The Hong Kong government has issued a consultation paper on the “Review of the Control of Obscene and Indecent Articles Ordinance” last Friday (Oct 3). The first round of consultation will be lasted until end of January.

A most controversial issue is the suggestion on introduction of an internet filtering system in Hong Kong. In part 4 of the consultation paper, it states that the main issue at stake is:

Given the emergence of new forms of media, particularly the growing popularity of the Internet, members of the public consider it important that measures are taken to protect youngsters from the dissemination of obscene and indecent materials on such new media systems.

The government layouts a number of options:

Option one: co-regulation approach that demands Internet Service Providers to:

1. tighten up their service contracts with subscribers by incorporating specific clauses which prohibit subscribers from publishing obscene or indecent articles;

2. formulate measures against repeated offenders, which may involve limiting the bandwidth made available to such offenders or imposing temporary suspension or termination of service in case of contravention of contractual terms;

3. implement a voluntary labelling system and encourage webmasters to label their websites to indicate whether they are suitable for children and youngsters;

4. provide filtering services to subscribers for the purpose of filtering out web content which is not suitable for children and youngsters.

Option two is mandatory approach via legislation:

to make it mandatory for ISPs to provide filtering service to their subscribers so that
children and youngsters will be protected from web content not suitable to them. This would enable filtering of content from both local and overseas websites.

Option three is statutory approach, which targets at content providers:

1. websites are required to provide warnings if they display indecent materials;

2. an access control system is to be established to authenticate the age of the web users. For example, web users are required to input their credit card data before getting access to webpage containing indecent materials to ensure that they have attained the age of 18;

3. empower enforcement agencies, upon receipt of a judicial warrant, to issue a “take-down notice” to the indecent websites or the ISPs concerned; and

4. prosecute content providers who fail to comply with the statutory requirements.

Martinoei criticizes that all the suggestions imply an introduction of Great Fire Wall in Hong Kong:

Gregory So, party member of DAB (translator note: a pro-China political party in Hong Kong), soon after he got into power, he wants to introduce great fire wall in Hong Kong. Obscene Article Tribunal has been known to have excessive power, now they are to formulate black list for filtering. Isn't that in fact Hong Kong's great fire wall? As we have the most ridiculous record of turing the David Statue into indecent article, it is very likely that the whole golden forum would be included in the list. What will Hong Kong become? Such kind of policy is more evil that article 23.

Although the government stresses that it doesn't have any fixed position, erynnyes from Those were the days is still angry at the government's suggestions:

The government stresses that it is just consultation, and it doesn't have any stand. It tries to show its neutrality by mentioning some of the oppositional voices. However, from our viewpoints, some positions and suggestions shouldn't be included in the consultation, as it will erode the internet freedom. The very act of putting them into the agenda is a sin as we should not compromise human rights principle. The consultation papers is like Internet article 23 aims at constructing a Golden shield in Hong Kong, competing with what have been done in China.

Hystericireul posts a large picture of David Statue in his blog to protest against the Indecent censorship policy. He also makes a dozen points on the consultation:

10. Whether something is indecent or not, its nature is like whether a kid is naughty or not. It is very arbitrary, everyone has his/her own standard. Except a very limited amount of perverted articles, it is very difficult to draw a line for most articles. Especially the fact that some assholes dare to define the David Statue as “indecent”, what else cannot be “indecent”? Vagina Monologues is all about vagina, is that indecent? Romance of the West Chamber have a scene on sexual intercourse in the dream, is that indecent? In the future, when we write story about love making, should we follow ancient reticence by omitting the descriptive part and substitute it with “oh… er……mum….”?

11. The issue at stake is to help our children to develop a healthy personality, then whatever they read, cannot have negative impact on them. Look at how this group of dick heads rule the society, children are having 34567 P (multiple sexual partners) before they enter high school because they are not mature in their attitudes. We should teach them, not prohibit them from knowing.

There are also some discussions from Internet forums, such as from pumb.org:

User169167 criticizes the government's official ability in governing Hong Kong:

When Chickens are sick = ban all fresh chickens from the market and save the trouble
When trees are sick = cut them all and save the trouble
When pornography websites have negative impact on children = block them all and save the trouble

All these well-paid high ranked government officials, do they know what is education?

The hidden agenda is to start from controlling the pornography websites and then tighten the control of other websites (such as political and social critics) and repress oppositional voices.

