<p>Afonso Loureiro is a Portuguese blogger who has been living in Angola since 2008 for professional reasons: he works in cartography for an Angolan company and  is also dedicated to train local staff with the distinct purpose of reducing dependence on foreigners working in that area.</p>
<p>Because of his blog, Afonso has been threatened with death. In this interview he tells Global Voices about these episodes, he reflects about self censorship and freedom of expression and he speaks about his foreign perspectives about the country that welcomed him.</p>
<p><strong>Why did you chose blogging as a form of expression?</strong></p>
<p>The <em><a href="http://afonsoloureiro.net/blog/" target="_blank">Aerograma</a></em> [Aerogram, pt] was born mainly as a channel to broadcast my experiences abroad to close family and friends. The lines of communication between Angola and Portugal do not always work the best and this was the way I found that it would always be possible to pass on what I was living. On the other hand, the blog would become a repository of memories that I could revisit later. However, without that I had realized, it fled out of my hands. I started writing regularly and not only targetting my dear ones: a real crowd of people began to follow my experiences in Luanda. The next step will be the completion of a book inspired by the journey that <em>Aerograma</em> has drawn.</p>
<p><strong>How long have you had this blog?</strong></p>
<p>The blog was officially <a href="http://afonsoloureiro.net/blog/?m=200803">created in March 2008</a>, but its official start was in <a href="http://afonsoloureiro.net/blog/?m=200806">June</a> that year, when I left for Angola. Shortly thereafter, I began to publish articles on a daily basis.</p>
<p><strong>What motivates you to write about Angola?</strong></p>
<p>I don&#39;t write exclusively about Angola; I write about what moved me. <em>Aerograma</em> was brought to life so that I could share my experiences, which in this moment happen in Angola, aiming to present in a balanced way the country that hosted me, with its good and bad things.</p>
<p><strong>Do you have family ties with the country?</strong></p>
<p>From my family only my grandfather has been in Angola, doing military service during <a href="http://en.wikipedia.org/wiki/Portugal_in_World_War_I">World War I</a>, when he fought against the Germans.</p>
<p><strong>How would you describe Angola?</strong></p>
<p>Angola is a country full of potential, though wounded by a war that soon became an excuse for resources to be appropriated by a very limited elite. Oil is the basis of the <a href="http://en.wikipedia.org/wiki/Economy_of_Angola">Angolan economy</a> and <a href="http://en.wikipedia.org/wiki/Agriculture_in_Angola">agriculture</a> doesn&#39;t really go much further than subsistence. New generations will face many challenges ahead, but after a decade of peace and increasing openness in politics, they also have a promising future ahead. Moreover, if there is a word that sums up Angola that word is &#8216;future&#39;.</p>
<p>Angola seeks to establish its own identity, denying its <a href="http://en.wikipedia.org/wiki/History_of_Angola">colonial history</a>, but some traces of five centuries of coexistence with the Portuguese cannot be erased. The very integrity of the country is achieved at the expense of the Portuguese <a href="http://en.wikipedia.org/wiki/Languages_of_Angola">language</a>, which unites and distinguishes its people, erasing ethnic boundaries.</p>

<p><strong>How do you see the unbridled growth of the country?</strong></p>
<p>Angola&#39;s economic growth was mainly due to the fluctuation of oil prices and capital movements. A sustained growth has not been seen that would translate into improved economic and social conditions of the country. Most investments only seek short term return, as imports or luxury hotels. Investment in agricultural or industrial production, with more dilated payback periods of capital, is pre-empted by the Angolan businessmen.</p>
<p>Fortunately, in the midst of so many dazzling projects, the roads are being recovered. Bottom-up economic growth will arise even with an economy that depends on oil as the main source of revenue.</p>
<p>Currently, the Angolan economy depends almost entirely on foreign companies and technical expertise that, of course, are also interested in generating wealth for themselves. While the Angolan staff are not sufficient to meet the needs, the Angolan economic growth will only enrich others.</p>
<p><strong>What do you like the most about Angola and why? What do you like the least and why?</strong></p>
<p>After having traveled around part of the country, from the dense forests of the north almost to the southern desert and having been amazed by the endless horizons of Africa, I have to admit that what I like and admire the most in Angola is its people. Especially outside Luanda, I have had super interesting and relaxed conversations with Angolans of all ages. I discovered a fighting people, still marked by a war that was not theirs. I discovered engaged students and good professionals seeking an opportunity to show their potential.</p>

<p>The <a href="http://en.wikipedia.org/wiki/Corruption_in_Angola">endemic corruption</a> that pervades the country and the climate of war that is still lived in the capital are the main negative points that I highlight. These two factors create and exacerbate inequality and make life very difficult for most of the population. The misappropriation of public money, the scandals linked to the National Bank of Angola and the megalomaniac projects at the expense of infrastructure is a reflection of the worst that there is in Angola.</p>
<p><strong>Do you frequently read blogs written by Angolans? If so, what is your opinion of them?</strong></p>
<p>My reading list includes many blogs written by Angolans, Brazilians and Portuguese. I find no substantive differences between them that justify a definition of Angolanity of their blogs, other than that stem from natural cultural and social baggage of every nation. Blogs by Angolans are generally critical of their country, but nevertheless show love for Angola. They represent excellent places to find out how the Angolans define themselves, in the diaspora or in Angola.</p>
<p><strong>You have told us that you are threatened. What are the issues that raise the anger of those who threaten you?</strong></p>
<p>While seeking to be balanced in the analysis that I do about the country, everytime I slip a bit from political correctness or I do not limit myself to repeating <a href="http://en.wikipedia.org/wiki/MPLA">MPLA</a> propaganda, I know I will receive some less amenable feedback. Among it there are always some people who threaten reprisals, whether physical or others. As usual in such cases, the threats are anonymous, but, interestingly, they all come from Angolans living in Portugal. They criticize and threaten for not being in line with the official ideology, for not sticking to saying only good things about the country. Of course they forget that the purpose of <em>Aerograma</em> is not indulge the ego of others, but to serve as an account of the experiences of someone in a new country, speaking of what is good, but also of what is bad.</p>
<p>I received more threats when I invoked episodes in the history of Angola during the civil war. The <a href="http://www.wikiwak.com/wak/Fraccionismo">May 27</a> [pt], for example, is still a taboo, or so I realized.</p>

<p><strong>How do you deal with the threats?</strong></p>
<p>In early times, I would want to know if the article in question could be interpreted differently than planned, but quickly I realized that the threats were directed at <em>Aerograma</em> altogether just because it spoke of Angola without reflecting the views of the official gazette. There are two or three individuals with too much time on their hands that carry out the task of intimidating those who write about Angola. After establishing a few rules in the filtering of comments, most of the xenophobic messages are deleted immediately.</p>
<p>Although it is an unpleasant task, I analyze each message, in order to find out to what extent I should take them into consideration. One of the measures I took, was to remove my photo from the signature of the articles.</p>
<p><strong>What would you say to those people?</strong></p>
<p>When the threats started coming, I wrote an <a href="http://afonsoloureiro.net/blog/?p=3761">open letter</a> [pt] where I tried to explain that freedom of expression is a fundamental right, as is the freedom to ignore what we dislike. I suggested to the ones that threaten me they should seek a blog that they liked more, because it may be a symptom of masochism to insist on reading what they dislike or makes them so itchy. Some find the cure for an inferiority complex by mistreating others.</p>
<p>I still think that the blogosphere is big enough for everyone to search what one likes or, if not found, to create whatever he pleases. The ones who don&#39;t like what I write have a good remedy: not to read me.</p>
<p><strong>Did you change in some way the subjects you address in your blog?</strong></p>
<p>I did not change the subjects. If I did, who threatens me would have won. The articles in which I address most controversial topics now I make a short introduction where I foresee that I will offend someone and that threats will surely arise. I just started to take extra care avoiding to identify the places where I usually live and work. Some of the threats I received quoted places which are too close for me to feel comfortable.</p>

<p><strong>And finally, do you believe there is press freedom in the country?</strong></p>
<p>Officially, the freedom of the press exists, but especially for those in Angola self-censorship is a serious problem. It takes great care to navigate the waters between the official line of thought and the themes that conscience dictates. Furthermore, I believe that there are two separate government structures operating in Angola: the official multi-party MPLA, which accepts press freedom and democratic principles; and a mono-party MPLA, whose structure works in the shadow of government and roughly accepts criticism. Especially in the countryside, organs of MPLA take the place of government, even with their own intelligence services. Self-censorship is caused by the fear of this shadow MPLA, which acts and reacts in a somewhat anachronistic way.</p>
<p>There is still a long road ahead for freedom of expression to be granted (not only in Angola), but I think that for what there is, it is already consolidated. There have been more and more Angolans saying what they think and the time when the reprisals were immediate seems to have passed. The proliferation of private weeklies is a good sign.</p>

<p>Feliciano is the first of several Angolan bloggers who will features in a series of interviews to be published on GV. The professor, an engineer who splits his time between Angola and Brazil, gave frank answers to our questions.</p>

<p><strong>What inspired you to start a blog?</strong></p>
<p>I would like to begin by thanking Global Voices for giving me this space and the opportunity that comes along with it.</p>
<p>Various factors led me to start a blog. At one time I had thought of becoming a journalist. I couldn’t make that dream come true, but I saw blogging as a way of providing a kind of civic journalism, or, more accurately, grassroots journalism, based on inclusiveness, which would add to the information disseminated to the public. This made my blog more popular, especially when the news outlet <a href="http://www.club-k-angola.com/">Club-K</a> began to reproduce many of my articles. This is definitely one way of breaking the monotony of the official press in Angola, which is either completely one-sided or biased by the agendas of the most powerful media companies.</p>
<p>Besides, at the time when I decided to start a blog, there were few personal websites based in Angola; there were many gaps that needed to be filled. I needed my own personal Ipiranga where I could protest, raising a “cry for freedom” by putting forward my own ideas, and thus help to improve society. Ultimately, I am part of that society. I believed that Angola would cry for me if its son gave up the fight.</p>

<p><strong>How long have you had your blog?</strong></p>
<p>Since early 2007.</p>
<p><strong>Were you already familiar with running personal websites?</strong></p>
<p>No, these were uncharted waters for me, but now I can do it in my sleep.</p>
<p><strong>How do you see the blogosphere?</strong></p>
<p>To paraphrase some thinker or other, I would say that traditional media is too good to be true. The blogosphere, on the other hand, is too true to be good. It is indeed an inexhaustible alternative source of information which has the potential to change our world for the better. Vox populi vox dei [&#8221;the voice of the people is the voice of God&#8221;].</p>
<p><strong>Do you think that blogs might be considered weapons of protest? Why?</strong></p>
<p>We Angolans have a fear of the word “weapon”, and our government has a fear of the word &#8220;protest&#8221;. To take one example, Yoani Sánchez has managed to make her blog, <a href="http://www.desdecuba.com/generationy/">Generaciony Y</a>, into a veritable sub-machine gun of protest against the Cuban government. She is always trying to scratch the surface of the current political system and show us the filth that lies beneath – what she sees as the injustices and restrictions on freedom that affect her fellow countrymen and -women. Her protests have led to her being awarded countless prizes. To my mind, blogs are real tools for social justice, harmony and peace. They have emerged in order to destroy established systems.</p>
<p><strong>Name one or two blogs that have had an influence on you.</strong></p>
<p>I can pick out three Angolan blogs: <a href="http://pululu.blogspot.com/">Pululu</a>, <a href="http://morrodamaianga.blogspot.com/">Morro da Maianga</a> and <a href="http://altohama.blogspot.com/">Alto Hama</a>.</p>
<p><strong>What do you think of the Angolan blogosphere? Do Angolans use blogs as weapons for debate? Do you think they are effective?</strong></p>
<p>Generally speaking, <a href="http://cangue.blogspot.com/2008/01/blogs-e-noticias-de-angola.html">blogs about Angola</a> are still few in number. You couldn&#39;t compare us to the Argentine blogosphere, which numbers more than 260,000 blogs, mostly driven by people under 20.</p>
<p>As far as organization goes, it will be some before we can hold a bloggers’ conference like Blogama in Morocco, Bloguvianos in Bolivia, or the like. Nevertheless, we are beginning to make our mark, and this must not go unnoticed. Recently the Jornal de Angola publicly saluted and recognized the power of blogs in Angola. Unfortunately there are many factors which hamper the development of blogs from Angola, particularly poor internet access and the high cost of computers. People prioritize matters of survival; new technologies come second. In spite of this, the long-drawn-out troubles that the country has experienced, beginning with the effects of the Inquisition and 500 years of Portuguese rule, then 14 years of the war for independence, and finally 30 years of civil war, it’s no surprise that a culture of free expression is not part of our everyday lives. Against this backdrop, being a blogger is an almost Herculean feat.</p>
<p>In practice there are a few blogs, such as Alto Hama, that act like fire extinguishers at the heart of the fire. Some people try out the extinguishers for themselves, and others admire them. The crucial thing here is that lots of people are now putting themselves forward, and many of them have sound ideas and an excellent sense of where we should be going. These days, for instance, we have blogs that deal with covering G8 summits as an Angolan journalist.</p>
<p>As for the second part of the question, few Angolans use blogs as direct weapons for debate. Generally speaking, those who do this live outside the country. Others do it by subtle suggestion. They keep their cards close to their chest, using parables and debating situations in other countries, or attributing ideas to “vague entities”, as [Brazilian business commentator] Max Gehringer suggests. Often this requires the reader to be more attentive, like a wine connoisseur ascertaining whether his glass contains wine or gall.</p>
<p><strong>What is your view of this new Angola, pressing for change?</strong></p>
<p>All I know is that the country is going to adopt a constitution for a parliamentary-presidential system. I don’t know whether that’s a good thing or a bad thing. Whatever happens, if we had a culture of change, if new faces and young people had the opportunity to replace the old ones, I believe that we would soon have a country with a new beat, instead of the same old dirge of “once a minister, always a minister; even after death, always a minister.”</p>
<p>If the country made a priority of investing in education rather than vanity projects, perhaps we would soon be able to escape from the pit in which we find ourselves at present. We can&#39;t change the country with the people of today if we cling to the mentality of yesteryear.</p>
<p><strong>What was the defining moment of the last decade in Angola for you?</strong></p>
<p>The defining moment happened this year, in 2009, when the creation of six public universities was announced, adding to the one university that exists at present to make a total of seven.</p>

