		<description>Compulsory HIV testing sounds like the use of force. It could imply testing people without their knowledge and or consent, going to a court to get people tested, and so on. It might not work. But it sounds like a good idea, which must be done in harmony with other requirements; if more people test, let there be enough treatment to go round, and so on</description>