User george2be said that the government power should stay out of the filtering mechanism:

The parent and schools, if they want to have filter, they should have their own filtering software. The government can provide informations and resources for them to buy the software. We don't need legislation to give power to the government for setting up filtering mechanism.

Like what Charles Mok has said, now the problem is about the double standard in the OAT judgment. They have lost their credibility in the public. If they don't have a clear standard, how can we give the power to the government in filtering information?

This is such a regression in local governance.

User P-U-M-B pointed out that the internet would eventually become intranet under such policy direction:

Kay sets up a facebook group on defending internet freedom to follow through the consultation.

August 24 should have seen the start of classes for pupils in Gaza’s government schools, but instead it was the beginning of a week-long strike called by the Fatah-led teachers’ union protesting the interference of Hamas in education. In this post, one blogger, a school pupil himself, gives us his perspective on the political fight getting in the way of his education.

In the Hamas-controlled Gaza Strip, the Palestine Teachers’ Union is one of the few remaining strongholds of Fatah, and is supported by Mahmoud Abbas’ Palestinian Authority (PA) in Ramallah. It called a strike during the first week of the school year to protest the transfer of dozens of teachers, transfers which it claimed were made so that Hamas could install its supporters in key positions. Teachers were stuck in the middle of the conflict between Hamas, which controls the administration of Gaza, and the PA in Ramallah, which pays their salaries. They were threatened with having their salaries cut or being fired if they broke the strike, or if they accepted a promotion (indicating loyalty to Hamas); yet if they did strike then they risked being sacked by Hamas. While Hamas denied they were replacing staff, as soon as the strike started it brought in hundreds of new teachers; Hamas’ Education Minister estimated that 2,000 of the 9,000 government school teachers had been replaced.

Mutasharrid (‘homeless person’ or ‘vagrant’) is a pupil in Khan Yunis, in the south of the Gaza Strip, and explains what happened during the first week of the school year:

In truth I am totally confused; where can I begin, when at the same time I don’t know where I’ll end? It’s a subject that has decidedly unclear boundaries. … I am a tawjihi [final-year secondary school certificate] pupil, and like other pupils, on the first day of the academic year (24 August) the school was a qibla [the direction in which Muslims pray] for us, and I say that with all seriousness. Nothing sustained me but the yearning for my school which I loved, and for the teachers and other employees that I was fond of and had been with for years. They had got used to us, and we had got used to them, as if we were ‘one family’. Maybe this term is overused in the media and repeated a lot…but I really mean it.

I was surprised by the actual situation when I arrived at school. It seemed that the strike was real, and successful to a large degree, which I made out from the presence of just five teachers in a school whose normal teaching staff is more than 20 people. I looked right and left…The school was empty except for a number of pupils and some ‘strangers’. At first I thought they were new teachers, and I really didn’t pay much attention. I walked back home, and didn’t return until a week later – that is, after the official strike period as decreed by the Teachers’ Union (Ramallah branch!).

Meanwhile we found out that the police of the deposed [Fatah] government arrested the head teacher of our school and dismissed him, and forbade him from working in the education sector. Until yesterday he was in Nasir hospital in Khan Yunis, and I’m not exaggerating when I say that he was in a state something like a nervous breakdown when I and some friends visited him. His mental state was worse that what I was prepared to see. He was a head teacher whose wisdom in managing our school for more than six years no one had ever disagreed with. Throughout the previous years the level of our school had been one of the highest in Khan Yunis, both in academic subjects and other areas like sports.

We officially went back to school on September 1, in spite of the surprises that have shocked us on a daily basis since that time. For example, the head teacher of the school carries a revolver, and an officer of the [Hamas-run] Internal Security Force wanders the corridors of our school from time to time, staring expertly into our eyes. Then new teachers arrived, the majority of whom are graduates of the college of Islamic law! One of them turned up in our class as a maths teacher, and asked us to prepare the first 20 pages of the book on the first day! The surprises were bigger than we could grasp this quickly; do we really have to deal with the issue as fact, and begin to coexist with it? We don’t know… Especially in the shadow of the ruinous struggle between the Ramallah union and the Gaza government… The extension of the strike from one day to another, and the threat of salary cuts, just increases the taunting, and perfects the twisting of arms, and is nothing more than a development of the methods of wounding and defaming others. And us? Caught between the hammer of Ramallah and the oak tree of Gaza, we pray to God to pay a little attention to our problem.

