<p>Two years ago, Global Voices first introduced Morocco&#39;s <a href="http://globalvoicesonline.org/2007/08/19/morocco-an-introduction-to-peace-corps-bloggers/">Peace Corps blogosphere</a>, a close-knit group of volunteers blogging from some of Morocco&#39;s most far-flung locales.  Over the years, Peace Corps bloggers have provided insight into several small, rural communities where there are few - if any - Moroccan bloggers.</p>
<p>This week, however, the Peace Corps bloggers are mourning the loss of a fellow volunteer, 23-year-old So Youn Kim, who had worked at a youth center in the southern Moroccan village of <a href="http://en.wikipedia.org/wiki/Tamegroute">Tamegrout</a>.  Although the Peace Corps has not released the cause of So Youn&#39;s death, they have assured volunteers that it was unique to her, and not related to her work in Morocco.  Bloggers who knew her and those who didn&#39;t have memorialized Kim in a set of posts describing her ambition, her beauty, her incredible drive, and the important work she was doing in Morocco.</p>
<p><em>Oclynn in Morocco </em>describes So Youn&#39;s important work in Tamegrout, <a href="http://oclynninmorocco.blogspot.com/2009/11/so-youn.html">saying</a>:</p>
<blockquote><p>So-Youn put the workshop together in an attempt to help her host brother develop a business of conducting these workshops for tourists, Moroccan artisans and visitors. This was not her assignment as a Youth Development Volunteer, but something she took on to help her community. She was bright, driven, kind and generous.</p></blockquote>

My thoughts are with her family and friends as we all try to understand and morn for the loss of a great woman, PCV, and all around funny person. I will always remember that she loved life, reading, writing, and her friends dearly. Though I was not very close with her, when I did the pottery workshop at her site about a month ago this time, I got to know her better and see why so many people love being around her. The picture above is the last picture I had with her (she is the last person on the right side).</p></blockquote>

<blockquote><p>In September 2008, she wrote: “Youth development work is effective when young people are taught to become educated, empowered, and responsible members of their communities while being given space to explore and share the challenges of their own individual identities.”</p>
<p>This is an ethos and passion So-Youn brought with her to Morocco. I am sharing the news of this tragedy with the hope that all of you will honor her commitment to service by providing the best support, comfort and opportunities to our dedicated Volunteers and staff around the world.</p>
<p>So-Youn wrote recently, “I believe in the power of the day to day, the simple yet otherwise impossible conversations, the truths that I speak and live that affect the people around me as I learn from the truths around me in turn.”</p></blockquote>

		<description><![CDATA[A horrendous murder has been committed against a gay teenager in Puerto Rico. The LGBT community has demanded that the crime be prosecuted under the Hate Crime Law. Bloggers react to this terrible crime. ]]></description>
			<content:encoded><![CDATA[<p>Nineteen year-old Jorge Steven Mercado <a href="http://www.primerahora.com/Xstatic/primerahora/template/content.aspx?se=nota&amp;id=344581">dreamed</a> about working in the fashion industry. He was also a <a href="http://www.google.com/hostednews/ap/article/ALeqM5iSIBFGvn3rHPW_Qd8id8-JHGbDrwD9C298300">volunteer</a> in organizations advocating for HIV prevention and gay rights. But, last week his body was found dismembered, decapitated, and partially burned, in a rural area in Guavate, Cayey, Puerto Rico. Activists from the Lesbian, Gay, Bisexual and Transgender (LGBT) community in Puerto Rico immediately described this brutal slaying  as a hate crime. <a href="http://www.google.com/hostednews/ap/article/ALeqM5iSIBFGvn3rHPW_Qd8id8-JHGbDrwD9C298300">Not a single crime</a> has been processed under the Puerto Rican Hate Crime Law since it was approved in 2002. Penalties are higher if the Hate Crime Law is applied.</p>

