You can be knowledgeable to lead a city or state as for President Correa or a state as for Sarah Palin but not a country in international affairs as for Ecuador and the U.S.A. for Sarah Palin Both need to attend the appropriate classes and education to have the needed knowledge to lead a country, no matter where the country is.
