Social Science in the Caucasus comments on the latest Brookings Index of State Weakness which ranks 141 countries according to their weakness as states. The blog examines why Azerbaijan is considered the weakest of the three South Caucasus republics.

    Hi. I don’t agree the ranking of Brookings (Azerbaijan comes 80th). Not only Azerbaijan but some other countries are knowingly underrated and some overrated in the Index of State Weakness in the Developing World, which gives a score of
    10.00 to the best and 00.00 to the worst according to their performance in terms of four core criteria – economic, political, security and social welfare.
    Azerbaijan’s scores for four criteria includes 7.85 for economic, 3.36 for political, 7.06 for security and 7.89 for social welfare (Overall score 6.54 and GNI per capita $1 850). You see, a mere child knows how Azerbaijan’s position is in the Caucasus. The authors, I mean, Washington-headquartered Brookings Institution and the Center for Global Development, must have been misled by the sources they utilized, or they used old data when making this report. You can find the discrepancy if you see the World Factbook of the Central Intelligence Agency (CIA), a civilian intelligence agency of the United States government, and performance indicators of the World Bank, EBRD, ADB etc. In general, this rating was dismissed by many economists too.