<p>Days after the murder, 26 year-old Juan Martínez Matos confessed. According to local news reports, Martínez Matos said he went looking for a prostitute in the streets of Caguas, Puerto Rico, when Steven approached him. Martínez Matos said he &#8220;didn&#39;t know&#8221; Steven Mercado was a man until they arrived at his apartment in an another town (the victim was allegedly dressed as a woman). Gay activists Ada Conde and Pedro Julio Serrano <a href="http://www.primerahora.com/Xstatic/primerahora/template/content.aspx?se=nota&amp;id=344961">have publicly stated</a> that the sector where Steven Mercado was picked up is mostly frequented by transsexual and transvestite men. Martínez Matos said he killed Steven in &#8220;self defense&#8221; after they got into a fight. He then mutilated his body, and left it in a desolated area miles away from his house. Martínez Matos also stated he hated homosexuals because he had been raped when he was in jail for committing domestic violence. Gay activists were outraged when the police officer in charge of the investigation said: “Someone like that, who does those kind of things, and goes out in public, knows full well that this might happen to him.” They <a href="http://www.primerahora.com/Xstatic/primerahora/template/content.aspx?se=nota&amp;id=344524">have demanded the officer&#39;s immediate removal</a> from the case. Martínez Matos has been charged with murder and bail was set at $4 million USD.</p>
<p>Since Puerto Rico is a United States territory, federal laws apply. Two Puerto Rican United States Congress Members from New York have asked for this crime to be prosecuted under new federal hate crimes laws. The <a href="http://www.google.com/hostednews/ap/article/ALeqM5iSIBFGvn3rHPW_Qd8id8-JHGbDrwD9C298300">Federal Investigations Bureau (FBI) is monitoring</a> the investigation. In the 1980s the serial murderer Ángel Colón Maldonado, known as the &#8220;Angel of the Bachelors&#8221;, killed 27 homosexuals in the Island. Recently, gay actvists have also warned about another murder against a gay man in San Juan, the country&#39;s capital.</p>
<p>Bloggers have reacted to this terrible crime. The human rights actvists and spokesperson of the LGBT organization Puerto Rico para Tod@s (Puerto Rico for Everyone), <a href="http://pedrojulioserrano.com/">Pedro Julio Serrano</a> [ES], condemned the religious leaders&#39; and the politicians&#39; silence:</p>
<p class="translation">Ante uno de los asesinatos más horrendos en la historia del País, el silencio ensordecedor de los líderes políticos y religiosos es una vergüenza de marca mayor. Les tiene que dar vergüenza de no hacer expresiones de solidaridad hacia la familia y allegados de Jorge Steven. Les tiene que dar vergüenza de no solidarizarse con las comunidades lésbica, gay, bisexual y transgénero (LGBT) ante el odio que produjo este crimen. Les tiene que dar vergüenza de no condenar la homofobia en este caso y las acciones prejuiciadas del agente investigador. Les tiene que dar vergüenza que han olvidado su obligación constitucional de instrumentar la igualdad para todos los seres humanos.</p>
<blockquote><p>We are before one of the most horrendous murders committed in the history of this country, therefore the silence of political and religious leaders is even more shameful. They should feel embarrassed for not expressing their solidarity with Jorge Steven’s family and friends. They should feel embarrassed for not expressing solidarity with the lesbian, gay, bisexual and transgender (LGBT) community for the hatred that this crime has produced. They should feel embarrassed for not condemning the police officer in charge of the investigation. They should feel embarrassed for having forgotten their constitutional duty of defending equality for every human being.</p></blockquote>
<p>In <a href="http://saadaya.blogspot.com/">Saadaya</a> [ES], Hiram, a Puerto Rican blogger from Chicago, lamented the long history of homophobia in Puerto Rico:</p>
<p class="translation">Pero el crimen no es lo único chocante. Nada sucede en un vacío: todo tiene raíces, todo tiene causas y efectos, y Puerto Rico como sociedad ha nutrido por generaciones el odio hacia los gays, lo han nutrido los líderes cristianos desde los púlpitos, los padres al criar a sus hijos, las autoridades policíacas y jurídicas […] y los políticos que tienen un convenio ilícito con las iglesias que no es muy bien disimulado. En una isla así, que quepa en el pecho de un muchacho matar a otro por ser gay del modo tan mórbido en que lo hizo no debería ser chocante: es algo que Puerto Rico llevaba tiempo cocinando.</p>
<blockquote><p>But the crime is not the only shocking thing. Nothing happens in a vacuum: Everything has its roots, its cause and effect. Puerto Rico as a society has promoted hatred against the gay community to generations of people. Christian leaders have promoted hatred from their pulpits. Parents have instilled hatred in their children. Law and order agencies…and politicians have an illicit agreement with the church that they do not conceal very well. It should not shock us that in an Island like this, a man can murder another man for being gay in such a horrendous way. This hatred has been brewing in Puerto Rico for a long time.</p></blockquote>

