No, she is NOT saying the school uses child labor. She is saying that this artisannal center provides training for girls/women who no longer have the possibility to go to school (probably weren’t able to make it in school, and stay in, and probably rom very poor families). so it would be a positive thing, letting them get more training in something other than staying at home and doing nothing.
