They are USSD messages, significantly cheaper than texts. Praekelt has been in innovator in using these so-called 'call back' messages in South Africa for social marketing. And the fact that they convinced MTN to donate a large number of USSDs for this project did not hurt either! I'll write more about the effectiveness of these messages as well -- because they are not texts and contain important information (i.e. who needs you to call) they have a different significance and are not going to be considered spam.