		<description><![CDATA[The high cost of living in the country is paradoxical: Angola's high development indicators are not reflected in the finances of the majority of Angola's citizens and do not translate to quality of life for those less economically well off.]]></description>
			<content:encoded><![CDATA[<p>The capital of Angola, Luanda, is a very expensive city. Both for Angolans as well as for foreigners. If you are here, you are well aware. Basic services, like food, education and housing are priced on par with some European countries. The main difference is that the salaries in Angola are simply laughable when compared to their European counterparts, which leads to daily battles to secure basic needs.</p>
<p>Obviously this battle is not fought by those with money who, for reasons obscure or not, are protected with bank accounts that would make mere mortals envious. According to a survey conducted in February by an English company, ECA International - <a href="http://www.citymayors.com/statistics/expensive-cities-intro.html">Luanda ranks first among the most expensive cities in the world</a>.</p>
<p>In his blog <a href="http://mundodaverdade.blogspot.com/2007/05/o-nvel-de-vida-em-luanda.html"><em>Mundo da Verdade</em></a> [pt], Miguel Caxias writes:</p>
<blockquote><p>“Só para terem uma ideia, o custo por noite no hotel em que estou é de 170 USD (quarto individual, com casa de banho e pequeno-almoço mesmo muito sofrível). Estamos a falar de um hotel que deve ter se tanto, duas estrelas. Para um europeu, não só por costumes alimentícios mas também por costumes de segurança, não se arrisca a comer em qualquer botequim de esquina, obviamente. No restaurante onde temos feito as nossas refeições, o custo médio de uma dose é de 30USD (junte-se a isso bebida, sobremesa, entradas e o preço salta logo para 40/45 USD de despesa individual).</p>
<p>Luanda está numa fase de construção massiva. Junto à Marginal existem apartamentos a 1 milhão de USD. Estão todos vendidos!!!”</p></blockquote>
<div class="translation">“Just to give you an idea, the cost of one night in the hotel where I am staying is $170 USD (single room with bathroom, plus a rather paltry breakfast). We are talking about a hotel that is rated two stars, at best. For a European, not only because of meal/food customs, but also because of safety concerns, we do not risk eating at the corner diner, obviously. In the restaurant we frequent, the average cost of a meal is $30 USD (add beverage, dessert and appetizers and the price quickly jumps to $40/45 USD per person).</p>
<p>Luanda is undergoing massive construction. Near the Marginal [bay front area], some apartments are listed at one million dollars. And they have all been sold!!!”</p></div>
<p>The high cost of living in the country is paradoxical, since it does not correlate to a high quality of life, at least not for those faring worse economically. Angola registers high development indicators that, unfortunately, are not reflected in the finances of the majority of Angola&#39;s citizens. Excessive demand coupled with scarce supply make things rather difficult.</p>
<p>The Brazilian author of the blog <a href="http://diariodaafrica.blogspot.com/2009/02/os-precos-em-angola.html"><em>Diário de África</em></a> [pt] provides a quick analysis of what happens in Angola.</p>
<blockquote><p>“Não são apenas os alugueres (habitação) que custam caro. Tudo é caríssimo. Um quilo de tomate pode sair por 20 USD. Uma bandeja de uvas pode custar 30 USD o quilo. Um bife com batatas fritas pode custar facilmente, 50 dólares. Um cano furado pode sair por 1000.000 USD. Tapar um pequeno furo na tubulação do ar-condicionado do carro e colocar o gás para enfrentarmos o calor luandense custa 200 USD.</p>
<p>Precisa de electricista? Ele não vai sair da sua casa sem ter tirado pelo menos 100 USD de você. Mesmo que só tenha trocado uma lâmpada. Porque é tudo tão caro?”</p></blockquote>
<div class="translation">“It&#39;s not just the rent (housing) that is costly. Everything is so expensive. A kilo of tomatoes can go for $20 USD. A tray of grapes can cost $30 USD per kilo. A slice of beef with French fries can easily costs $50 USD. A punctured pipe can set you back $1000.00 USD. Soldering a small puncture in the air-conditioning pipe in the car and gassing up to handle the heat of Luanda can cost $200 USD.</p>
<p>Need an electrician? He won&#39;t leave his house without getting at least $100.00 from you. Even if it&#39;s just to change a light bulb. Why is everything so expensive?”</p></div>
<p>According to this blogger, the answer is simple and, once again, harks back to the war that robbed the country of more than 30 years of development.</p>
<blockquote><p>“O atabalhoado processo de independência e a guerra acabaram com tudo. Primeiro, a independência. Em 1975, pelo menos 300 mil portugueses abandonaram Angola. Médicos, dentistas, advogados, empresários, encanadores, mecânicos, burocratas, professores. Em questão de meses, Angola ficou sem quadros. Não havia quem soubesse gerenciar as finanças do país. Depois a guerra. O esforço de guerra sugou o dinheiro que deveria ser investido na saúde, na educação, nas infra-estruturas do país. Agora multiplique essa situação por 30 anos. O resultado chama-se Luanda.</p>
<p>Com a alta no preço do petróleo nos últimos anos, os fretes subiram e por tabela, o de todos os produtos. Chegou-se a uma situação tal que mesmo os itens produzidos em Angola podem custar mais que os importados. Porquê? Os economistas que me corrijam, mas parece ter algo a ver com a tal lei da oferta e da procura. Quem quer agora, tem de pagar mais.”</p>
<p>O país não tem indústrias. Tudo é importado. Vem de navio. No porto, não há espaço. Os navios ficam dois, três meses atracados em alto-mar, aguardando autorização para descarregar. Só agora é que a agricultura começa a dar os primeiros passos. Mas só nas áreas em que não há minas terrestres. O último número que ouvi era de que mais da metade das terras cultiváveis do país estava cheia de minas. Enquanto o terreno não estiver limpo, nada feito. Portanto, até a comida precisar ser importada.</p></blockquote>
<div class="translation">“The arduous fight for independence followed by the war did away with everything. First, independence. In 1975, at least 300,000 Portuguese citizens abandoned Angola. Doctors, dentists, lawyers, businessmen, plumbers, mechanics, civil servants, professors. In a question of months, Angola was left without qualified personnel. There was nobody who knew how to manage the country&#39;s finances. Second, the war. The war effort sucked all the money that should have been invested in health, education and infrastructure in the country. Now multiply this situation by 30 years, and you get Luanda.</p>
<p>With the high price of gas in recent years, transport costs have also risen and, concurrently, so have all products. The situation has become such that even items produced in Angola can cost more than imports. Why? Economists please correct me, but it seems to have something to do with the law of supply and demand. If you want it now, you have to pay more.”</p>
<p>The country has no industries. Everything is imported. It is shipped in, and there is no space at the port. The ships are anchored two to three months in the high seas, waiting for authorization to unload their goods. Only now has agriculture begun to take its first steps, but only in areas where there are no land mines. The latest statistics I heard were that half of Angola&#39;s arable land is rife with mines. As long as the land is not cleaned, nothing is done. Therefore, even food needs to be imported.</p></div>

		<title>Angola: The assassination of a ruling party MP</title>

			<content:encoded><![CDATA[<p>On the night of July 29, Angola was shaken by another display of violence. Beatriz Salucombo, a parliamentarian from the ruling <a href="http://en.wikipedia.org/wiki/MPLA">MPLA</a>, and her brother António Neves, a Migration and Foreigners Services (SME)  officer, were gunned down by three men on the outskirts of the capital Luanda. Beatriz Salucombo and António Neves <a href="http://www.alertnet.org/thenews/newsdesk/LU251698.htm">were shot several times outside her home</a>.</p>
<p>As is to be expected, this painful incident has provoked reactions from the very heart of Angolan society, and expressions of revulsion at yet another mysterious act of violence were soon in coming. <em><a href="http://blogdangola.blogspot.com/2009/08/funeral-da-deputada-beatriz-salucombo.html">Pensar e Falar Angola</a></em> [pt] blog, <em>Jotacê Carranca</em> describes the funeral, at Luanda&#39;s Alto das Cruzes cemetery:</p>
<blockquote><p><em>Filhos e outros parentes, deputados, magistrados e militares, amigos e familiares da deputada reuniram-se no Alto das Cruzes para prestar-lhe a última homenagem, num clima de consternação. (&#8230;) </em></p>
<p><em>Na sua mensagem, os filhos da malograda enalteceram o exemplo de coragem e resistência face às adversidades da vida, bem como de outros valores éticos e morais que a mãe lhes incutiu durante a sua convivência com os mesmos. </em></p>
<p><em>No elogio fúnebre, destacou-se a participação activa de Beatriz Salucombo nas acções de luta clandestina contra o colonialismo português, particularmente no apoio aos guerrilheiros do MPLA na zona da Lunda Sul.</em></p>
<p><em>O elogio fúnebre referiu o seu percurso político, “cheio de grandes feitos, revela bem a sua militância e entrega total aos ideais do MPLA e em prol da defesa da paz, da democracia, justiça social e do desenvolvimento de Angola”.</em></p></blockquote>
<div class="translation">Children and other relatives, MPs, judges and members of the military, friends and family of the [murdered] Member of Parliament met at the Alto das Cruzes cemetery to pay their last respects to her, in an atmosphere of turmoil. [&#8230;] In their message, the children of the deceased praised the example of courage, strength in the face of life’s adversities and the other ethical and moral values that their mother had instilled in them throughout their lives.</p>
<p>The eulogy highlighted Beatriz Salucombo&#39;s active participation in the clandestine fight against Portuguese colonialism, especially in support of the MPLA guerrillas in the Lunda Sul area.</p>
<p>Her political career was described in the tribute as being “full of great achievements, showing her militancy and total dedication to the ideals of the MPLA and to the defense of peace, democracy, social justice and development in Angola”.</p></div>
<p>The killing of the MP and her brother raises at least two questions. Was it a premeditated murder or just an attempted robbery? The fact is that the car in which Beatriz Salucombo was traveling was not taken, and there is no sign that any of her belongings were stolen. Yet according to the three suspected men,  identified by <a href="http://www.portalangop.co.ao/motix/en_us/noticias/politica/2009/7/32/suspect-murderers-presented,073610b5-c738-43be-9d24-04c4d81b712e.html">presented Angola’s National Police after a city-wide manhunt last Friday</a>, the motive for the killing was a plan to steal the car. Two of the arrested men have since died in crossfire with the police.</p>
<p><em>Eugénio da Costa Almeida</em> from the <a href="http://pululu.blogspot.com/2009/07/quem-seria-realmente-o-alvo.html"><em>Pululu</em></a> [pt] blog expresses his sympathy for the victims and asks one question: Who was the real target?</p>

<p><em>Mas será que o alvo era a deputada ou terá sido uma vítima colateral?</em></p>
<p><em>Segundo as notícias veiculadas pelos diferentes meios de Comunicação Social, também o seu irmão, que ter-lhe-ia dado boleia para casa, terá igualmente sucumbido aos tiros que teriam vindo de pessoas que se fariam transportar num todo-terreno.</em></p>
<p><em>É que, só por mero acaso(?), o irmão era só o superintendente-chefe, António Neves, dos Serviços de Migração e Estrangeiros (SME) entidade que, ultimamente, tem andado muito activa “devolução” de ilegais (como os <a href="http://www.portalangop.co.ao/motix/pt_pt/noticias/sociedade/Servicos-Migracao-expulsam-estrangeiros,933e62bd-926c-4223-b1f1-0b6430b27e38.html">ocorridos</a>, no Lubango, já este mês).</em></p>
<p><em>Mas também não se deve esquecer o impacto nunca deveras esclarecido da detenção de alguns funcionários, em 2005, como terão escrito, há época, o <a href="http://www.angonoticias.com/full_headlines.php?id=8219">AngoNotícias</a> citando o VOA, e a <a href="http://www.panapress.com/freenewspor.asp?code=por028093&amp;dte=28/12/2005">Panapress</a>. E, não me recordo, nem a Internet o mostra, de se saber mais do assunto…</em></p>
<p><em>Já agora, talvez que a morte da desditosa deputada possa ajudar a esclarecer também a morte de outro antigo deputado professor-engenheiro <a href="http://www.angonoticias.com/full_headlines_.php?id=20154">M´fulupinga N’Landu Victor</a>, do PDP-ANA, acontecida já há 5 anos, e que, se a memória não me falha, e apesar das autoridades afirmarem que o caso não está esquecido não me recordo de o ver clarificado e o(s) autor(es) detido(s) e julgado(s).</em></p>

This murder is deeply deplored not only because it calls into question the security which the country craves, particularly in the run-up to the CAN 2010, but also because it occurred on the eve of another African Women&#39;s Day.</p>
<p>But was the MP the target of the attack, or was she a collateral victim?</p>
<p>According to reports by the various media and her brother, who was giving her a ride home, she was also hit by shots fired by people inside a 4&#215;4.</p>
<p>Is it a mere coincidence (?) that her brother was none other than the superintendent-in-chief António Neves, of the Migration and Foreigners Service (SME), an entity that, lately, has been very active &#8220;removing&#8221; illegal immigrants (as in Lubango, earlier this month).</p>
<p>Neither should we forget the impact of the arrest, never fully explained, of certain officials in 2005, as reported at the time by AngoNotícias, quoting VOA, and Panapress. I do not recall anything more being said about the matter, and the Internet cannot shed any further light on it&#8230;</p>
<p>Now, perhaps, the unfortunate death of the MP can also help to clarify the death of another former MP, engineering lecturer M´fulupinga N’Landu Victor, of the PDP-ANA party, which took place 5 years ago. If my memory serves me correctly, despite authorities claiming that the case has not been forgotten, I cannot remember the case ever having been cleared up and the perpetrator(s) held and brought to trial.</p>
<p>Coincidences, of course!</p></div>
<p><em>Cazimar, from the <a href="http://africaminhamami.blogspot.com/2009/08/deputada-do-mpla-e-irmao-assassinados.html">África Minha</a></em> [pt] blog, states that no human life should ever be taken, but he believes that the murderers, in this case, are both criminals and victims. According to him, this must have been a premeditated crime:</p>

