		<description>I&#039;m not sure that the term &quot;internet balkanization&quot; is correct.

Perhaps, if we look at the emerging internet as a &quot;mosaic&quot; or in other words the Canadian Model, instead of trying to make it a &quot;melting pot&quot; or in other words the American model,then we may see that this emerging mosaic is not necessarily a bad thing (Please note, I am not commenting on the models that express these two great nations, just an approach or point of viewing insofar as the emerging internet is concerned) .

Of course, this mosaic exists today; just look at any blogging platform and the tens of languages (english, greek, cyrillic, japanese, chinese etc...).

In the long run of course,this mosaic may indeed become a melting pot vis a vis human evolution and the fact that this planet has to eventually come to terms with itself if it is to survive.

Finally, freedom of expression also entails responsibility, as does internet governance.</description>
