It postured itself as a fighter of terrorism, and an understandably skittish post-9/11 Bush Administration poured money and expertise into Prime Minister Meles’s “terror fighting” apparatus. (Sadly, US-made Humvees meant for this purpose were later used to gun down unarmed protestors. Awkward.)”