<p><em>E se, os jovens bandidos, que acusam, fizerem parte dos 15.000 angolanos recentemente desalojados.</em></p>
<p><em>Qual é, o maior crime?</em></p>
<p><em>Tirar o tecto a 15.000 angolanos carenciados, ou tirar a vida a dois angolanos priveligeados?</em></p>

<div class="translation">Young bandits have been blamed, but behind the scenes there may be influential adult (and rich) criminals engaged in murky business, who decided to recruit these young people to carry out the killing so as to bring their crooked deals to a head. It is well known that the level of crime, especially in Luanda, is high due to social and economic inequality. A few individuals have wealth in excess (10%); others experience extreme poverty (90%). In this situation, it is common for young bandits to agree to carry out the dirty work of influential adult criminals in exchange for a handful of Kwanzas [Angolan currency]. Life is difficult for the Angolan and for the young Luandan, who only has to look around to see luxury buildings and other properties mushrooming all over the place, while he has empty pockets and goes hungry, roaming the streets with no work. What work exists is poorly paid and exploitative (remember when they used to say that the Portuguese were exploiting the Angolans? Well, now there are many others doing the exploiting, and no-one bats an eyelid; it’s perfect for the influential Angolan thug). The Luandan guy has to make a living, even if it means robbing the rich crook.</p>
<p>And what if the young bandits who have been accused are among the 15,000 newly displaced Angolans?</p>
<p>Which is the greater crime?</p>
<p>Taking the roofs from over the heads of 15,000 Angolans in need, or taking the lives of two privileged Angolans?</p>
<p>Answer that if you can.</p></div>

<p><a href="http://www.flightglobal.com/articles/2009/07/14/329646/taag-limited-to-777-operations-in-europe.html">After two years</a>, the first <a href="http://en.wikipedia.org/wiki/TAAG_Angola_Airlines">TAAG</a> flight from Luanda to Lisbon is scheduled for 1 August 2009 on a Boeing 777-200ER. <a href="http://en.wikipedia.org/wiki/TAAG_Angola_Airlines">Angola Airlines</a> have re-launched flights  to Europe after the European Commission decided to lift its ban, bringing new hope for a better financial situation to the national flag carrier of Angola, which had been able to operate to Portugal only thanks to a partnership with South African Airlines.</p>
<p>According to the European Commission&#39;s announcement, TAAG may re-launch flights but “only with certain aircraft and according to very strict conditions”. This means that Angola Airlines does not yet have the green light to fly to other European countries, such as France.</p>
<p><a href="http://www.macauhub.com.mo/en/news.php?ID=7744">According to the European Transport Commissioner</a>, António Tajani, TAAG remains on the EU blacklist. However, the European Commission “recognises” the “progress made by Angola’s civil aviation authorities and its air carrier TAAG to resolve the problems in a gradual and safe way.”</p>
<p>In July 2007, TAAG was put on the European air space blacklist, due to a lack of safety in its operations. Back then, TAAG operated six flights per week between Lisbon and Luanda, and a weekly flight to Paris.</p>
<p><em>Eugénio Costa Almeida</em>, from the <em><a href="http://pululu.blogspot.com/2009/07/taag-dois-anos-depois.html">Pululu blog</a></em>, shares his views on the subject:</p>
<blockquote><p>“Finalmente a TAAG volta, cerca de dois anos depois, a poder voar em céus europeus, ainda que à condição. De acordo com o boletim da União Europeia, hoje divulgado, e depois de constatar que a Comissão “reconhece” o “progresso” realizado pela aviação civil angolana e pela TAAG para “resolver progressivamente quaisquer deficiências de segurança”, retirou a companhia da Palanca Negra da lista negra e permite, durante um período – que será de observação no desenvolvimento das medidas implementadas – voar para um dos países europeus. O destino aprovado foi Lisboa, pelo que a TAAG irá fazer cerca de 10 voos semanais entre Luanda e a capital portuguesa. Todavia, as restantes companhias de bandeira ou registadas em Angola continuam interditas de voarem para a Europa. Também as aeronaves tipo Boieng B-777, com as matrículas D2-TED, D2-TEE e D2-TEF, parecem estar impedidas de voar nos céus europeus. A não ser que haja alguma razão válida parece-me que continua a haver aqui uma “certa imposição” comunitária em compra de aviões da Airbus. Mas depois dos últimos acidentes com esta companhia…”</p></blockquote>

According to the European Union&#39;s statement, announced today [July 14th], and after the Commission &#8220;recognized&#8221; the &#8220;progress&#8221; made by Angolan civil aviation and TAAG in &#8220;gradually resolving any safety deficiencies&#8221;, the EU has removed the company [whose symbol is] the <a href="http://en.wikipedia.org/wiki/Giant_Sable_Antelope">Giant Sable Antelope</a> from the blacklist and allowed it to fly to European countries for some time - to observe the development of the implemented measures. The approved destination was the Portuguese capital Lisbon to where TAAG will provide about 10 flights per week from Luanda. However, the remaining airlines from or registered in Angola are still prohibited from flying to Europe. Also the aircraft type Boieng B-777, with registrations D2-TED, TEE-D2 and D2-TEF, seem to be banned from flying in European skies. Unless there is some valid reason for it, it seems to me that there is here a &#8220;certain community levy&#8221; on buying planes from Airbus. But after the recent accidents involving this company&#8230; &#8220;</div>
<p><em>Afonso Loureiro</em>, from the <em><a href="http://afonsoloureiro.net/blog/?p=1490">Aerograma blog</a></em> [pt] also writes about the news, showing his criticism about the way Angola dealt with the matter:</p>
<blockquote><p>“As atribulações da companhia aérea de bandeira angolana com as autoridades europeias são já sobejamente conhecidas. A habitual arrogância com que Angola encara críticas, esperando que se adaptem as leis internacionais à realidade angolana e não o contrário, apenas tem dificultado mais o processo de certificação da TAAG que a autorizará a voar para a Europa de novo. Tudo o que um estrangeiro possa dizer de Angola é passível de ser mal interpretado e distorcido, por isso, mais não digo, com receio de que tudo isto seja lido e interpretado como o devaneio de um estrangeiro branco em Angola. Na verdade, prefiro ser apenas porta-voz do que os angolanos pensam da situação da TAAG, que reconhecem haver uma certa desorganização e informalidade na maneira como a companhia opera.”</p></blockquote>
<div class="translation">&#8220;The tribulations between the flag carrier of Angola and the European authorities are already well known. The usual arrogance that Angola faces criticism, hoping that international law is adapted to the Angolan reality and not the contrary, has only complicated further the process of certification of TAAG, allowing it to fly to Europe again. All that a foreigner can say in Angola is likely to be misunderstood and distorted, therefore, I do not say anything else for fear that all this is read and interpreted as the dream of a white foreigner in Angola. Actually I prefer only be a spokesman of what the Angolan people think of the TAAG situation, they recognize that there is some disorganisation and informality in the way the company operates. &#8220;</div>

<p>The new <a href="http://www.novocodigodeestrada.com/home.html">Angolan highway code</a> [pt], which came into effect on April 1, has divided society. On one hand, the new code is seen as a good measure taken by the Government as it will educate some of the drivers who are less attached to life. Nevertheless, the legislation contains costs that not everyone is able to meet. The compulsory use of seats for children under twelve, may be an example. There are now well informed thieves who have begun stealing these items each of which costs around 30 thousand Cuanza (approximately 385 USD at the date this piece was published).</p>
<p>Among other measures, the new highway code imposes the use of seat belts and child seats as well as dictating the mandatory use of helmets for motorcycle drivers. Fines applied tend to be heavy. However, most drivers choose to ignore the law. This fact, coupled with the country&#39;s poor road conditions, is causing congestion and situations of risk for those using public roads. Some say that when you learn how to drive in Angola, then you can drive anywhere.</p>
<p>For the more demoniac drivers, who offer taxi services, the new highway code has triggered great pain, since most run without legal documentation and without normal security measures, such as excess passengers. For one month, the transit police has exercised its regulatory function in an educational environment, thereby enabling, persuading and educating people about the new behavior they are expected to assume while on the road.</p>

<blockquote><p>“Uma das alterações, e talvez a mais importante para quem está na Diáspora, deve-se ao facto dos novos documentos de licença de condução serem válidos em qualquer parte do mundo dado que o mesmo se adequa às convenções internacionais adoptadas no âmbito das Nações Unidas. Acaba-se, de vez, assim o esperamos, o “Caso Mantorras (nota autora: que causou mau estar nas relações diplomáticas entre Angola e Portugal, em relação à utilização das cartas de condução portuguesas em solo angolano, após o jogador do Benfica ter sido apanhado a conduzir em Portugal com a carta caducada).</p>
<p>A outras das significativas alterações e que Luanda já hoje sentiu, com a reduzida presença deles, prende-se com as novas normas que limitam a circulação de alguns taxistas dos “azuis e brancos” mais conhecidos por “candongueiros”. Entre as restrições a obrigatoriedade de uso de cintos de segurança em todos os bancos, embora, segundo pareça e a fazer fé em certos relatos de Luanda, a polícia ainda está só a exigir – o que se admite durante um período de adaptação – nos bancos da frente, a apresentação de uma licença de circulação legalizada – consta-se que a maioria não estava encartado – ter licença de aluguer e que as viaturas se mostrem estar técnica e legalmente adaptadas ao referido uso, além de não poderem transportar pessoas em veículos de transporte de mercadorias.”</p></blockquote>
<div class="translation">One of the differences, and perhaps the most important to those in the Diaspora, is concerned with the fact that new driving license documents are valid anywhere in the world, as they now meet the international conventions adopted by the United Nations. Thus putting an end to, we hope, the &#8220;Mantorras Case&#8221; (author&#39;s note: this case has caused negative diplomatic relations between Angola and Portugal, concerning the use of Portuguese driving licenses on Angolan territory, after a player from <a href="http://en.wikipedia.org/wiki/Benfica">Benfica</a> [football club] was caught by the police driving in Portugal with an expired license). The other significant change, which Luanda already feels today, due to their reduced presence, relates to the new rules that limit the movement of some of the &#8216;blue and white&#39; taxi drivers, locally known as &#8220;<em>candongueiros</em>&#8220;. Among the restrictions are the compulsory use of safety belts on all seats, although it seems that (according to some reports from Luanda) the police have only been demanding belts in the front seats – which will be allowed for a period of adjustment; the presentation of a vehicle operating permit - it is said that the majority of them were not registered - having license for rental cars, and that the vehicles are both technically and legally adapted to that use; and besides, transporting people in vehicles carrying goods is prohibited.</div>

<div class="translation">Let&#39;s see if Angola does not follow the &#8220;rules&#8221; of another country that has recognized limitations to certain &#8220;modes&#8221; in the code but forgets in many cases to improve road conditions. For without decent roads there are no codes that work, even if the rules are very good and penalize. By the way, it is now perhaps the ideal time for Luanda and surrounding areas to adopt better public transport that creates quick connections between the different districts and municipalities of the capital, forcing the three existing transport companies to regulate and discipline themselves. Perhaps thus the traffic flow, especially in Luanda and the surrounding area, would be smaller and more fluid. Perhaps that way people could get to their jobs and/or to their homes faster. Perhaps they would see less loss of time and increased profitability in services and in business, maybe, maybe, maybe &#8230;</p>