<p> Beckii Cruel started to gain popularity at the end of this year thanks to some videos posted on <a href="http://www.youtube.com/user/xBextahx ">YouTube</a> where she appears dancing in her room, to the tune of anime songs, attracting the interest of inveterate fans of anime and manga.<br />
After becoming a celebrity on the Internet as user <em>xBextahx</em>, she was invited to perform in Akihabara, the district in eastern Tokyo that is widely acknowledged as the symbol of the <a href="http://en.wikipedia.org/wiki/Otaku">otaku culture  </a>[en].<br />

<p>Beckii Cruel&#39;s popularity is certainly a Japanese phenomenon, as demonstrated by the fact that the only <a href="http://ja.wikipedia.org/wiki/%E3%83%99%E3%83%83%E3%82%AD%E3%83%BC%E3%83%BB%E3%82%AF%E3%83%AB%E3%83%BC%E3%82%A8%E3%83%AB ">Wikipedia entry on her </a>is in Japanese. However, the word of mouth has spread also among those foreigners who are passionate fans of Akihabara and the <em>otaku </em>culture in general.</p>

<p><strong>Who pays the price?</strong></p>
<p>When rich countries make decisions that have negative affects on the environment, people living in poverty pay the highest price. Drought, hunger, and death caused by climate change could be prevented in many places with technology like water storage facilities that can help communities <a href="http://en.wikipedia.org/wiki/Adaptation">adapt</a> to new climate conditions.</p>
<p>But that costs money.</p>
<p><a href="http://ms.dk/graphics/ms.dk/dokumenter/andre_politikomr%e5der/climate%20finance%20briefing%20in%20template%20may%202009%20final.pdf">&#8220;Who should pay the climate debt?&#8221; [PDF]</a> is the title of a short report by the international anti-poverty organization <a href="http://actionaid.org">ActionAid</a> that calculates the monetary value of the debt at €135 billion per year until 2020, and proposes how the bill should be divided between countries.</p>
<p>Over the past 3 months, <a href="http://www.ms.dk/sw13950.asp">MS ActionAid Denmark</a> has educated a team of online and offline activists to help deliver their message, by sending them on research missions to <a href="http://climatedebtagents.com/?p=635">Kenya</a>, <a href="http://climatedebtagents.com/?p=615">Brussels</a> and Denmark, and pairing them up with Global Voices bloggers who <a href="http://globalvoicesonline.org/2009/09/08/global-voices-bloggers-mentor-new-danish-and-african-bloggers/">mentored them virtually for 6 weeks</a> on blogging.</p>
<p>On their website, the mentees-turned-debt-agents explain: &#8220;We want a world with climate justice and global justice. In order to get that the attitude of decision makers has to be changed so that they recognize and realize to pay off their climate debt.&#8221;</p>

