who proclaimed himself the Criminal Police Commander of Huangchuan County, Henan Province, disclosed a sequence of events that how the higher-ups of the local police intrigued with the gangsters against him for his continuous exposure of their underground crimes, and how he escaped from the house arrest, hiding himself in the mountains and running from one place to another.

A note at the beginning of the diary (excerpt):

…我是河南省潢川县公安局刑警大队长阳晓东。2008年3月份以来，我先后以《警徽下的罪恶》和《一个全国先进公安局的锐变》两文揭露潢川县公安局副局长邬晓辉的违法犯罪及潢川县公安局的多起渎职犯罪，这两文我都是署真名给河南省纪委、信阳市委书记王铁、县委书记焦豫汝、信阳市人民检察院、河南省人民检察院、市纪委、公安部反映过，领导的批示都陆续转到信阳市公安局纪委，4月31号信阳市公安局纪委副书记胡永斌等调查人员到潢川县调查，5月7号就查明了邬晓辉私开赌场，暴力阻碍派出所干警执法一案，但调查组突然中断调查，并给我答复“领导安排暂时不查其他案件”

Up to now, Sergeant Yang's fugitive diary has been updated from July 26, the first day of the house arrest, to August 13 when he fled to Fuyang, a city in Anhui Province. Because of the massive reproductions among the blogs and BBSs, no one knows exactly where Yang published his diary or whether there is someone else who helped him do the updating work. Even so, according to 3 blogs (Links: 1, 2, 3) which many bloggers linked to, It's very likely that the diary was firstly packaged into one post and then updated in different blogs every 6 or 8 days. All the 3 blogs were established in Blogger and dressed by black style.

Although Sergent Yang's legendary and tragic experience has won most Chinese netizen's strong support and deep sympathy, an inescapable question naturally arouse before everyone concerned. Is it true? Will the story maker behind the curtain suddenly jump out and exaltedly shouted that you are fooled? To avoid that situation, some cautious netizens began to further investigate the information revealed by the diary. Surprisingly the officials mentioned do exist, and Wu Xiaohui (邬晓辉), the most important role in Yang's depiction, was even found in the official website of Huangchuan County.

The previous leadership list of Huangchuan Public Security Bureau provided by the official website of Huangchuan government. The screenshot was taken at 16:29:38 GMT, August 22， 2008 by google cache.

According to the screenshots in Da Dida's blog, it's clearly that until August 22 Yang Xiaodong (阳晓东), the name of the fugitive sergeant was still in the leadership list of Huangchuan Public Security Bureau. (Somehow the link of Google cache has been updated to August 31 now, but Baidu cache also saved a similar screenshot which can prove Yang's identity)

A report published Thursday by CCVIC has further proved Sergeant's Yang's diary, but it also discovered a totally new edition of the same story, which again made the whole thing much more complicated.

China: The Upside Down Commemorative Notes for Olympics

The central bank, People's Bank of China (PBOC), has issued a commemorative currency note with a face value of 10 Yuan (about ＄1.46) to mark next month's Beijing Olympic Games. However, before most of the collectors had a chance to get it, a blogger named Naughty Lion (顽皮的狮子）pointed out a "mistake" in the backdrop of the special notes, which sparked new debate in the Chinese net world:

But finally I found out a serious mistake. It's so provocative. Can't the designers be more careful!

The sample note also has the same problem.

另外还注意到发行总量为600万张,但这张样钞的编号却为第一千万零九. 实际发行量是不是有一千万呢?

Naughty Lion's detection also triggered a swift response of China's mainstream media, including Xinhua News Agency, which said the netizens' complaint is fastidious, and in the meantime some people also retorted that the "mistake" is just a kind of anti-counterfeiting means, even though the official introduction of the commemorative note has never mentioned that.

The most interesting thing is, Naughty Lion's original post was forced to be hidden by blog.sohu.com, one of the biggest BSPs in China, while the top media are quoting the screen-shots of his blog and criticizing his "fussy discovery".

After the frightful calamity of Sichuan earthquake, people from all walks of life in China are attending various charitable activities to help those victims, however, lesbians, a special community which is unwelcome to the Chinese traditional mainstream, are left in a predicament when they try to contribute as blood donors.

