Please, remove that hyphen or, better still rewrite the headline. As it stands now, it implies that a person on Critical Mass attacked a car. The exact reverse seems to be true. A person in a car attacked cyclists taking part in a Critical Mass rally.
May I suggest “Punish the driver who attacked Critical Mass”?
