Don’t be surprised, the more a country advance the less it would be encouraged to stick to low class industries. Once USA was making progress in space technplogies, it invested in countires to make products like jeens by Korea.
USSR did the same in those times,it was making progress in nuclear technologies but bought Iranian made shoes.
