I think it was on EastSouthWestNorth that I read that this particular school had previously been a &#039;travel school&#039;, sort of the non-university route, prepping students for careers in that industry, and then it changed to an art school..if you&#039;re wanting to see kids conform, servile and patriotic, probably won&#039;t have much luck there. On the other hand, destructive though it is, at least they&#039;re at least partially able to question the education system they find themselves stuck in, even playing at making their own video productions.

Could just be Guangzhou, but judging from the number of videos that turn up for a search of &#039;campus violence&#039;, it seems this is a common occurence. Don&#039;t let their uniforms fool you, the only difference is the number of high school students who have video-capable cellphones (or know to use them).

		<description>政府的公信力比股市跌得更厉害

 

我国曾6次调整证券交易印花税率，最早一次是在 1991年10月10日，由0.6％下调至0.3％。一般来说，调整证券交易印花税率短期内会对股市产生较大影响。例如，2001年11月16日，证券交易印花税率由0.4％调至0.2％，当日沪综指跳空高开，幅度达6.42%；1997年5月10日，印花税率由0.3％提高到0.5％，导致沪综指出现200点左右的跌幅。

财政部决定自2007年5月30日起，调整证券（股票）交易印花税税率，由现行1‰调整为3‰ 。周三在财政部提高股票交易印花税率的背景下，大盘出现大幅下搓的走势，沪市全天下跌281点，深市全天下跌829点。两市有约860只个股跌停。

而就在前几日，各大报纸都报道：对于证券交易印花税率将提高的传闻，财政部相关部门作出回应，“未听说近期将调整印花税”。

更令人不解的是，就在前几天，有关部门还信誓旦旦保证，“不会再用行政手段干预股市，会让股市按照自己的运行方式去发展”。可如今，就在全国人民半夜熟睡时，却把“绳索”悄悄地套在他们的脖子上。证券交易印花税一下子提高两倍，股市也被如愿地拿走22亿多的印花税。

其实，谁都知道，时下，股市确实太火，对于“证券交易印花税上调至3‰”是为了“促进股市健康”之举，也没有人持有异议。

但是，“证券交易印花税上调至3‰”，作为财政部、国税总局两个主要职能部门，没有理由不知道。财政部、国税总局“辟谣”的声音还余音绕梁，“谣言”就变成了现实。无论是为了保密还是什么，对于老百姓来说，总觉得被大大地“忽悠”了一把，而政府部门以这样的手段对付普通股民，在老百姓看来，已不仅仅是经济问题，更主要的是在挑衅政府部门的公信力和美誉度，让股民对有关政府部门产生信任危机。

政府官员如此利用自己的公信力来推行一些政策的做法，实在是得不偿失。这种做法不仅仅在提高印花税上使用，而且在利率、汇率问题上也重复使用，如此下去，老百姓还会相信政府官员的话吗？政府的公信力还会存在吗？为了调控股市，而拿政府的公信力去做赌注，实在算不上高明的措施。调整证券(股票)交易印花税对资本市场可能会产生短暂的影响，但从长期来看，影响有限。而这种做法对政府的公信力的影响却是长久的。

印花税率的提高其本意是为了降低市场的投机氛围，据资料显示目前A股市场上646只股票14个交易日内换手达100%，投机氛围较为明显，因此提高印花税率是冷却市场的一中手段。但是印花税率的提高给市场带来的确实痛苦，其将导致市场交易量的锐减，交易成本的提高必然会打击市场的人气，印花税率的提高对于市场来说就是实实在在的利空。历史经验也能证明这一点，最典型的是1997年5月印花税率的向上调整，似乎与大盘的见顶完全合拍，给人的印象是印花税率的提高导致了1997年大牛市的终结。如果历史会重演，那么本次印花税的调整也将使大盘构筑中期头部。

其实我是90年代的老股民，套到现在都没有解套，我不在乎这一震，我又不等钱用。但是，我伤心的是那些善良无辜的新股民，他们一般 都是工薪阶层，想蹭点改革的胜利果实，可是，现在他们 欲哭无泪------

政府的公信力是公众赋于的,政府在做出每一向决定的时候,决不可能,更不应该考虑这一小部分人的利益.而是在全面的权衡利弊之后选择对管理社会效果好的.也许这也正是政府需要的效果.