<p>The climax of Pope Benedict XVI&#39;s visit to Angola was an open-air mass this Sunday, when nearly million people from various Angolan provinces and other African countries came to Luanda to hear the mass in Cimangola, on the outskirts of Luanda. Benedict XVI has been welcomed in Angola by the largest crowd of his first African tour, with many people coming from all over the country and abroad to be blessed by him on the traditional Sunday noon blessing. After the Mass, the pope was due to visit a women&#39;s rights centre in Luanda.</p>
<p><em><a href="http://maissempremais.blogspot.com/2009/03/mensagem-ii.html">Helder de Souza</a></em> [pt] is impressed by the Angolan people&#39;s display of faith:</p>
<blockquote><p>Deve ser da presença do Papa em Luanda. A força e o entusiasmo do povo angolano manifestados durante a visita do Santo Padre impressionam-me. São aos milhares e milhares, pelas ruas dos percursos de Bento XVI, a manifestarem a sua alegria e o seu agradecimento pela visita. Mas impressiona-me também a capacidade de organização dos angolanos. As pessoas estão vestidas de branco, usam bonés com a efígie do Papa, escuteiros aos milhares vindos de todo o país, mulheres de todas as províncias, como que a quererem dizer que Angola agradece, na pessoa do apóstolo, a paz que está a viver.</p></blockquote>
<div class="translation">It must be because the Pope&#39;s presence in Luanda. I am impressed by Angolan people&#39;s strength and enthusiasm shown during the Pope&#39;s visit. There are the thousands and thousands of people on the streets throughout Benedict XVI&#39;s route, expressing their joy and thanking him for his visit. I am also impressed by the capability of organization of Angolans. People are dressed up in white, wearing hats with the Pope&#39;s effigy, there are thousands of pilgrims from all over the country, women from all provinces, as if wanting to say that Angola expresses gratitude, to the apostle, for the peace that country has found.</div>
<p>There were, unfortunately, some tragic causalities. On Saturday, two people died and several were injured when a stamped broke out at a stadium where thousands of youngsters waited to listen to the Pope. There are reports of more people injured in another stampede when the pope arrived on Friday. Before the Sunday Mass, Benedict offered his condolences to their families.</p>
<p><span class="verdana11">In his messages addressed to the nation over the 3-day visit, t</span>he pontiff has spoken out against corruption, called on Angola to ease poverty, urged African leaders to allow greater press freedom, <span class="bodytext">condemned abortion and sexual </span><a href="http://globalvoicesonline.org/2009/01/18/angola-an-increase-in-domestic-violence-or-only-in-awareness/">violence against women</a> in Africa and urged Catholics to shun <a href="http://globalvoicesonline.org/2008/11/26/angola-children-as-young-as-6-face-accusations-of-witchcraft/">witchcraft, a belief that has spread</a> in the country over the last few years. <em><a href="http://hilceliafalcao.wordpress.com/2009/03/21/empurra-empurra-papal/">Hilcelia Falcão</a></em> has followed the news:</p>
<blockquote><p>Até agora, nada de novas polêmicas. E o clima tem sido de festa entre os angolanos neste segundo dia de visita de Bento XVI.</p>
<p>Depois da chegada, ontem, no aeroporto, com o povo espremido para disputar espaço na concorrida passagem de Ratzinger por Luanda, recebeu as boas vindas do presidente José Eduardo dos Santos e discursou pedindo justiça social e o fim da corrupção. Exortou angolanos, praticantes do animismo, a abandonarem a feitiçaria. E foi só.</p>
<p>Na agenda de cerimônias religiosas, houve missa na Igreja de São Paulo, onde foi ovacionado pelos fiéis. À tarde, foi a vez do encontro com os jovens no Estádio dos Coqueiros, com direito a empurra-empurra e muita gente passando mal.</p></blockquote>
<div class="translation">So far, no new controversies. And there is a party mood among Angolan people in this second day of Benedict XVI&#39;s visit. After arriving yesterday at the airport, with people squeezing to see Ratzinger crossing Luanda, he was welcomed by President José Eduardo dos Santos and called on social justice and the end to corruption. He urged Angolans practitioners of animism to stop  witchcraft. That was it. On the religious ceremonies agenda, there was a mass at the Church of Sao Paulo, where he was applaud by the faithful crowds. In the afternoon, it was the time to meet with young people in the Coqueiros Stadium, with a lot of pushing and people feeling unwell.</div>
<p><strong>Preparations - Luanda is given a facelift</strong></p>
<p>More than on the Pope&#39;s message itself, Angolan bloggers have been concerned with the make up given in record time to Luanda, just a few days before the arrival of the Pope. <em><a href="http://afonsoloureiro.net/blog/?p=2290">Afonso Loureiro</a></em> takes pictures of the city behind the scenes and comments:</p>
<blockquote><p>A torre que fica em frente ao antigo Hotel Katekero foi pintada de amarelo casca d’ovo e vermelho tijolo. Para receber o Papa, dizem. O contraste entre os dois edifícios é abissal, porque o hotel continua com o aspecto de que não vê obras de conservação há décadas. Parece que o Papa só precisa de ver o que está em frente e o Hotel fica fora de vista. É pena que sejam só obras de fachada.</p>

<div class="translation">The tower in front of the old Katekero Hotel has been painted egg-shell-yellow and brick-red. They say it is to welcome the Pope. The contrast between the two buildings is huge, as the hotel has still the appearance of a building which hasn&#39;t seen redecoration for decades. It seems that the Pope only needs to see the facade and the hotel is out of sight. It is unfortunate that it is all a front.</div>
<p><em><a href="http://conversa2.blogspot.com/2009/03/o-papa-em-angola.html">Helena Araújo</a></em> [pt] comments on the piece of news that the Pope decided to celebrate mass in a part of the city which was not initially on the plan and therefore had not been looked after:</p>
<blockquote><p>Arranjaram-se as ruas de Luanda por onde o Papa ia passar.<br />
Pintaram-se as fachadas das casas - ou as traseiras, nos casos em que era essa a parte da casa que se via da rua.<br />
Distribuiu-se água, para o Papa não ver pelas ruas pessoas com baldes de água à cabeça.</p>
<p>O clero, que &#8220;é esperto, e já é esperto há muitos anos&#8221;, como me contaram a rir, resolveu que a missa solene havia de ser feita num dos bairros degradados da cidade.</p>
<p>À luz destes acontecimentos, atrevam-se agora a dizer que a presença da Igreja Católica em África não é positiva&#8230;</p></blockquote>

<p>In light of these events, how dare you now to say that the presence of the Catholic Church in Africa is not good&#8230;</p></div>
<p>On the eve of Benedict XVI&#39;s arrival, the blogger at <a href="http://meninadeangola.blogspot.com/2009/03/papa-bento-xvi.html"><em>Menina de Angola</em></a> [Girl from Angola, pt] also writes about how the Angolan capital has quickly changed:</p>
<blockquote><p>“Se o trânsito de Luanda já é caótico normalmente, imagine com a Santidade por estas bandas. Várias ruas serão fechadas e todo o aparato de segurança vai estar de plantão. Dizem as más línguas que na ultima visita de um Papa em 1992, a guerra explodiu logo após a sua saída. Mas a gente sabe que isso é maldade do povo, não é?.</p>
<p>Enquanto a cidade se engalana para receber Bento XVI, outros bloguers nacionais vão deixando as suas opiniões acerca da igreja católica, nomeadamente em questões como a Sida e a presença do Papa na capital.&#8221;</p></blockquote>
<p class="translation">&#8220;If the traffic in Luanda is usually chaotic, imagine with with the Holy Father around here. Several streets will be closed and the whole security apparatus will be on duty. Some people say that the last visit of a pope was in 1992, and the war broke out soon after his departure. But we know this is evil of the people to say that, don&#39;t we? While the city has been embellished to receive Pope Benedict XVI, other national bloggers start to pour in their opinions about the Catholic Church, particularly on issues such as AIDS and the presence of the Pope in the capital Luanda.</p>
<p>Regarding these issues, the blogger of the <em>Parem o Mundo Quero Sair </em>[Stop The World, I Want to Get Out] blog takes the opportunity to <a href="http://luandauige.blogspot.com/2009/03/onde-anda-o-bom-senso-do-papa.html">criticize some of the Vatican positions</a> after very conservative <a href="http://www.google.com/hostednews/afp/article/ALeqM5iVPwXi89JsCWdu6MQXLWvOrLNdRg">remarks made by the Pope in the beginning of the trip</a> that AIDS &#8220;cannot be overcome through the distribution of condoms, which even aggravates the problems&#8221;:</p>
<blockquote><p>“Na África subsaariana, cerca de 25 milhões de pessoas estão actualmente infectadas com o vírus do HIV – 70% do número total de doentes no mundo. O vírus afecta 5% da população adulta e já deixou órfãs cerca de 11 milhões de crianças, contudo este senhor resolve apregoar por terras africanas que o uso do preservativo agrava a propagação da doença. Para mim, a partir deste momento, o senhor Papa passa a ser responsável por umas quantas mortes que venham a acontecer futuramente, pois infelizmente, existem muitos católicos em terras africanas que não duvido, sigam à risca os conselhos de Sua Santidade”.</p></blockquote>
<div class="translation">&#8220;In Sub Saharan Africa, there are about 25 million people currently infected with HIV - 70% of the total of patients worldwide. The virus affects 5% of adults and has left some 11 million children orphaned, however this Sir decides to spread the word through Africa that the use of condoms exacerbates the spread of the disease. In my opinion, as of now, Mr. Pope will be responsible for a few deaths that will happen in future, because unfortunately there are many Catholics in the African land that will undoubtedly follow strictly His Holiness&#39; advice.</div>
<p><a href="http://pululu.blogspot.com/2009/03/papa-de-visita-africa.html"><em>Eugénio Costa Almeida</em></a> writes about the fact that Luanda was the only Angolan city to welcome the Pope:</p>
<blockquote><p>“Apesar de ser uma visita a convite do Presidente Eduardo dos Santos, vai recordar os 527 anos da evangelização de Angola e o facto de, Angola ter sido o primeiro país subsaariano a ser evangelizado. Ora se o assunto principal é a celebração da evangelização porque é que o Papa só fica por Luanda e não se desloca a Mbanza Congo, a capital do Reino do Congo, cidade onde se iniciou a evangelização do território que deu Angola? Tal como não vai ao Santuário da Nª Senhora da Muxima nem ao da Senhora do Monte, no Lubango. E já nem falo a outras partes do país. Parece que continua a haver quem ache que Angola é só Luanda e o resto é só beleza paisagística e faunística ou coutada de minas…</p>
<p>Porque só saindo das capitais o Papa Bento XVI poderá fazer jus à visita papal: “Abraçar África nas suas Mil Diferenças”.</p></blockquote>
<p class="translation">&#8220;Despite the fact that this is an invitation of President Eduardo dos Santos, [the Pope] will remember the 527 years of evangelicalism of Angola and the fact that Angola was the first African Sub-Saharan country to be evangelized. But if the heart of matter is a celebration of the evangelicalism, why will the Pope only come to Luanda and not go to Mbanza Congo, the capital of the Kingdom of Congo, where the evangelicalism of the area that gave way to Angola began? He is neither going to the Shrine of Our Lady of Muxima or the Lady of Monte in Lubango. And I don&#39;t even mention other parts of the country. It seems that there are still people who think that Angola is Luanda only and the rest are just beautiful fauna and landscapes, or mine-filled&#8230; because only out of the capital the Pope can do justice to the papal visit: &#8220;Embracing Africa in its thousands Differences.&#8221;</p>
<p>Regarding these issues, Vatican representative D. Angelo Becciu answered: “We need to understand that the Pope is old and can not go to other provinces in the country”.</p>

<p><a href="http://globalvoicesonline.org/2009/03/17/the-pope-in-cameroon-1-yaounde-clean-up-controversy/">After visiting Cameroom</a>, Pope Benedict XVI arrived in Luanda on Friday March 20th for a 3-day visit ending his first African tour. He will return to Rome tomorrow morning. This was the first papal visit to Angola since 1992, when his predecessor John Paul II came and asked for the end of the civil war (1975-2002). Over 60% of Angolans are believed to be Catholic, a religion introduced in the country by Portuguese missionaries in the 16th century.</p>

			<content:encoded><![CDATA[<p>It is March. A month with a feminine complexion and <a href="http://globalvoicesonline.org/specialcoverage/international-womens-day-2009/">dedicated to every woman in the world</a>. But it is also the month of Angolan women. It belongs to those women who suffer, love and fight with a large smile on their lips and bold eyes. It is the month of the <a href="http://globalvoicesonline.org/2008/11/02/angola-hawkers-face-a-hard-life-with-dignity-and-courage/">&#8216;<em>zungueiras</em>&#8216;, hawkers</a> who carry their merchandise on their heads and their babies on their backs. It is the month of the business women who break their way into this chauvinist and implacable society. March - Women. The month of the <a href="http://globalvoicesonline.org/2009/01/18/angola-an-increase-in-domestic-violence-or-only-in-awareness/">wives who are belaboured by their souless husbands</a>. March. The month dedicated to these women and every other woman who make Angola a stronger and warmer country.</p>
<p>Angolan Woman&#39;s Day is celebrated on March 02, because of the bravery of four women who fought for Angola&#39;s Independence. They are Deolinda Rodrigues, Irene Cohen, Engrácia dos Santos and Lucrécia Paim, who were supposedly ambushed by the <a href="http://en.wikipedia.org/wiki/FNLA">FNLA</a> (National Liberation Front of Angola), in the northern part of the country. They were captured and killed but their names are still in the Angolan people&#39;s memory.</p>
<p>As would be expected, Angolan bloggers have not let the date go unnoticed. In the <em><a href="http://condedeangola.blogs.sapo.pt/2243.html">Conde de Angola</a></em> [pt] blog, the author depicts Angolan women, starting his narrative with a beautiful poem by Décio Bettencourt Mateus:</p>
<blockquote><p>“O miúdo nas costas, faminto</p>
<p>O sol queimando</p>
<p>O sol assando</p>
<p>O miúdo nas costas, faminto de alimento</p>
<p>As moscas acariciando-o</p>
<p>E o lixo distraindo-o!</p>
<p>A zungueira zunga, cansada</p>
<p>Na cabeça, o negócio e o sustento</p>
<p>E nos pés empoeirados</p>
<p>O cansaço dos quilómetros galgados</p>
<p>O cansaço da distância percorrida</p>
<p>A zungueira zunga, o miúdo nas costas faminto!”</p>
<p>Este pequeno excerto do poema de Bettencourt retrata o “espírito guerreiro” das mulheres angolanas, também conhecidas por zungueiras. Começo assim o texto desta semana, dedicado a todas as mulheres de Angola, que no passado dia 2 de Março receberam homenagem com a comemoração do Dia da Mulher Angolana… e bem que elas o merecem, são umas autênticas leoas, especialmente as mulheres do pré-guerra. Gordas, magras, altas, baixas, convencem pela conversa transformando um perfume da Avon num perfume Channel. Em média têm sete filhos cada uma, há quem diga que este fenómeno se deva ao facto de só cerca de 6% usarem métodos contraceptivos, o certo é que a programação da TPA (Televisão Pública de Angola) também não ajuda a que este número baixe e por outro lado temos o ego masculino que pode ser rejeitado socialmente senão procriar. Enfim, é tudo a ajudar.</p>
<p>Longe estão os tempos em que o ganha-pão era responsabilidade só dos homens. Agora a sobrevivência passa a ser uma questão de igualdade, mas onde a mulher carrega tudo: carrega a criança às costas, muitas vezes carrega uma às costas e outra dentro da barriga, carrega as robustas cargas para a venda do dia, carrega o sol na cabeça quando sai e retorna com ele, carrega a ingratidão do marido com os copos, carrega as lamentações das crianças, carrega, carrega, carrega…”</p></blockquote>