Some time ago we were learning photojournalism. We were given a task and went to the opening of [former late Azerbaijani president] Aliyev park (which is in Tbilisi). A monument of Aliyev also is located in that park. We could not get inside to take photos before the teritory was being cleaned up. Then I don&#39;t remember, either in the lecture, or someone else told me why - it was prohibited to take pictures of the monument of Aliyev with the background of someone sweeping or cleaning up. They said it might be interpreted badly.</div>

<p>After one online site <a href="http://georgiamediacentre.com/content/demand_georgian_media_cover_story">criticized the lack of attention in the local media</a>, I commented on the report after posting it on <em>Facebook</em>.</p>
<div class="translation">Two Azeri bloggers were sentenced to jail today. Georgian traditional media - silence. Good job! Don&#39;t be surprised when others will be silent, when next time you are left without freedom of speech and freedom of expression. Good job, Georgian journalists, good job!</div>
<p>Nevertheless, some online journalists such as <em>თავისუფალი სიტყვის ბლოგი</em> <a href="http://freelandia.wordpress.com/2009/11/13/azerbaijan/">made entries on their blogs about the case</a>, pointing out why Georgian bloggers should be concerned. It was also republished in the local press.</p>
<blockquote><p>აღსანიშანავია, რომ საქართველოში ჯერჯერობით ბლოგერებს სიტყვის თავისუფლების მხრივ სერიოზული პრობლემები აქამდე ჯერ არ ჰქონიათ.  მიუხედავად ამისა, რამდენიმე კვირის წინ იუტუბის რამდენიმე მომხმარებელს მცირე პრობლემები მაინც შეექმნათ. გასულ თვეში ვიდეოპორტალზე გავრცელდა პატრიარქის გაშარჟებული ვიდეოები, რასაც საზოგადოების მხრიდან უარყოფითი რეაქცია მოჰყვა. დაიწყო გამოძიება. შინაგან საქმეთა სამინისტრომ ვიდეოების გავრცელებაში ბრალდებული ორი ახალგაზრდა დაკითხა და ნივთმტკიცების სახით მათ კომპიუტერები და ფოტოაპარატები ჩამოართვა, აგრეთვე გაჩხრიკეს მათი სახოვრებელი სახლები.</p></blockquote>
<div class="translation">It&#39;s worth mentioning that bloggers in Georgia have encountered problems with freedom of speech. However, a few weeks ago some YouTube users got in trouble. Video-jokes about Georgian Patriarch Ilia II were made and uploaded to YouTube and society responded negatively. An investigation started and the Ministry of Internal Affairs detained two youngsters suspected of making the video. Their computers and photo cameras were confiscated, and their houses were searched.</div>
<p>Meanwhile, despite the criticism, <em>Social Blurbs</em>, a new English-language Georgian blog on social media, suggests readers acquaint themselves with the Hajizade and Milli case on <em>Global Voices Online</em> as well as on a <a href="http://supportadnanandemin.rsfblog.org/">support site</a>. It also notes how some Georgian bloggers and journalists <a href="http://socialblurbsge.wordpress.com/?p=25">were covering the case</a>.</p>
<blockquote><p>Although the trial was not the hottest topic for absolute majority of the Georgian social media contributors, still having couple bloggers (<em>Dodka </em>and <em>Cyxymi</em>) representing Georgia at the <a href="http://worldbloggingforum.com/">WBF2009</a>, helped to interest few others in here.</p>
<p>All day <em>Dodka </em>was tweeting from WBF about the case. Later Giga Paichadze aka <em>Dv0rsky </em>retweeted and posted about it also blaming Georgian media “that is fighting for freedom of expression and does not notice” such a big event next door, however some links in comments indicated that media has covered the trial and arrest of Azeri bloggers.</p></blockquote>