中国ZF是最垃圾的,现在治安恶化,贪污受贿成风,公务员奖金补贴比开出来的工资都高N倍,现在社会治安越来越差,网吧等娱乐场所还要交保护费,黑社会和公安局都要保护费,社会黑暗人心不古啊,在过几年应该换ZF了,现在的ZF不作为.

股票投资本来与其它辛苦工作创业赚取资本相比，为社会本身创造价值太多，比如：工人上班做出产品，农民种田产出粮食，科学研究推动文明进步等，炒股实质又带来了衣，食，住，行的哪一项根本物质呢？
对不太劳而获的利润又怎能全民进行，全民炒股，都去炒股，那谁来种田，谁来上班出日常用品，谁来用科技推动文明。。。。。

这篇文章写的不怎么样，但却写出了广大小股民的心声。
我相信这么先出来辟谣，在调整印花税不是政府的意思，只是某些机构或官员的恶行，是他们欺骗中小股民谋求个人利益的手腕。我们不应该把某些官员和机构的行为等同于政府行为。而应该通过媒体的力量，拿起法律的武器，请求政府的帮助，捍卫自己的权益！毕竟我们的政府还是不错的，人民生活水平的显著提高是个不争的事实。
为什么说这种行为是在欺骗中小股民呢？其实大的机构和一些大股民早就知道了股市要跌的情况了，我的一个亲戚是个还算比较大的股民吧，在宣布印花税要上调的前两天已经收到他的股票咨询公司给他的消息——股市要大幅调整，只是未言明其中的究竟。他通知我赶紧清仓，我还不以为然，想到刚有人出来说印花税不会上调，这是一个重大的利好啊？于是没有理会。现在回想起来，只是想笑，佩服某些人某些机构玩得够绝!
相信大多数被套的人也是跟我一样，只是想沾沾政府搞活经济的光，将自己的工资积蓄放进股市，希望能够改善一下生活。不过拿着几万几十万炒股，是绝对请不起专门的投资机构给出意见的。于是最终成了这次“小股灾”的受害者。
我希望像我们这种声音不大的“小股民”民都把声音聚集起来，恳求政府为我们找出这次针对“小股民”的“小股灾”的元凶，安抚我们心中的创伤，同时也向那些对政府有意见的人证明：中华人民共和国政府是为人民的，不是只为少数人的利益的！不良的只是一些挖社会主义墙角的投机者。彻底让那些指责政府的人闭嘴！

<p>印花税率的提高其本意是为了降低市场的投机氛围，据资料显示目前A股市场上646只股票14个交易日内换手达100%，投机氛围较为明显，因此提高印花税率是冷却市场的一中手段。但是印花税率的提高给市场带来的确实痛苦，其将导致市场交易量的锐减，交易成本的提高必然会打击市场的人气，印花税率的提高对于市场来说就是实实在在的利空。历史经验也能证明这一点，最典型的是1997年5月印花税率的向上调整，似乎与大盘的见顶完全合拍，给人的印象是印花税率的提高导致了1997年大牛市的终结。如果历史会重演，那么本次印花税的调整也将使大盘构筑中期头部。</p>