<p>The hawker hawks, the starving boy on her back!</p>
<p>This small excerpt of Bettencourt&#39;s poem portrays the &#8220;warrior spirit&#8221; of Angolan women, also known as <em>zungueiras</em>. I begin this week&#39;s piece of writing  with it, dedicated to all Angolan women to whom we paid homage on Angolan Woman&#39;s Day last  March 2nd&#8230; and they well deserve it, they are real lionesses, especially the pre-war period women.  Fat, thin, tall, short, their cunning ploys turn an Avon into a Chanel perfume. On average, they have seven children each, some say that this phenomenon is due to the fact that only about 6% of them use contraception. On one hand the programs broadcast by the Public Television of Angola do not help to bring this number down. On the other hand, we have the male&#39;s beliefs that without procreating they would be socially rejected. In the end, it all adds up.</p>
<p>Gone are the times in which men were solely responsible for winning the bread. Now the survival becomes a matter of equality, but it is the woman who carries it all: she carries her child on her back, often she carries one on her back and another in her belly, she carries the heavy load of daily products for sale, she carries the sun on her head when she leaves and comes back with it, she carries the ingratitude of man with his bottles at home, she carries her children through the lamentations, carrying on, carrying on, carrying on&#8230; &#8220;</p></div>
<p><a href="http://spindola.blogspot.com/2007/03/dia-internacional-da-mulher.html">António Spíndola</a> [pt] shows his opinion about the day, highlighting the importance of the Angolan woman&#39;s fight:</p>
<blockquote><p>“Em Angola as mulheres pretendem chamar a atenção para o seu papel e a sua dignidade, bem como levar a sociedade a ter uma consciência social do valor da pessoa, a perceber o seu papel e contestar e rever preconceitos e limitações que têm sido impostos à mulher. Como mães, esposas, filhas, ou simplesmente como mulheres, elas têm lutado pela sua emancipação, combatendo o analfabetismo e os actos de violência no género e na família. Elas estão, sobretudo, firmemente inseridas no processo de reconciliação e reconstrução nacional”.</p></blockquote>
<div class="translation">&#8220;In Angola, women want to draw attention to their role and their dignity, just as they want society to have a social awareness of the value of people, to understand their roles and to review and challenge the prejudices and limitations that have been imposed on women. As mothers, wives, daughters, or simply as women, they have fought for their emancipation, battling illiteracy and gender and family violence. They are, above all, an important part of the process of national reconciliation and reconstruction.&#8221;</div>
<p>And to finish this article dedicated to Angolan women, here is a poem from the <a href="http://patriciaguinevere.blogspot.com/2009/03/apenas-um-dia-internacional-da-mulher.html"><em>Universal</em></a> [pt] blog:</p>

<p>Como na magia das margens do meu céu</p>

		<title>Angola: Presidential elections postponed?</title>

		<description><![CDATA[As of the end of February 2009, there is still no schedule for the presidential elections in Angola, which were due this year.  The main priority for the MPLA, the party in power, is to approve a new constitution for the country. Bloggers speculate whether this means that the much awaited elections for a new president, the first since 1992, will be postponed.]]></description>
			<content:encoded><![CDATA[<p>After the <a href="http://globalvoicesonline.org/2008/09/17/angola-mpla-wins-over-80-of-votes-and-secures-191-seats/">2008 parliamentary elections</a>, the first time in 16 years that Angola went to the polls, the Angolan government proposed that the presidential elections be held in 2009. Earlier this year, however, President José Eduardo dos Santos declared that the approval of a new constitution is this year  was the highest priority for the <a href="http://en.wikipedia.org/wiki/MPLA">MPLA</a> (Popular Movement for the Liberation of Angola).</p>
<p><a href="http://club-k-angola.com/index.php?option=com_content&amp;view=article&amp;id=2164:a-nova-mentalidade-joao-melo&amp;catid=17:opiniao&amp;Itemid=311">In his New Year&#39;s address</a> [pt], Dos Santos also stated that his Party will propose, through its parliamentary members, the creation of an &#8220;ad hoc&#8221; committee in the National Assembly, which would be in charge of preparing the new draft constitution  and &#8220;promoting, whenever appropriate, a broad discussion [of the draft] before approval by the Parliament&#8221;. The President did not mention the future presidential election, and in so doing fueled rumors that the Angolans will not return to the polls in 2009, as they had expected. There has been a range of speculation on Angloan blogs and media about the reasons behind this.</p>
<p>Below is what <a href="http://cangue.blogspot.com/2008/06/eleies-presidenciais-em-angola-s-em.html">Feliciano Cangue</a> [pt], from <em>Hukalilile (Don&#39;t Cry for Me Angola)</em> blog, has to say about it:</p>
<blockquote><p>&#8220;Se perguntarmos aos angolanos o ano da realização das eleições presidenciais em Angola, todos em uníssono, dirão: 2009. Puro engano! Conversa para o boi dormir ou só para acalmar os ânimos. Para não aumentar mais a frustração do leitor, quero dizer-lhe, que os donos do poder, se depois não mudarem de ideias, estão a preparar as eleições em Angola para 2010, só para que percamos as esperanças. Isso só é possível num país onde a democracia foi imposta, como pensam muitos. Por outro lado é isso que dá quando um governo (com pendor autoritário) tem a maioria absoluta na Assembleia Nacional. O MPLA não teria condições para fazer duas eleições em dois anos seguidos, porque teria que gastar muito dinheiro com essas campanhas&#8221;.</p></blockquote>
<div class="translation">&#8220;If you ask the Angolan people in which year the presidential elections in Angola will be held, they will say in unison: 2009. [This is] just a sham! Hogwash, or just oil poured on troubled waters. So that the reader doesn&#39;t get more  frustrated, I tell you that, if the holders of power do not change their minds, they are preparing for the elections to be held in Angola in 2010, only so that we lose hope. This is only possible in a country where democracy was imposed, as many think. On the other hand, this is what happens when a government (with a penchant for authoritarianism) has an absolute majority in the National Assembly. The MPLA would not be able to hold two elections one year after another, because they would need to spend too much money on these campaigns.&#8221;</div>
<p>Regarding the creation of a new constitution that would ensure the next elected Angolan president will be from within the MPLA, Feliciano Cangas shares with his readers a thought that might have crossed the minds of many Angolans:</p>
<blockquote><p>&#8220;O MPLA talvez priorize a que se escreva uma nova constituição ou se faça uma emenda constitucional, para se encontrar uma fórmula que facilite a eleição do presidente. Assim que conseguisse essa façanha, é muito provável que se indique o filho, a filha ou esposa como candidato à presidência. Assim se implantaria uma monarquia parlamentar e pronto!&#8221;</p></blockquote>
<div class="translation">&#8220;In order to find a formula that facilitates the election of the president, the MPLA might prioritize that a new constitution is written, or that a constitutional amendment is made. Once this is achieved, it is very likely that a child, daughter or wife is nominated as candidate to run for president. A parliamentary monarchy is thus implemented and that&#39;s it! &#8220;</div>
<p><a href="http://morrodamaianga.blogspot.com/2009/02/sucessao-os-negocios-e-o-mpla.html">Wilson Dadá</a> [pt] elaborates further on the above point. He says that the population is uncertain about the future plans of the president or the country&#39;s main party:</p>
<blockquote><p>Nos primeiros palpites que debitamos este ano por estas bandas, referimos que o debate proposto por José Eduardo dos Santos sobre a eleição do Presidente da República veio introduzir no processo uma grande dose de incerteza, pois agora já ninguém sabe quais são os planos da principal força política deste país e muito menos do seu líder, que parece ter uma agenda muito própria no âmbito da estratégia mais geral do maioritário.<br />
Por exemplo, os potenciais candidatos às presidenciais estão sem saber o que fazer, enquanto não for aprovada a nova Constituição, onde será definida a modalidade da eleição, que pode ser por via parlamentar ou por sufrágio directo e universal, de acordo com a sugestão implícita na proposta de debate.<br />
Tudo agora está dependente das novas ideias que o MPLA vai introduzir no texto fundamental. Ao que parece, já não são as mesmas que defendia durante o anterior processo constituinte.</p></blockquote>
<div class="translation">As the first few guesses we had here this year, we said that the debate proposed by José Eduardo dos Santos on the presidential election introduced a large dose of uncertainty, because now nobody knows what the plans of this country&#39;s main political force are, and much less their leader&#39;s, who seems to have his very own agenda when it comes to a more general majority strategy.<br />
For instance, potential presidential candidates will not know what to do until the new constitution, setting out the type of election, is approved. Elections may happen through parliamentary vote or by direct universal suffrage, according to the suggestion implied in the proposed debate.<br />
Everything now depends on the new ideas that the MPLA will introduce to the basic [constitutional] text. It seems that they no longer are the same as those they had advocated during the previous constitutional process.</div>
<p>In an article for the Africa21 magazine, <a href="http://www.africa21digital.com/noticia.kmf?cod=8129817&amp;canal=405">Joâo Melo</a> [pt] says that it is fundamental to know whether the population will elect a new president in 2009 or not. He believes there is no time for that:</p>
<blockquote><p>Uma questão política particular é saber se as eleições presidenciais serão realizadas este ano. Estou inclinado a pensar que não. Com efeito, predomina, no momento, o ponto de vista segundo o qual as eleições devem ser efectuadas com a nova Constituição. Ora, o calendário constituinte definido pelo Parlamento aponta para a conclusão dos trabalhos, na melhor das hipóteses, no meio de Julho. Essa discussão poderá ser estendida por causa da definição do método eleitoral — directo ou indirecto — caso o MPLA tenha interesse em aprovar toda a Constituição por consenso. Por tudo isso, dificilmente as eleições poderão ter lugar até ao final do tempo seco, entre Agosto e Setembro.</p></blockquote>
<div class="translation">A particular political issue is whether the presidential election will be held this year. I am inclined to think it will not. Indeed, at the moment, the mainstream view is that the election must be made with the new Constitution. However, the timetable set by the Parliament for constitutional reform plans for the work to be finished, at best, by mid-July. This discussion period could be extended because of the need to select an electoral method  - direct or indirect - if the MPLA is interested in adopting a Constitution decided on by consensus. Because of all this, it seems very unlikely that the elections can take place by the end of the dry season, from August through September.</div>
<p><a href="http://pululu.blogspot.com/2009/01/eleicoes-presidenciais-angolanas.html">Eugénio Costa Almeida</a> [pt] points out yet another issue that might cause elections to be postponed to 2010. He mentions an article from a local newspaper, Novo Jornal, which states that the Angolan presidential elections should happen only after the <a href="http://en.wikipedia.org/wiki/Africa_Cup_of_Nations">African Cup of Nations</a>. As the ANC will only take place in 2010, he says it is only necessary to make a simple calculation to realise that it will be delayed.</p>
<blockquote><p>Como se sabe o CAN-2010, em princípio e como tem sido habitual em outros CAN além de haver também o Mundial na África do Sul, decorrerá, em Angola, entre Janeiro e Fevereiro de 2010 o que implicará, até por necessidade de reagrupar meios logísticos que as eleições não acontecerão antes de Abril ou Maio de 2010.</p>
<p>Mas se pensarmos que o Povo Angolano anda cada vez menos esquecido e se a nossa selecção não conseguir os seus objectivos mínimos, não será de admirar que o Poder sofrerá as necessárias e devidas consequências políticas e eleitorais.</p></blockquote>
<div class="translation">As you know the ANC-2010 – in principle, and as has been customary for other ANCs, in addition to the World Cup happening in South Africa – will be held in Angola between January and February 2010 which will mean, because of the need to reorganize logistics, that the elections do not happen before April or May 2010.</p>
<p>But if we think that the Angolan people are less and less forgetful and if our team does not achieve its minimum targets, it will be no surprise that those in power suffer the necessary and appropriate political and electoral consequences.</p></div>
<p>During the launch of the MPLA&#39;s 2009 Internal Policy Agenda last week, <a href="http://lestedeangola.weblog.com.pt/arquivo/268546.html">the presidential elections were mentioned</a> [pt] as one of the party&#39;s priorities – as well as the approval of the new Constitution – but no date has been set. 		<description><![CDATA[The construction of new international airports for Luanda, one of them costing seventy-four million US dollars, is a controversial subject that has set bloggers talking in Angola. Does the city really need more than one good international airport?]]></description>
			<content:encoded><![CDATA[<p>Angola is getting ready to host the <a href="http://en.wikipedia.org/wiki/African_Cup_of_Nations">African Cup of Nations</a> (CAN) in 2010, an event that makes the Angolan people ever  so proud and motivates the construction of adequate infrastructure to accommodate both football players and foreign visitors. The extension of Luanda international airport – called <em>4 de Fevereiro</em> (February 4) because the date marks the beginning of the fight for national independence – is on the list of these new developments.</p>
<p>The Angolan government has allocated seventy-four million US dollars for the rehabilitation and expansion of the airport, building work is already underway and expected to last one year. The airport will have a passenger terminal which in turn will have two modern and well equipped boarding rooms and 28 check-in counters with capacity to accommodate over 3 million passengers per year.</p>
<p>The building work will be divided into two phases. The first one will concentrate on arrivals, the car park (with a capacity for about 10 buses, 24 taxis and 650 cars) and the main runway. The second covers the boarding area and the second floor.</p>

