There are two problems related to this issue.

First, internet security is lax. Some spam still manages to get past even the most stringent anti-spam programs, suggesting that somebodies working for the internet service providers are helping spammers get through the filters.

Second, it is routine for Korean internet websites to require Korean ID numbers to register. This not all only unnecessarily exposes Koreans to ID theft as demonstrated in the story, but also keeps foreign nationals from participating in Korean websites. This includes foreign residents of Korea, whose ID numbers use the same algorithm but are not in the same database apparently. So much for the globalization of the Korean language.