这篇文章写的不怎么样，但却写出了广大小股民的心声。<br />
我相信这么先出来辟谣，在调整印花税不是政府的意思，只是某些机构或官员的恶行，是他们欺骗中小股民谋求个人利益的手腕。我们不应该把某些官员和机构的行为等同于政府行为。而应该通过媒体的力量，拿起法律的武器，请求政府的帮助，捍卫自己的权益！毕竟我们的政府还是不错的，人民生活水平的显著提高是个不争的事实。<br />
为什么说这种行为是在欺骗中小股民呢？其实大的机构和一些大股民早就知道了股市要跌的情况了，我的一个亲戚是个还算比较大的股民吧，在宣布印花税要上调的前两天已经收到他的股票咨询公司给他的消息——股市要大幅调整，只是未言明其中的究竟。他通知我赶紧清仓，我还不以为然，想到刚有人出来说印花税不会上调，这是一个重大的利好啊？于是没有理会。现在回想起来，只是想笑，佩服某些人某些机构玩得够绝!<br />
相信大多数被套的人也是跟我一样，只是想沾沾政府搞活经济的光，将自己的工资积蓄放进股市，希望能够改善一下生活。不过拿着几万几十万炒股，是绝对请不起专门的投资机构给出意见的。于是最终成了这次“小股灾”的受害者。<br />
我希望像我们这种声音不大的“小股民”民都把声音聚集起来，恳求政府为我们找出这次针对“小股民”的“小股灾”的元凶，安抚我们心中的创伤，同时也向那些对政府有意见的人证明：中华人民共和国政府是为人民的，不是只为少数人的利益的！不良的只是一些挖社会主义墙角的投机者。彻底让那些指责政府的人闭嘴！ </p>

		<description>China schools need to have a prefect system. What is a prefect system? Read below. The prefect system is a political system where the student body is divided into 2 groups: the pro-teacher group and the gangster group. By picking a group of students to be prefects, the teachers essentially entrust into them the legal powers over the rest of the students. As a result, a tension arose between the minority prefects and the gangsters. This leaves the teacher as often the sole intermediary between the 2 groups of students. It maintains a balance of power between the 2 conflicting groups, leaving the teacher in an exalted position. Without prefects, the political situation becomes one of teacher vs. students. With prefects, it becomes prefects vs. gangsters with the teachers in a high position.

It is not unlike in foreign policy. You see for example that big countries like the US would assign the job of a &quot;sheriff&quot; to a smaller nation to look over the trouble maker nation. This creates a tension between the trouble maker nation and the small sheriff nation. But the trouble maker nation dare not attack the smaller sheriff nation because it would bring war against the US. The US strives to maintain a balance of power thus ensuring that it will not be attacked by the trouble maker country as it is being &quot;guarded&quot; upon by the sheriff nation.

In colonial Malaya for example, the British would for example not promote any sort of racial harmony between the different races. Because if they are hormonious, then they will unite and kick the British out. Instead, they keep them separate, making them competitive, always helping the weaker race. By doing so, they maintian a balance of power between the races. The Malays fear the Chinese getting richer, the Chinese fear the Malays political clout etc. etc.. This left the British in a exalted position to be the judge and the wise man who will resolve problems.

So the same political tricks could be played out in schools. Adopt the prefect system and divide the student body into 2 conflicting groups. Then teachers will be looked upon in high once more.

But more than just leading, they also have power to punish other students, or at least report them to a higher authority who can do so. They also had this system in Australia. I was in a primary school once, South Bathhurst Primary, in Bathhurst, New South Wales, when I saw the next year&#039;s prefects being announced. The room was tense with anticipation. There were tears of joy and sadness when the prefects &quot;winners&quot; were announced. This was obviously a much desired symbol of status, power and prestige in the school. My friend, who was a parent there, told me that the students can vote on the &quot;finalists&quot; of who will be prefect, but the school authorities have the final say. She told me that once the student with the most votes was a bit bit rebellious so the school chose someone else.</description>

What do you expect from a single child that has been brought by grandparents who has been through the worst in their young age (Cultural revolution, war, hunger)? They give EVERYTHING to their grandchildren and SPOIL them. Does anybody think those kids know what is the meaning respect or even authority? Those kids at some point don&#039;t even respect their parents whom by the way are too busy making money.</description>
