Miguel Centallas sees little chance of any presidential hopeful winning a straight out majority in December's election, which would leave the decision up to parliament.

Thanks for the link. But perhaps I should also have noted that no presidential candidate has EVER won a straight majority since elections were held in 1978. Because of certain other features of the electoral system, many (including myself) have argued that Bolivia is more like a parliamentary system, than a presidential one.
