		<description>I cant even believe they will waste a bill or something so trivial. As you rightly said Nigeria is not a big secondary school where prinicpals and prefects tryto set silly rules.

This will not in any shape or form reduce rape incidences. The people who are raped in Nigeria are mostly younger girls who do not expose themselves or have any breasts to show. yet there are still sick men that rape them.

Also there is a big problem in trying to punish the victim than dealing with the rapist. when a guy rapes a young girl, his excuse will be “oh you were dressed improper” and our dear Senator Eme-Ufot will then fine the girl 100,000 on top of it.

instead of Nigerian legislators to spend their time improving the schools, hospitals and solving the crisis in the delta region. they are wasting money, time and resources on useless bills</description>
