Repeating Islands reports that “three Atlantic hurricane names—Gustav, Ike and Paloma—have been retired after those storms killed more than 200 people in the Caribbean region during the 2008 season.”

When former Tropical Storm Erica passed by Puerto Rico, my Spanish-speaking girlfriend referred to it as “she.” When I hear weather reports in English, forecasters usually call named storms and hurricanes “it,” not her or him.
Is it a matter of choice…her or him…or it? Thanks.