The two online activists will spend 2 and 2.5 years in jail after a trial which most consider to be politically motivated and an attempt to silence dissent in the country.</p>
<p>They join others such as the <a href="http://www.se2009.eu/en/meetings_news/2009/11/12/presidency_statement_on_azerbaijan">Presidency of the European Union</a>, the <a href="https://wcd.coe.int//ViewDoc.jsp?Ref=PR839%282009%29&#038;Language=lanEnglish&#038;Ver=original&#038;BackColorInternet=F5CA75&#038;BackColorIntranet=F5CA75&#038;BackColorLogged=A9BACE">Parliamentary Assembly of the Council of Europe</a>, the <a href="http://www.osce.org/item/41288.html">Organization for Security and Cooperation in Europe</a>, <a href="http://www.hrw.org/en/news/2009/11/12/azerbaijan-young-bloggers-jailed">Human Rights Watch</a>, <a href="http://www.amnesty.org/en/library/asset/EUR55/009/2009/en/655ee814-8957-4c08-b4f3-16772a16d9c2/eur550092009en.html">Amnesty International</a>, and <a href="http://www.rsf.org/spip.php?page=article&#038;id_article=34972">Reporters Without Borders</a> as well as many others in condemning the verdict. </p>
<p>Amnesty International has also <a href="http://www.amnesty.org/en/library/asset/EUR55/009/2009/en/655ee814-8957-4c08-b4f3-16772a16d9c2/eur550092009en.html">declared the two men to be prisoners of conscience</a>. <em>Interesting Times</em>, an &#8220;online initiative monitoring attempts throughout the world to censor and restrict free access to the Internet,&#8221; <a href="http://www.i-times.org/interesting_times/2009/11/azerbaijans-government-intensifies-its-war-on-free-expression.html">puts the trial in context</a>.</p>
<blockquote><p>The latest show of repression by state forces in Azerbaijan leaves no doubt that both journalists and bloggers exercise their right to express themselves freely at their own risk.</p>

<p>Thanks to international pressure such as the WPFC letter and several others, the Azeri government has been compelled to release journalists from prison.</p>
<p>But this latest act of repression against two bloggers leaves no doubt that, if left alone, public officials in Azerbaijan will continue their abusive ways.</p></blockquote>
<p><em>Notes from Abroad</em> is also <a href="http://gedirem.blogspot.com/2009/11/long-prison-sentences-for-two-azeri.html">not surprised by the verdict</a>.</p>
<blockquote><p>On Tuesday, two young bloggers were sentenced to prison &#8212; one for two-and-a-half years, the other for two years &#8212; on the ridiculous charge of hooliganism. The whole thing is a sham &#8212; driven by political motives, but it is not surprising.</p>
<p>[&#8230;]</p>
<p>Since Azerbaijan is an oil-rich fiefdom, the West has treaded carefully in responding to this very undemocratic behavior by the Azeri government.</p>
<p>The Azeri government must be strongly condemned by the democracies of the world that this kind of behavior is unacceptable.</p></blockquote>
<p><em>The Blogar</em>, however, is <a href="http://theblogar.blogspot.com/2009/11/emin-and-adnan-in-prison.html">nearly speechless</a>.</p>
<blockquote><p>So the verdict is in.<br />
Emin and Adnan are officially hooligans.<br />
At a loss here on what to say.<br />
Supposedly social media had a role in putting them behind bars, a role in getting the word out on the street about the injustice but was unable to change the minds of the corrupt Azerbaijan legal system.<br />
Dont mess with Ilham.</p>
<p>[&#8230;] My thoughts are with their families and them.</p></blockquote>
<p>However, with an appeal due to be lodged and possible action in the European Court of Human Rights, <em>L4L</em>, a new English-language Azeri blog, <a href="http://sympathy4thedevil.wordpress.com/2009/11/13/beginning/">says that this is just the beginning</a>.</p>
<blockquote><p>What to do next? First of all we should not stop. We should continue working towards liberty of our friends and towards freedom of all Azerbaijan. [&#8230;] Adnan and Emin showed no fear and we should not be anything less than courageous and inspiring.</p>

<p>This is hardly end. It all begins now.</p></blockquote>