The blog of les+, a voluntary Lesbian magazine, published an article titled by Where are you, LES blood donors? to criticize the ban on blood from lesbians:

近日汶川8级地震，举国悲哀，全国上下，捐款献血，人人尽力为灾区捐献自己的一份心意。同志社区内部，大家都为灾区捐款捐物，也有很多人在第一时间去献血，挽救灾区人民的生命。

有很多去献血的拉拉反映，她们看到献血规定中指明，同性恋者不许献血。有些人表明了自己的同性恋身份后，被血站管理人员拒绝了献血的义举（其中还有人是稀有的RH阴性血），理由是同性恋是易感染艾滋病的高危人群。

但是在因不安全的性行为导致的不安全血液方面，女同志不比任何一个群体更高危，甚至有研究数据表明女女性行为是较为低危的（较其她人群而言），这适用于所有相关的性传染疾病，包括艾滋病和乙肝。

After Wenchuan was hit by an 8 magnitude earthquake, the whole nation has been in deep sorrow. People all over China actively donate either money or blood, trying to express their concern. A lot of LESs find out the regulations of blood donation have specified the homosexual people are prohibited from donating blood. The blood stations rejected some LESs' offer when they indicated their sexual orientation (even some of them have the rare RH-negative blood), on the ground that the homosexual is the high-risk group of AIDS.

However, as to the contaminated blood transmitted by unprotected sex, lesbians are not more dangerous than any other groups. A study applying to all the sexually transmitted diseases (STD), including AIDS and Hepatitis B, showed that sex between women is comparatively low-risky (compared to other groups).

During the national calamity, everyone is trying to contribute something to help the victims and save lives, but the unreasonable regulations have prevented altruistic act of the homosexual and disappointed all of us. LESs long to take an active part in the disaster relief, so please don't turn down our earnest donations.

我不是医学专业人士，但是我想，如果的确存在同志基因的话，那这种规定就是合理的。
不过如果按这种逻辑推理下去……有暴力基因的、变异基因的，都更加不符合献血条件。
看他们觉得什么重要了。活下去重要，还是维持自身基因的“纯正性”重要。

I'm not a medical profession, but I think once the homosexual genes do exist, such regulations should be reasonable.
However, according to that logic…people with violent or mutant genes won't qualify for the standards of blood donation, either.
It all depends on the victims of the earthquake. What's more important to them, to live on or to maintain the “purity” of their genes?

其中一条是：是否有吸毒、同性恋、艾滋病史。
它们将这三者放在一起，出发点就是错误地认为这三者是相关的。

I have seen the related problems after my colleague who recently went to donate blood was asked to complete a pile of questionnaires.
One of the questions is: whether has drug addiction, homosexual history or AIDS history.
They put such three items together, holding a wrong point that they are related with each other.
In fact, the blood of LESs is safer than those heterosexual.

Being listed with other communicable diseases like AIDS and leprosy, all “the homosexual and people who have multiple sexual partners” are banned from donating blood, according to China's health standards for blood donors (《献血者健康检查标准》) .

The general status of homosexual is very low.
Although the medical circle has acknowledged homosexuality is not mental disease for a long time,
you can easily find a couple of psychological books from library,
in which homosexuality is clearly classified as disease with many different therapies.
They just create disease for healthy people.

在中国，一批（1970年代）年轻的中国地震工作者学习中国传统文化的精华（包括充分利用历史文献记载和“取象比类”的方法等），取得遥遥领先国际的科研成果。例如，耿庆国根据历代(包括1956-1970年)大旱与地震关系的统计，发现“6级以上大地震的震中区，震前1-3.5年往往是旱区。旱区越大，干旱时间越长，相应的震级越高”的统计规律（公元512年-1879年中国大旱后2-3.5年,发生了7次7.5-8级大地震）。1972年耿庆国提出“旱震关系大地震中期预报方法”，根据这一规律，耿庆国预报了1975年的海城地震，特别是1976年的唐山地震。在1980年代出版了专著《中国旱震关系》（科学出版社）。这些成果触犯了地震界当权者的利益，耿庆国被调出预报队伍，去了地震报社。

今天，2008年5月12日，听到四川汶川发生7.8级强震，中国的地震科学家耿庆国欲哭无泪，心里在流血。2006年他根据旱震关系提出中期预报，近年阿坝地区将发生7级以上地震。2008年4月26日和27日在中国地球物理学会下属的“天灾预测委员会”经集体讨论,作出“在一年内（2008.5-2009.4）仍应注意兰州以南,川、甘、青交界附近可能发生6-7级地震”的预报（文字报告已报中国地震局等，4月30日密件发出），而且，耿庆国根据强磁暴组合，明确提出“阿坝地区7级以上地震的危险点在5月8日(前后10天以内)”（以上地震预报三要素均已明确）。明明是国宝，却受到当权的主流地震科学家的排斥，只能靠微薄的退休费坚持搞科研。可惜这位退休的地震科学家的话，没有起到作用。