This is the time in which we should have made great progress in our substantial curriculum; instead I will give you an outline of what we have studied and learnt in the past days, until this moment:
-we learnt how lessons could end at the same time they began every morning
-we learnt very well how to sit in a class, perfectly quiet, without the presence of a teacher for a number of periods
-we also learnt that this teacher had taken a cut in his salary, but some other teacher had not yet

In fact, we learnt many things, although we are still missing the answer to the question sounding an alarm bell in our minds, the one thing that we are interested in trying to understand in this tempest raging round us as students:

Where do we come in all of this?!

At the time of writing some teachers are still on strike.

In 2004 a student, Kang Ui-seok, was expelled from Daegwang High School for disobeying an order to attend chapel service at the school. He filed a petition with the National Human Rights Commission of Korea and went on a hunger strike that lasted 36 days to urge the school to give its students the freedom of religion.

After a long battle, he could return to the school and the school agreed not to force chapel service on non-Christian students. He received much attention in public and his courage was complimented.

However, since that time, he has received continual media attention (intentionally or non-intentionally) with his noticeable activities – short career as a boxer, taxi driver, women-serving-man, documentary director (‘Military Service?’)[kr]– and has turned from a young and brave boy to an eccentric man. Another performance of his in public on the 30th of September touched one of the most sensitive issues, protest against military service, and has led to many comments from netizens.

Many netizens analyze a series of his actions.

Kang Ui-seok: a man who would like to be Don Quixote

He was a brave student.

Of course, at that time there were people who harshly criticized him and thought him sly. In my case, I also had an experience that I forcefully had to attend religious activities at the mission school I had been. Observing him talking about his opinion with dignity, I thought that he was brave and had guts rather than that he tried to be noticeable.

He became Mr. Kang Ui-seok from student Kang Ui-seok.

He is an interesting person.

On the 30th of September which is a day before the Soldiers’ Day, red Kang Ui-seok appeared at Teheran-ro, Kangnam (one of the most crowded areas in Seoul-editor). He had a performance against military service. His performance was introduced to internet news services and there were opinions that some people explained why the army is necessary, some were not happy about his performance, and others even poured personal attacks against him. Kang Ui-seok said, “If everyone gives up guns, world peace is possible.” I agree with him. But the difference that I have from him is that we have make efforts to make such a world even though it is impossible in reality. Kan Ui-seok doesn’t agree with people like me who think it impossible. He demands a change to people that in order to have world peace we have to give up guns and get rid of armies. People can’t have the same thoughts and opinions. Therefore, we can take his idea as another idea “Right, some people can think that way.” However, I wish that his ‘demand’ doesn’t turn to ‘force.’

[…]

I don’t want to ‘teach’ him why the army is necessary. I don’t want to ‘force’ him to be patriotic. How he thinks is his freedom.

Alonso Quixano, a retired country gentleman in Spain, was obsessed with books of chivalry day and night. Due to his obsession, he couldn’t distinguish novels and reality. He called himself ‘Don Quixote’ in order to punish corruption and injustice and to help the abused and started travel with a skimpy horse, Rocinante. With a wild fancy, he makes a neighboring farm girl as his princess-love, Dulcinea. Dreaming of her, he practices asceticism in a mountain, has combats with crowds of sheeps, and treats passers as giants. His eccentricities contribute to him being regarded as a psycho. Regardless of the reality and conflicts, he doesn’t give up himself.

Looking at Kang Ui-seok, I thought about Don Quixote. I remember a student’s courage when he had a hunger strike by himself for freedom of religion, he led changes that students don’t have to forcefully take religious classes or activities and schools regulations changed. But it was appropriate at that time. A student who hung a picket on his neck at that time ran out on the street with a strange look with a whole red body. His behavior doesn’t look like a demand that looks for changes. It seems like objections for objections, distrust, dissatisfaction, and discontent. What he insists for world peace just looks like a fuss, “I don’t want to go through military service.” Of course, his actions don’t influence my life and he is not a person who can change the world with his action. As long as his actions and thought will not influence people in public, it is his freedom how he thinks and what he does. But I feel sorry that his vigorous energy and personality are not used in more progressive and positive ways.

He has fans for his courage to express what he thinks in public.