<p>The project has received compliments. <a href="http://meninosavoltadafogueira.blogspot.com/2008/10/novo-aeroporto-internacional-de-luanda.html">Maria Liberdade</a> [pt], from Meninos à Volta da Fogueira [Boys around the Bonfire] blog publishes the above image and says how happy she is:</p>
<blockquote><p>“Boas notícias. Hoje foi-nos apresentado o projecto para o novo aeroporto de Luanda e pudemos saber mais detalhes sobre este projecto colossal que é uma das obras que mais impacto terá na nova imagem da cidade de Luanda, com capacidade para albergar até ao ultimo Airbus A380. O novo aeroporto é a cúspide da modernidade. Esperamos que além das estruturas projectadas, os projectistas tenham em conta espaço para futuras ampliações, pois o país continua a crescer. Espero aterrar no novo aerporto em 2010, como o previsto”.</p></blockquote>
<div class="translation">&#8220;Good news. Today we were introduced to the new Luanda Airport project and to more details about this colossal development which is one of the projects having most impact on the new image of the city of Luanda, with a capacity to house even the latest Airbus A380 [the <a href="http://en.wikipedia.org/wiki/Airbus_A380">Airbus A380</a> is the largest passenger airliner in the world]. The new airport is on the cusp of modernity. We hope that beyond the planned structures, designers will have room for future expansions in mind, as the country continues to grow. I hope to land at the new airport in 2010, as planned.&#8221;</div>
<p>It should be noted that there were plans for the construction of another brand new airport, funded by China, but those works have been halted for the time being to make way for the rehabilitation and expansion of the already existing <em>4 de Fevereiro</em> airport. But on this subject, there are controversial and contradictory statements by some leaders and unfavorable opinions about its chosen location. The author of the <a href="http://desabafosangolanos.blogspot.com/2005/09/novo-aeroporto-internacional-de-luanda.html">Desabafos angolanos</a> [Angolan Disencumbering, pt] blog is among one of these voices:</p>
<blockquote><p>“Vai ser construído um novo Aeroporto Internacional, que ninguém sabe em quanto está orçado, sabe-se apenas que vai ser financiado com crédito concedido pela China. O novo aeroporto vai-se situar na província do Bengo no Bom Jesus e não foi aprovado em Conselho de Ministros e segundo o Jornal Angonotícias, a mão de obra é maioritariamente chinesa, quando há milhões de angolanos desempregados. Que vergonha! Descrédito total pela democracia, pela assembleia e pelos angolanos). Gostava de saber se o governo ou as pessoas que autorizaram esta construção, esperam o crescimento do tráfego aéreo e o crescimento de turistas em Angola; se há estudos que provem que Luanda precisa mesmo de mais um aeroporto e quantas vão ser as companhias aéreas que vão operar a rota Luanda?!</p>
<p>Temos as passagens mais caras do mercado! Turismo no nosso país, não existe! Como pensam ligar o Bengo a Luanda? Os turistas aterram no aeroporto (a intenção é construir um grande aeroporto moderno e luxuoso) e assim que saem, só vêem bairros de lata até chegar a Luanda, em estradas esburacas e cheias de trânsito desordeiro, sem transportes públicos ou seja, chegam a uma cidade cheia de caos, suja e sem beleza!</p>
<p>Acredito que se este projecto for adiante e isto é a minha opinião, os angolanos vão pagar uma factura cara sem necessidade. Estou de acordo que o nosso actual aerporto não nos serve e mete dó…mas isso só porque está sub-aproveitado e mal gerido.”</p></blockquote>
<div class="translation">&#8220;A new international airport will be built, nobody knows how large its budget is, it is only known that it will be financed with loans provided by China. The new airport will be situated in the province of Bengo, in Bom Jesus, it was not approved by the Council of Ministers and, according to the newspaper Angonotícias, the labor force is mostly Chinese, when millions of Angolans are unemployed. What a shame! A total discredit to the democracy, to the Parliament and to the Angolan people). I wonder whether the government or the people who have allowed this construction expected a growth in air traffic and a growth in tourists [coming] to Angola, if there are studies showing that Luanda needs more than one airport and how many airlines will operate routes to Luanda?</p>
<p>We have the most expensive flights in the market! There is no tourism in our country! How do they imagine they will connect Bengo to Luanda? Tourists will arrive at the airport (the idea is to build a large, modern and luxurious airport) and as soon as they leave, they will only see slum neighborhoods all the way to Luanda, going through hollow roads full of rowdy transit, without public transport, in other words they will arrive at a chaotic, dirty and charmless city!</p>
<p>I believe that if this project goes ahead, and this is just my opinion, Angolans will pay an expensive and needless bill. I agree that our current Airport is useless and something of which to be ashamed&#8230; but this is only because it is under-utilized and poorly managed.&#8221;</p>

<p>Other local aiports, such as the ones in the provices of Huambo, Benguela, Cabinda, Luena, Kuíto, Saurimo and Dundo, will also undergo modernization.</p>

		<description><![CDATA[The rates of domestic violence in Angola have increased considerably but it is a good sign: by reporting more, Angolan women get a step closer to ending the abuse perpetrated by their partners. But, have the numbers actually increased or is there just a greater awareness of such crimes?]]></description>
			<content:encoded><![CDATA[<p>According to various media outlets, rates of domestic violence in Angola have increased considerably. But, have the numbers actually increased or is it the case that there is greater awareness of such crimes? Apparently, in 2008 there were about 640 cases recorded, 424 of which were resolved through professional counseling while the rest had to be settled in the courts. These numbers are higher than the 2007 statistics which, as mentioned above, reflects the fact that most victims fear informing on their aggressors to authorities. It is a good sign: by reporting more, Angolan women are a step closer to the end of abuse – either perpetrated by their spouses or boyfriends.</p>
<p>As expected, the stories are sad. Sometimes they end well - when the abuser is put behind bars and the woman set free from years of torture and physical abuse. Unfortunately, some cases still end in disaster. Angola is full of stories of women who have died at the hands of those who they had trusted and loved. These men, in turn, believe they own their wives or girlfriends. In a fit of jealousy they beat them, invariably to death.</p>
<p><a href="http://diariodaafrica.blogspot.com/2008/07/nely.html">20 year old housekeeper Nely</a> had more luck. <a href="http://diariodaafrica.blogspot.com/2008/11/nely-no-estaleiro.html">Diário da África</a> blog [African Diary, pt] tells us a little of her story:</p>
<blockquote><p>“Hoje pela manhã, ela tirou fotos das costas, dos braços e das pernas, tomados por manchas roxas e negras, resultado do espancamento a que foi submetida pelo ex-marido. Armado com um pedaço de madeira, Amâncio (é este o nome do criminoso) aliviou as suas frustrações com o universo em cima da Nely. A sessão de tortura começou por volta das 6h da manhã quando ela recebeu o telefonema do vizinho que queria saber se ela pegaria carona para o trabalho com ele. O ex-marido-espancador, num acesso de fúria e ciúmes, aplicou-lhe a surra”.<br />
Não obstante a sova, o agressor foi apresentar queixa de Nely à esquadra, acusando-a de o ter cortado com uma faca. Eis o relato: “ (Ele) cortou-se com uma faca durante a confusão e depois, ainda foi à polícia prestar queixa contra a Nely. Ela caminha com dificuldade por causa de uma paulada que levou num dos joelhos. Nely prestará queixa contra o espancador na Organização da Mulher Angolana – OMA, entidade ligada ao governo de Angola que defende os interesses das mulheres. Eu, de minha parte, faço votos de que esse Amâncio passe uma temporada atrás das grades”.</p></blockquote>
<div class="translation">&#8220;This morning, she had pictures taken of her back, arms and legs, they are covered with black and purple bruises resulting from the drubbing received from her ex-husband. Armed with a stick, Amâncio (this is the offender&#39;s name) eased his frustrations with the world on Nely. The torture session began at around 6 am when she received a phone call from a neighbour who wanted to know if he could give her a lift to work. The beater-ex-husband in a fit of fury and jealousy, beat her.<br />
Despite the drubbing, the aggressor went to complain about Nely to the police, accusing her of having cut him with a knife. Here&#39;s the story: &#8220;(He) cut himself with a knife during the confusion and then went to the police to complain against Nely. She is walking with difficulty because of a hit to one of her knees. Nely will  complain about the aggression through the Organization of Angolan Women - OMA, an organization linked to the Angolan government that defends women&#39;s rights. I, for one, hope that Amâncio serves time behind bars.&#8221;</div>
<p>Unfortunately, as happens to some degree in other places in this world, Angola has no strong legal apparatus to specifically address domestic violence, enable these cases to be monitored and lead to the possible arrest of the offender. Nely&#39;s husband, Amâncio, has been released and has promised to continue his wave of terror. He has <a href="http://diariodaafrica.blogspot.com/2008/12/me-da-nely-morreu-de-feitio.html">destroyed all her documents and sent their daughter to be raised by his family in São Tomé and Príncipe</a> [pt]:</p>
<blockquote><p>“Nada aconteceu ao ex-marido. Foi embora tranquilamente, depois de ter dado uma surra com um pedaço de madeira em Nely. E ainda ameaça voltar. Agora é torcer para que a delegacia da mulher funcione. Que abra uma processo contra esse sujeito, que a justiça o condene pelas sessões de espancamento e ele cumpra a sua pena na cadeia. A evolução do caso é que preocupa. Começou com os gritos dele contra Nely, depois uns safanões, depois surras, daqueles de ela não conseguir se levantar do chão. Agora apareceram um pedaço de pau e uma faca. O que virá a seguir?”</p></blockquote>
<div class="translation">&#8220;Nothing happened to the ex-husband. He left quietly, after having beaten Nely with a stick. And he threatens to come back. Now we hope that the women&#39;s police station will work. That they file a case against this guy, that justice is done for these beating sessions and he serves his sentence in jail. The evolution of the case is what concerns [us]. It began with him screaming at Nely, then there were some punches, then beating, the type that would leave her unable to get up from the floor. Now there are a stick and a knife. What next?&#8221;</div>
<p>Probably death, hers or the aggressor&#39;s. There are countless cases of women who have killed their partners in order to survive. It should be noted that there are also reports of women abusing men. These are few, but they exist. Meanwhile, a <a href="http://allafrica.com/stories/200812090018.html">bill on domestic violence is to be drafted soon</a>, which, together with various activities to raise awareness of the issue, will offer a new direction to Angolan women.</p>

			<content:encoded><![CDATA[<p>Due to a new outbreak of the <a href="http://globalvoicesonline.org/2009/01/11/dr-congo-containing-the-ebola-outbreak/">ebola virus in the Democratic Republic of Congo</a>, the Angolan government has decided to <a href="http://www.iol.co.za/index.php?set_id=1&amp;click_id=68&amp;art_id=nw20090106140149695C625689">shut down the border the two countries share</a>, in an attempt to prevent the deadly virus entering the nation&#39;s territory. Thus, the constant migratory movement between Lunda Norte (a province in the northeast of the country) and DR Congo has been summarily suspended. It should be noted that the province of Lunda Norte is a gold mining area, a magnet for migrant workers. <a href="http://www.blog.comunidades.net/nelo/index.php?op=arquivo&amp;idtopico=481918">Nelo de Carvalho</a> [pt] writes at <em>Blog do Nelo Ativado</em> about the border restrictions and the challenges the government faces:</p>
<blockquote><p>“Dizer que as fronteiras devem ser fechadas temporáriamente e que ninguém deve entrar e sair para fora do país, usando aquela direcção ou região fronteiriça. Nem mesmo o mosquito da dengue e se entrar, deve ser perseguido. É estratégia que qualquer infante usaria nas suas horas de brincadeira de soldado ou guerrilheiro, ou até de general. Por isso, não temos autoridade nem competência para dar palpites. A não ser desejar sorte e torcer para que tudo saia bem. Neste início de ano, aos angolanos desejamos sorte, com ébola ou sem ébola”.</p></blockquote>
<div class="translation">&#8220;To say that the borders must be temporarily closed and that no one should enter or leave the country, using that direction or border. Not even the dengue mosquito may enter, and should it come, it must be pursued. It is a strategy that any infant would take in his hours playing soldier or guerrilla, or even a general. Therefore, we have no authority or jurisdiction to guess at it. We can only wish for luck and hope that everything works out well. At the beginning of the year, we wish the best of luck to Angolans, with or without ebola.&#8221;</div>
<p>According to the Angolan Secretary of Health, the government is preparing to inform the public about the plan put in place to prevent infection by this powerful virus. These measures will be implemented, in addition to Lunda Norte, in the Moxico, Malanje, Uige and Lunda Sul provinces. It is believed there have been about 40 cases of ebola, with over 10 deaths reported in the Democratic Republic of Congo in the last two months.</p>
<p>Two years ago, also coming from DR Congo, namely from the Western Kasai province, the virus caused the death of about 180 people. The <a href="http://lampeirota.blogs.sapo.pt/44070.html">Lampeirota</a> blog lamments this situation:</p>
<blockquote><p>“De vez em quando a doença é falada. É costume meu não ficar a pensar no assunto, escudada na ideia de que é improvável que ela me apanhe a jeito.</p>
<p>É incorrecto. Hoje já não podemos ter certezas dessas. Tudo chega a todo o lado, rapidamente.</p>
<p>Lamento muito por aquela gente que está a defrontar-se com tal inimigo.</p>
<p>Não é a morte que me assusta. É o caminho até ela”</p></blockquote>
<div class="translation">&#8220;From time to time, they speak about the disease. I don&#39;t have the habit of thinking about it, I shield behind the idea that it is unlikely to catch me off guard.</p>
<p>This [way of thinking] is wrong. Today we can no longer be sure of things like this. It reaches everywhere, quickly.</p>
<p>I am very sorry for those people who are facing this enemy.</p>
<p>It is not death that scares me. It is the road towards it &#8220;</p>

<p>According to the WHO representative in Angola, Diosdado Nsue-Micawg, it is suspected that the handling of dead monkeys in the forests of DR Congo is the basis of the reappearance of the disease. Although fortunately <a href="http://www.iol.co.za/index.php?set_id=1&amp;click_id=68&amp;art_id=nw20090112152927801C175821">there are no cases of Ebola in Angola</a>, the health secretary says the country is prepared to deal with any eventuality because of its experience with <a href="http://en.wikipedia.org/wiki/Marburg_virus">Marburg haemorrhagic fever</a>, a less dangerous virus similar to ebola.</p>
<p>This is the fourth time that the ebola virus has broken out in DR Congo, since the first in 1976. The highly infectious disease causes fever, vomiting, diarrhea and internal and external bleeding. In 2005 <a href="http://www.reuters.com/article/africaCrisis/idUSL8586536">329 people died from Marburg in Angola&#39;s northern town of Uige</a>, close to the border with DR Congo.</p>