我的感觉是满腔悲愤。什么时候耿庆国、汪成民、任振球、王迪兴等一批国宝才能不受排挤，放开手脚为振兴中华效力呢？

Under the direction of the modern science and technology of Western World, the forecast of destructive earthquake（over 5 magnitude) is impossible, especially the imminent earthquake prediction, which has been a general consensus in the seismology world. From this point of view, there is no way to well predict the Tangshan earthquake 32 years ago or today's Wenchuan earthquake. The TV program “Read News Everyday”(有报天天读）of Phoenix mentioned: some newspapers said the calamity of Tangshan earthquake is “mainly caused by human error” ; the anchor of “Debate on Current Affairs”(时事辩论会) said: if China had accepted the international aid, hundreds of thousands of people would have survived. Those opinions are not in accord with the facts. The truth is the tragedy might have been avoided if authorities had accepted the views of the scientists, who combined the research of the east and the west. Please refer to the relevant articles I copied or published in my blog.

During 1970‘s, a group of young seismologists in China had achieved great results which were well ahead of the world level by studying the essence of Chinese traditional culture(including the methods that fully make use of the historical documents and “analogy drawn from phenomena”). For example, according to the statistics of the relationship between drought and earthquake throughout the ages（including 1956-1970), Geng Qingguo discovered a law that “the epicentral region always suffered droughts 1-3.5 years before the earthquake over 6 magnitude. Besides, the larger the drought region occupied and the longer the drought lasted, the higher the corresponding magnitude would be.” (2-3.5 years after the long droughts during 512-1879AD, seven 7.5-8 magnitude earthquakes had occurred in China) In 1972, Geng Qingguo put forward a theory of “medium-term earthquake prediction based on the relationship between drought and quake”. By that law, Geng Qingguo successfully predicted the Haicheng earthquake in 1975 and especially the Tangshan earthquake in 1976. In 1980's, He published his treatise The Relationship between Drought and Earthquake in China (Science Press). However, those achievements challenged the powers in the Chinese seismology circle, so Geng Qingguo was shunted from the prediction team to an earthquake newspaper office.

Today is May 12, 2008, Chinese seismologist Geng Qingguo is suffering with tearless grief. In 2006, according to the relationship between drought and earthquake he predicted in recent years there would be a serious earthquake over 7 magnitude in Aba autonomous region. After a group discussion on April 26 and 27, 2008, Committee of Natural Hazards Prediction subordinate to Chinese Geophysical Society (CGS) reported that “a 6-7 magnitude earthquake may occur to the south of Lanzhou, around the borders of Sichuan, Gansu and Qinghai.” (the written report had been sent to the China Earthquake Administration by confidential letter on April 30). What's more, Geng Qingguo clearly indicated that “the dangerous point of an earthquake over 7 magnitude in Aba region is on May 8 (within 10 days before or later)” in accordance with the magnetic storm Combinations.（The prediction above had obviously pointed out all the three essential factors). Geng Qingguo, an undoubted national treasure, is excluded by the earthquake experts of mainstream, and can only depend on a meager pension to continue his research. The pity is what this old seismologist said didn't make any difference.

I am filled with grief and indignation. I was wondering if there will come a day when Geng Qingguo, Wang Chengmin, Ren Zhenqiu and Wangdixing such national treasure are not frozen out any more, and freely work for the rejuvenation of China.

In a word, the information about the earthquake should be treated with scientific and realistic attitude. Tell the people that those information is neither rumors nor totally reliable truth. I believe people will understand that. To deal with the situation only by violent ideological confrontation can only backfire. The authorities should learn the lesson.
On the other hand, it is really inadvisable to give too much emphasis to Geng Qingguo's prediction, because before the earthquake no one knew whether his prediction was right or not.
Someone may believe that it's a case involving human life, so the authorities should have paid more attention to his prediction. However, those friends may not know there are hundreds and thousands of such kind of prediction. it's not easy for the authorities to pick the valuable out of vast information.

我觉得不是预测不出，也不是玩忽职守，而是怕负责任。如果预测的地震确实发生了，那么算是立了一功。但是更多时候可能是预测不了那么准确，责任谁来负呢？从技术专家到行政首长，谁愿意承担这个风险呢？

The officials of Earthquake Administration are still practicing Tai chi chuan, prevaricating with a excuse that prediction and early warning are impossible.
