It publishes discussion documents and position papers regularly, particularly in advance of its major congresses and lekgotlas. The Democratic Alliance does not do this – or not enough – but conversely the DA’s systems are less institutionally opaque than the ANC’s, and DA thinking about leadership can be adduced by observing how it behaves and how it modifies its fairly fluid Constitution and electoral regulations.”