		<description><![CDATA[In the mood for the Human Rights Day celebrations this December, Angolan bloggers have much to say. Angola has still not ceased appearing in reports about violations of the Universal Declaration of Human Rights, despite holding a seat on the Human Rights Council.]]></description>
			<content:encoded><![CDATA[<p>In the mood for the month celebrations for Human Rights Day, Angolan bloggers have a lot to say. The country has not yet ceased to be mentioned in reports about violations to the Universal Declaration of Human Rights. Despite holding a seat at the Human Rights Council for three years (2007/2010), the truth is that local authorities fail to respect citizens&#39; basic rights. There are several cases, ranging from sub-human prison conditions, arbitrary detention, and people forced from their homes without due compensation, to media censorship.</p>
<p><a href="http://www.elcalmeida.net/content/view/327/46/">Eugénio Costa Almeida</a> [pt] analyzes this dark panorama, mentioning a report released by the United Nations Commission on Human Rights in which Angola is accused of not having produced reports on human rights  for thirteen years.</p>
<blockquote><p>“Surpresa? Talvez, para uns quantos que andam arredados da realidade angolana e agarrados ao facto de Angola ser, desde Maio passado, um dos países com assento no conselho de Direitos Humanos para o triénio 2007-2010. Fui um dos que aplaudiu esta entrada. Para mim como para outros seria uma maneira de Angola mostrar que, paulatinamente, os Direitos Humano scomeçavam a fazer sentido no País. Ou seja, a entrada de Angola seria “um passo no caminho certo” como chegaram duas associações cívicas angolanas a dizê-lo. (&#8230;) &#8220;Mas quando energúmenos ameaçam – e fora de portas – angolanos (jornalistas ou comentadores) perante familiares; quando políticos são espancados e mortos por fiscais do próprio partido por falta de pagamento de quotas partidárias; quando um governador provincial é acusado de esbofetear e agredir trabalhadores e autoridades dessa província de tentarem anular a cultura regional; quando o caso Miala parece ir parir um rato e, provavelmente, os acusados serem mandados para casa e sem terem tido a oportunidade de expor em Tribunal as suas razões evocando este que as ditas estavam fora do processo embora tudo mostrasse que não; quando jornalistas do semanário “Agora” foram ameaçados por indivíduos que se dizem autoridades, durante uma inspecção dos mesmos a um mercado, tudo acaba, infelizmente, por ser muito natural. E, segundo alguns defensores angolanos dos direitos humanos, a violação dos Direitos Humanos em Angola vai acontecendo “Apesar dos esforços do Governo, continuam as detenções arbitrárias, por parte da polícia nacional” e sem que as autoridades centrais autorizem ou deles tenha real conhecimento. Quanto a isto, lamento mas tenho sinceras dúvidas. Ou seja, há um certo “deixa andar” e uma estranha liberdade na actuação e interpretação do que é ser “autoridade” e como lidar com a “liberdade”, com a “igualdade” e com os “direitos humanos”. E quem fica a perder são tão-somente Angola e os angolanos. Mas são actos que acabam por ter repercussões no continente africano e no modo como somos olhados pelos Ocidentais.”</p></blockquote>
<div class="translation">&#8220;Surprise? Perhaps to a few who walk sidelined with Angolan reality and clinging to the fact that Angola is, since last May, one of the countries with a seat on the board of Human Rights for the three years 2007-2010. I was one of those who applauded this. For me and others, it would be a way for Angola to show that, gradually, human rights have started to make sense in the country. That&#39;s to say, Angola&#39;s participation would be &#8220;a step in the right direction&#8221; as two Angolan civil associations have said. (&#8230;) &#8220;But when these madmen threaten - openly - Angolan people (journalists or commentators) in front of their family members, when politicians are beaten and killed by their own party&#39;s tax officers because of non-payment of party quotas, when a provincial governor is accused of slapping workers and the province&#39;s authorities of trying to override local culture, when the Miala case* <span class="entry-content">laboured and brought forth a mouse</span>, and probably the accused will be sent back home without having the opportunity to explain their reasons in Court, which argued that their pledges were outside the process although everything showed the contrary, when journalists of the weekly paper &#8220;Agora&#8221; were threatened by individuals who claimed to be authorities, during their investigation into a market, everything ends up being, unfortunately, very natural. And, according to some Angolan human rights defenders, the violation of human rights in Angola happens &#8220;despite government efforts, there are still arbitrary arrests by the national police&#8221; without the central authorities allowing or having in fact knowledge of them. Regarding this, I am sorry but I have sincere doubts. So, there is a certain &#8220;let go&#8221; and an odd liberty in the interpretation of what is being &#8220;authority&#8221; and how to deal with &#8220;freedom&#8221;, &#8220;equality&#8221; and &#8220;Human rights&#8221;. And the losers shall be only Angola and Angolans. But these are acts that ultimately have an impact on the African continent and how we are seen by the West. &#8220;</div>
<p>*In September the former director of Angola’s External Security Services, General Fernando Garcia Miala, was sentenced to four years’ imprisonment by a military court for insubordination. He had failed to appear at a ceremony to demote him after he was dismissed from his post in 2006. <p>The lack of freedom of press in Angola led the blog of the political party <a href="http://fpdangola.blogspot.com/2008/12/mais-um-jornalista-preso-em-angola-o.html">FpD –Frente para a Democracia</a> [Democracy Front, pt] to denounce cases of abuse, such as what has recently happened to a journalist imprisoned in Namibe province. A Radio Namibe reporter, Francisco Lopes, was taken for 30 days&#39; corrective imprisonment for, at the time of publication, unknown reasons:</p>
<blockquote><p>“O gabinete de comunicação da FpD tomou conhecimento por notícia publicada pelo Apostolado de mais uma nódoa para os direitos humanos em Angola. E amanhã é já dia 10 de Dezembro, dia internacional dos direitos humanos.<br />
Até quando vamos aceitar todas estas violações de direitos humanos? Até quando vamos continuar a aceitar este &#8220;desgoverno&#8221; que continua a espalhar amargura pelo povo angolano? Não se silencie, reenvie esta notícia do Apostolado a todos os seus contactos. Vamos ajudar este nosso irmão a ter justiça”.</p></blockquote>
<div class="translation">&#8220;The FpD&#39;s public relations cabinet has learnt the news published by the Apostolado [newspaper] of a further stain on human rights in Angola. And tomorrow it is December 10, the international day of human rights. How long will we accept all these violations of human rights? Up to when will we continue to accept this &#8220;misgovernance&#8221; that carries on spreading bitterness among the Angolan people? <p><a href="http://www.angolaxyami.com/Politica-angolana/Direitos-Humanos-EUA-Criticam-Angola-e-Mocambique.html">Angola Xyami</a> [pt] blog brings news about a report launched in the US regarding human rights in the world:</p>
<blockquote><p>“O Departamento de Estado americano acaba de divulgar o seu relatório anual. Este ano, o Sudão, a Síria e o Uzbesquitão foram acrescentados à lista dos piores violadores dos direitos humanos. Daquela lista constam igualmente a Bielorússia, Birmânia, Cuba, Eritreia, Irão, Coreia do Norte e Zimbabué. Relativamente aos PALOPS – Países Africanos de Língua Oficial Portuguesa, o Departamento de Estado destaca o facto do governo de Cabo Verde respeitar, regra geral, os direitos dos seus cidadãos. Refere, contudo, que continuam a verificar-se problemas nalgumas áreas tais como a violência policial sobre detidos, as precárias condições nas prisões cabo-verdianas, longos períodos de detenção pré-julgamento, violência e discriminação relativamente às mulheres e exploração do trabalho infantil. Já em Angola, o Departamento de Estado americano conclui, no seu relatório, que a situação dos direitos humanos continua a deixar muito a desejar registando-se sérios problemas durante o ano transacto. Entre os problemas: impedimentos no que se refere ao direito dos cidadãos angolanos de elegerem os seus representantes oficiais a todos os níveis, assassinatos levados a cabo pelas forças armadas, polícia e forças de segurança privadas, torturas, violações e péssimas condições prisionais.<br />
O relatório destaca também a corrupção e impunidades cometidas por entidades oficiais, detenções arbitrárias e falta de independência do aparelho judicial angolano. Ainda em relação a Angola, o Departamento de Estado salienta as restrições às liberdades de expressão, de imprensa e de reunião assim como os despejos sem indemnização de residentes de bairros desfavorecidos”.</p></blockquote>
<div class="translation">&#8220;The U.S. Department of State has just disclosed its annual report. This year, Sudan, Syria and Uzbekistan have been added to the list of the worst violators of human rights. That list also included Belarus, Burma, Cuba, Eritrea, Iran, North Korea and Zimbabwe. Among the PALOPS - African Countries with Portuguese as the Official Language, the State Department stressed that the government of Cape Verde meets, in general, the rights of its citizens. It notes, however, that there are still problems in some areas such as police violence against detainees, precarious conditions in Cape Verdean prisons, long periods of pre-trial detention, violence and discrimination against women and exploitation of child labor. As for Angola, the U.S. Department of State concludes in this report that the field of human rights still leaves much to be desired and there were serious problems over the past year. Some of the problems: the abridgement of citizens&#39; right to elect officials at all levels; unlawful killings by police, military, and private security forces; torture, rape and harsh prison conditions.<br />
The report also highlights official corruption and impunity, arbitrary arrest and detention and lack of judicial independence. Also in relation to Angola, the State Department stressed restrictions on freedom of expression, press and assembly as well as evictions without compensation to residents of disadvantaged neighborhoods&#8221;</div>

			<content:encoded><![CDATA[<p>Angola, as everyone knows, is a beautiful country. With around 1,246,700 km2, Angola retains the most diverse landscapes, from <a href="http://en.wikipedia.org/wiki/Benguela">Benguela</a>&#39;s naturally warm water beaches to the dense and rich Maiombe forest in <a href="http://en.wikipedia.org/wiki/Cabinda_(province)">Cabinda</a> or the legendary <a href="http://en.wikipedia.org/wiki/Namibe_desert">Namibe desert</a>, the only place in the world where the special <a href="http://en.wikipedia.org/wiki/Welwitschia_mirabilis"><em>welwitschia mirabilis</em></a> grows.</p>

<p>Despite having these postcard lanscapes, Angola is yet to flourish as a tourist destination. There is little infrastructure to  properly accommodate those who want to come just to visit the country. However, it is easy to see  the accelerated reconstruction everywhere, which indicates that the development in tourism is on its way. According to the Hospitality and Tourism Minister, Jorge Valentim Alicerces, &#8220;after achieving  peace, Angola will become a tourist destination par excellence thanks to the country’s potential for eco-tourism, the richness of its traditional culture, beautiful warm water beaches, vast open plains, mountains that scrape the skies of Africa. Angolan&#39;s current atmosphere of security turns it into a region where foreign investors come with great enthusiasm, because they hope to find investment opportunities in construction, transport, public works, health, communication, in the hotel and tourist sectors and in several areas of service.&#8221;</p>
<p>Meanwhile, Angolans and foreigners enjoy the dazzling natural beauty that the country offers. Brazilian blogger <em><a href="http://spindola.blogspot.com/2008/03/lubango-huila.html">Spindola</a></em> [pt] writes at his amazement at visiting <a href="http://en.wikipedia.org/wiki/Hu%C3%ADla_(province)">Huíla</a> province:</p>
<blockquote><p>“A Huíla é com certeza, entre as províncias que visitei, a que tem melhor estrutura. Além disso o Lubango é uma cidade linda, conhecida pelos seus moradores como a Europa de África. O frio durante o dia e principalmente à noite, dá o ar aconchegante a esse lugar. O Lubango é famoso não só pelo seu clima como também pela serra da Leba. Faltam-me palavras para descrever tamanha beleza. É com certeza dos lugares mais lindos que tive a oportunidade de conhecer. A estrada da serra visa ligar o Namibe à Huíla. Dizem que antes da estrada era necessário dar um contorno muito grande. A obra foi realizada por uma mulher, uma inglesa. Fico imaginando como deve ter sido essa aventura. Como se não bastasse a estrada que é uma beleza estonteante, no mesmo local uma cachoeira maravilhosa. O barulho das águas preenche aquele lugar como se fosse uma música. Um frio gostoso da serra dá um ar todo romântico. As nuvens que se formam no local ficam abaixo do seu olhar, parece que estamos acima do céu. Por trás das nuvens de fim de tarde, o sol projectava uma luz. Não consigo achar definição melhor para essa luz que “ a imagem de Deus”. Todo visitante ou morador de Angola deveria conhecer o Lubango. Realmente vale muito a pena o passeio”.</p>

In addition to this, <a href="http://en.wikipedia.org/wiki/Lubango">Lubango</a> is a beautiful city, known among its residents as Africa&#39;s Europe. The daytime cold and especially the cool evenings make the place cosy. Lubango is famous not only for its weather but also because of the Leba sierra. I don&#39;t have words to describe such beauty. It is for sure one of the most beautiful places I have had the opportunity to see. The sierra&#39;s road connects <a href="http://en.wikipedia.org/wiki/Namibe_Province">Namibe</a> to <a href="http://en.wikipedia.org/wiki/Huila_Province">Huila</a>. They say that before the road it was necessary to go the long way around. The work was carried out by an English woman. I wonder what this adventure must have been. As if the road&#39;s astonishing beauty wasn&#39;t enough, there is a beautiful waterfall in the place. The roar of the water fills the place like music. The nice cool mountain air gives it a romantic atmosphere. The clouds that gather there are below your eye line, it seems that we are above the sky. Behind the clouds, in the afternoon, the sun projected a light. I can&#39;t find a better definition for this light other than &#8220;the image of God.&#8221; Every visitor or resident of Angola should visit Lubango. It is really worth it.&#8221;</div>
<p>Travelling around this mysterious Angola full of <a href="http://en.wikipedia.org/wiki/Adansonia_digitata">baobabs</a> and covered in the <a href="http://www.washingtonpost.com/wp-adv/specialsales/spotlight/angola/article17.html">Crimson Acacia</a>&#39;s red bloom is, indeed, wonderful, but as mentioned above, the country is not ready to host tourists. The roads are damaged by holes, and the lack of good hotels or lodgings and restaurants in small cities makes everything more complicated. Travelling to some cities sometimes becomes a headache. Peter, from the <a href="http://hotelluanda.blogspot.com/2008/04/beleza-interior.html">Hotel Luanda</a> blog, described a trip through the Malange territory on the way to the awesome Kalandula falls:</p>

