This desire has to come from within the nation. With that being said, I think Obama and McCain are both bound to lose on the question of Irak. If McCain wins and decide to keep the troops in Irak, America might have to fund that war on terror for years to come without knowing if those efforts will ever be rewarded. If Obama wins and asks the troops to leave Irak and chaos ensued, all those years and money spent on the war will account to nothing... You can’t force a nation into democracy.