O percurso fez-se em constante deslumbramento por entre buracos de estrada e muitas paragens para contemplar e gravar tantas imagens de rara e enorme beleza. O enorme capim cortado pelas águas de um rio que serpenteia pela planície e que sob ela passa várias várias vezes e pelas sanzalas junto à estrada, onde nascem mais olhares de crianças por cada carro que passa. Chegamos enfim a Kalandula, uma pequena e acolhedora povoação situada no alto de um planalto, imponente como uma rainha que do seu trono observa suas terras ao longe. Conserva ainda algumas marcas do colonialismo nas casas, igrejas e costumes da terra que tem simpatia como sinónimo. Chegamos logo depois às Quedas de Kalandula. As segundas maiores quedas de água de todo o continente africano, com cerca de 100 metros de vertiginosa altura. Vistámos também Pungo Andongo. Uma povoação escondida no seio das pedras altas que nos faz logo pensar que foram as próprias rochas que nasceram em sua volta, como uma muralha para a proteger do resto do mundo. Três ou quatro casas, uma igreja em ruínas, um posto médico e uma escola renovada…quase como uma miragem impossível…como é possível existir vida ali? Mas existe. We made the trip in constant awe between road holes and the many stops to contemplate and record many images of rare and enormous beauty. The huge grass cut through by the waters of a river that winds and passes through the open plains several times, and by various houses along the road, from where children&#39;s eyes appear to watch every car that goes by. We came at last to Kalandula, a small, friendly town situated on top of a plateau, as impressive as a queen on her throne looking upon her land in the distance. Some colonialist traits remain in the houses, churches and customs of this extremely friendly land. Soon after we arrived at the Kalandula Falls. It&#39;s the second largest waterfall in the entire African continent, with about 100 meters of dizzying heights. We could see Pung Andong too. A hidden village within the tall rocks that makes us think that the very rocks were born around it, like a wall to protect it from the rest of the world. Three or four houses, a collapsing church, a doctors surgery and a revamped school&#8230; almost like an impossible mirage&#8230; how can life exist there? But there it is. In Angola I discovered that you can still find harmony between man and nature.&#8221;</div>
<p>According to <a href="http://africaminhami.blogspot.com">África Minha</a> [Africa of Mine, pt] blog, a luxury hotel enterprise with 28 rooms, 4 executive and 4 presidential suites as well as a swimming pool was opened in the province of Malange this year. It is the first hotel of its kind in this part of the country. Malanje was &#8220;rewarded&#8221; with a luxury hotel, but other provinces will have the same privilege, with the construction of resorts, residential hotels and other similar investments.</p>
<p>Because it is an untapped field, tourism in Angola attracts the attention of foreign businessmen, including Portuguese investors. But the well publicised <a href="http://globalvoicesonline.org/2008/09/28/angola-a-new-el-dorado-for-foreign-workers/">difficulties in obtaining visas</a> makes these building projects a difficult task to complete. <a href="http://cangue.blogspot.com/2007/11/como-acordar-o-turismo-angolano.html">Feliciano J. R. Cangue</a> [pt] interestingly analyses the situation on his blog:</p>
<blockquote><p>“Em todo o mundo o turismo é um sector da economia que se devidamente explorado, pode gerar novos postos de trabalho e assumir uma grande participação na renda nacional. O nosso país que hoje possui cerca de 80% da sua mão de obra activa na informalidade, pode atrair esse fluxo para o país. Para tal, o mercado turístico precisa desenvolver projectos que o impulsionem e potencializem o mercado turístico. Isso pode resultar em desenvolvimento económico e postos de trabalho. O turismo em muitas situações, ajuda a fixar o homem no campo, principalmente no momento em que presenciamos o êxodo rural. No nosso caso específico, sempre que ouço falar de turismo, fala-se normalmente da construção de hotéis. É verdade que a situação é crítica nessa área devido à guerra que o país passou. Precisamos investir de forma intensa na divulgação e fidelização do cliente. Isso envolve um bom atendimento ao turista. Para tal, pessoas que moram em locais turísticos precisam ser treinadas para desenvolvam espírito hospitaleiro recebendo os turistas com o máximo de boa vontade, presteza e simpatia e porque não aprender os principais termos que lhes permitam estabelecer a comunicação com turistas. Além disso, precisam preservar (livrar do mal) e conservar (manter) os locais turísticos como: as nossas florestas tropicais, formações rochosas extraordinárias, rios, lagos, quedas de água, parques nacionais, montanhas, grutas, praias, etc. Os profissionais da área precisam agir de uma forma inovadora, não deixando que apenas o ministro do turismo se debata sozinho. O sector precisa oferecer a prestação de serviços e atendimento de alta qualidade aos turistas. As embaixadas e consulados precisam também facilitar a concessão de vistos de turista. Precisamos sair do amadorismo. Temos tudo para sermos o maior paraíso turístico africano”.</p></blockquote>
<div class="translation">&#8220;Everywhere in the world, tourism is a sector of the economy which, if properly exploited, can generate new jobs and play a large stake in the national income. Our country, which today has about 80% of its labor force in the informal economy, could also attract this. To this end, the market needs to develop projects that promote and increase the tourist market. This may result in economic development and jobs. In many cases, tourism helps people to settle in the countryside, particularly in these times when we are witnessing rural exodus. In our particular case, every time I hear mention of tourism, it is usually about the construction of hotels. It is true that the situation in this area is critical because of the war that the country has been through. We need to invest intensely in promotion and customer loyalty. This involves good services for tourists. To do this, people who live in tourist sites must be trained to develop a friendly spirit welcoming tourists with great goodwill, kindliness and promptness and, why not, learning the key phrases that will enable them to communicate with tourists. Moreover, they need to preserve (get rid of evil) and keep (maintain) our natural sights such as tropical forests, extraordinary rock formations, rivers, lakes, waterfalls, national parks, mountains, caves, beaches, etc&#8230; The professionals in the area need to act in an innovative way, not leaving the minister of tourism to struggle alone. The sector needs to offer high quality services to tourists. Embassies and consulates need also to facilitate the issuing of visas for tourists. We need to get rid of amateurism. We have everything needed to be the largest African tourist paradise.&#8221;</div>
<p>Angolan tourism has been growing positively, as shown by results achieved and statistical data. <em><a href="http://www.angolaxyami.com/Viagens/Estatistica-das-regioes-emissoras-de-turistas-para-Angola-87.000-turistas-no-2007.html">Angola Xyami</a></em> [pt] brings together the stats for the last decade&#39;s development, and hopes that &#8220;tourism in Angola reaches new prospects and exceeds the 87,400 tourists received in 2007&#8243;:</p>
<blockquote><p>O ano de 1999 registou um movimento de 45,5 mil turistas, em 2000 de 50,7 mil e em 2001 de 67,4 mil. Em termos relativos, esta evolução revela um aumento de 11,42% entre 1999 e 2000 e 32,9% de 2000 a 2001, mas entre 2002 e 2006, o movimento chegou a mais de 55 por cento. Do ponto de vista das principais regiões emissoras de turistas para Angola, a Europa continua a ser a maior com um total de 30,8 mil turistas em 2000, representando 61% do total geral das chegadas às fronteiras. Em 2001, passou para 38,2 mil turistas, representando 76,4%, dados que sofreram alteração de mais 10% até Setembro de 2007.</p></blockquote>

In relative terms, this trend shows an increase of 11.42% between 1999 and 2000 and 32.9% from 2000 to 2001, but between 2002 and 2006 the increase reached over 55%. In terms of the major regions tourists come from to Angola, Europe remains the largest with a total of 30,800 tourists in 2000, representing 61% of the total arrivals at the borders. In 2001, it rose to 38,200 tourists, representing 76.4%, a number that saw a further 10% increase by September 2007.</div>

		<title>Angola: Children as young as 6 face accusations of witchcraft</title>

			<content:encoded><![CDATA[<p>Angola was recently shaken by terrible news of abandoned, ill-treated, tortured and killed children accused of witchcraft. One of the recent cases was in the municipality of <a href="http://en.wikipedia.org/wiki/Sambizanga,_Angola">Sambizanga</a> in Luanda. According to local newspapers, the National Police rescued dozens of children who were locked inside a room where a bonfire was lit burning jindungo (a type of chilli). One of them faces the danger of losing an arm due to gangrene caused by blade cuts. The abusers believe that through this method the evil living in the children&#39;s bodies can be released.</p>
<p>This evil practice is usually promoted by members of <a href="http://africa.reuters.com/top/news/usnJOE4AI0V8.html">certain &#8220;churches&#8221;</a>, which in most cases are illegally open to the public. Driven by a mystical, malicious, ignorant spirit or simply by the desire to get rid of one more mouth to feed, family members are primarily responsible for such attitudes. By believing in witchcraft, they condemn their sons, nephews or stepchildren to appalling suffering when something goes wrong in their homes.</p>
<p>Blog <a href="http://anteropaiva.blog.simplesnet.pt/archive/022885.html">Angola Saudades</a> brings one of these sad cases to light:</p>
<blockquote><p>&#8220;Makiesse é sobrevivente de um fenómeno perturbante que surge em Angola nos ultimos anos: acusações de feitiçaria contra crianças acompanhadas de maus tratos, abandono e nalguns casos, a morte. A madrasta acusou Makiesse de ser feiticeiro e ter provocado a doença que matou o seu pai. Não podia comer com a família, dormia na latrina, levava porrada diariamente e era forçado a rituais de purificação que mais parecem tortura – jejum, golpes e reclusão. Makiesse tinha seis anos. “Eu dizia que eu não sou feiticeiro, que talvez o feiticeiro usa a minha cara à noite. Mas ninguém acreditava”, conta Makiesse ao PlusNews. Um dia os familiares deitaram-lhe petróleo. O tio impediu que o queimassem vivo. Cedo, tirou-o sorrateiramente do Uíge para a capital Luanda a 345 quilómetros. Deixou-o num centro da igreja católica que abriga crianças de rua. Isso foi há três anos. Makiesse apenas foi visitado duas vezes pelo irmão mais velho&#8221;.</p></blockquote>
<div class="translation">&#8220;Makiesse is a survivor of a disturbing phenomenon that has appeared in Angola in recent years: accusations of witchcraft against children followed by abuse, neglect and in some cases, death. Makiesse&#39;s stepmother accused him of witchcraft and of having caused the disease that killed his father. He could not eat with his family, he had to sleep in the toilet, he was beaten every day and was forced through purification rituals that seemed more like torture - fasting, punches and incarceration. Makiesse was six. &#8220;I would say that I am not a witch, the witch might have used my face at night. But no one believed me,&#8221; said Makiesse to PlusNews. One day the family threw petrol on him. His uncle prevented him from burning alive. He sneaked him from Uige to the capital Luanda, 345 km away. He left him at a Catholic church that shelters street children. This was three years ago. Makiesse has only been visited twice by his older brother.&#8221;</div>
<p>A few years ago, a study on the impact of such practices against children from the perspective of human rights&#39; protection, carried out by the National Institute of Children (INAC), was released. The study reported that such charges against children became common at the end of the 90&#39;s, with no relation to local peoples&#39; historical traditions. According to the study, the appearance for this type of attitude is due to the changes in family structure and in the meaning of kinship relationships, such as maternal ties and their respective connection with taking care of children.</p>
<p>In Angola, accusations of witchcraft and abuse against children are deemed valid, which minimizes the seriousness of cruel acts carried out by families in the eyes of society. After being charged, children rarely reintegrate themselves within their families because of stigma and discrimination. This brings us to another issue: the increase of street children. Feeling uncomfortable under accusing glances from relatives and neighbors, they opt to live on their own on the streets of this country.</p>
<p><a href="http://noticiascristas.blogspot.com/2008/01/igreja-catlica-em-angola-recupera.html">Noticias Cristãs</a> [pt] blog echoes another case:</p>
<blockquote><p>“Doze crianças acusadas de feitiçaria e abandonadas pelos seus familiares foram retiradas das ruas de Luanda pelas Irmãs da Congregação do Bom Pastor. As histórias contadas pelas crianças que fizeram das ruas da capital a sua morada durante algum tempo, comoveram as freiras que decidiram começar um processo de nova vida para os menores. O caso mais recente é de uma menina de 11 anos acusada de ter morto a própria mãe usando feitiço. A superiora da congregação conta a história: “O pai abandonou a criança na rua e na altura foi interceptado pela polícia porque batia nela e ele disse que a filha tem 11 anos e é feiticeira. Disse que comeu a mãe e que recebeu o feitiço do Congo e que ele poderia ter a mesma sorte e então decidiu abandonar a menina. A criança foi levada para casa das irmãs no Palanca, por alguém que a encontrou a chorar na rua. Fui ter à casa onde eles moravam e encontrei alguns familiares, mas todos eles confirmaram que a menina é feiticeira. Conversei com eles, tentei convencê-los mas não houve maneira e disseram que era melhor não deixar a menina com eles porque estava reconhecida como feiticeira”.</p></blockquote>
<div class="translation">&#8220;Twelve children accused of witchcraft and abandoned by their families were removed from the streets of Luanda by Congregação do Bom Pastor&#39;s sisters. The stories told by children who lived on the capital streets for some time moved the nuns, who decided to begin a process of new life for the children. The most recent case is of a 11 year old girl accused of having killed her mother by using a spell. The congregation&#39;s superior tells the story: &#8220;Her father left the child in the street and at the time he was stopped by police because he had beaten her up. He said that his daughter was 11 years and a witch. He said she had eaten her mother, had received Congolese spell and that he could have the same luck, so he decided to abandon the girl. The child was taken to the sisters&#39; home in Palanca by someone who found her crying in the streets. I went to the house where they lived and met some relatives, but they all confirmed that the girl is a witch. I spoke with them, tried to convince them but there was no way and I was told it would be better not to leave the girl with them because they recognized her as a witch.&#8221;</div>
<p>The government and civil organizations have launched campaigns to raise awareness and alerts to prevent abuse against children. Other projects such as sheltering centers and legal accountability for such abuse are two other important developments being carried out by authorities.</p>
<p>Hopefully, the situation will change completely. We hope children will be able to enjoy  their childhood peacefully in Angola without losing hope of a better life. Hopefully, Angolan society will stand up with determination in this fight that has already crossed national boundaries. We hope parents and relatives of victims of abuse are held accountable and brought to court as a sign of warning to others.</p>