I am the same age with Kang Ui-seok. When I was in high school, I respected him for his hunger strike for freedom of religion and I reflected on what I am doing on the other hand. I don’t have the ability he has. Honestly speaking, I even didn’t think about those things, such as hunger strike and one person strike… It could be my excuses, but under a violent and forceful father, I just went to school without any complaints. Anyway, this time, he talks about military service. It is really difficult to talk about military service in the Republic of Korea. Especially the issue of whether military service is necessary or not is more sensitive. In my perspective, I compliment what he does. Military service should disappear. There are other alternatives in order to keep world order instead of armies. About North Korea and geographical circumstances, they are all excuses. We should abolish military service and instead of fears and anxieties that people might have we can give peace and hope. I don’t like to have discussions with people because these kinds of topics lead them to become emotional. They don’t look at this world with broader perspectives. They are imprisoned by ideologies, such as nationalism and patriotism, which a few people who have power and wealth created in order to control people without difficulty. However, emotion and reason, both of them impoverish people. Young men of the similar age of Kang Ui-seok are thinking about military service. Therefore, if someone says why Kang Ui-seok talks about military service in the age when he should have military service, I don’t know what to answer. This is like asking why secondary students cry out for the freedom of hair styles. They all have a common thing, “freedom.” Forcing me to go to the army is very violent. People don’t know because they’re already so used to it. Brainwashing the masses using fear was completely successful. Being sent to school, not letting people have freedom of length of hair, and being obliged to attend a specific religious service are all violence. That means that they basically don’t treat me as a human. Kang Ui-seok has been against this violence from high school until now. His argument is consistent and he practices at the same time. Therefore, I respect him. When you emphasize freedom, you also have to consider the responsibility. That’s what people like. I agree. However, at the same time, people like to misuse it. They usually emphasize “responsibility” more. Basically, people are guaranteed to have freedom. Freedom is prior. Then the next part is individuals’ freedom. I am opposed to military service. They bind freedom and force responsibility. Why do we have to talk about responsibility to the person who cries for the abolishment of military service? Talking about this issue is not easy, but Kang Ui-seok shows how to speak out. He is my model. I don’t know what he will do tomorrow, but I expect that what he does can give lessons to the ignorant masses.

His continual noticeable activities in public make him regarded as a serious exhibitionist among some of his classmates [kr] at Seoul National University and others.

[…]Honestly speaking, even though I criticize him, he’s already a celebrity in society. He will succeed whatever he does. In addition, I heard that he would consider stepping into politics in the future. His name is already known in the whole country and therefore it would not be difficult for him to be the second Hong Jung Ook [kr]. I know even though I put my opinions and perspectives on him so many times, it is not necessary. However, as a person in this society, I would like to warn society that a person like him, selfish and opportunistic, grabbed ‘success’ here.

Realfactory shares his opinion of why his behavior is negatively shown to public.

Many people pay attention to Kang Ui-seok. And more people put him on the cutting board. And more people dislike him. How come? He was the victim of strong conservative religion one time and was regarded as a pure fighter. But why not anymore? The answer is simple.

He behaves frivolously.

Virtue in Korean society is being ‘modest.’ The people who do what they do in silence are loved, but being noticeable and being out of norms are regarded as very prohibitive behaviors. Of course there are people who are pleasantly noticeable, but those have techniques. People who don’t have those skills would be better to appropriately follow what other people do. Kang Ui-seok is a person who likes to be noticeable, but who doesn’t know how to decorate himself well. In addition, his talk is faster than his action. He said that he will start boxing and will be the world champion, but he didn’t even fight one match and gave up. It didn’t look good. At that time, there was no big response because he was getting forgotten. This time he talked about Park Tae Hwan (gold medalist at the Beijing Olympics) regarding military service on his blog. He got so much attention and was criticized a lot. […] proposal to a girl to ask to be his girl friend in public, being a taxi driver for a month, being a serving man for a week, the challenge to be a boxer and giving-in, and a letter to Park Tae Hwan about military service. I don’t know how sincere he is and don’t take his acting that doesn’t think about social influence and his easy talk seriously. He already learned what media means, but he still doesn’t care. He does what he wants to do and irresponsibly looks on it without any excuse. And it gets worse for society as well as for himself. While what he does doesn’t look good, I also question why we don’t have to look at it as so bad. Anyway, he is still in his early twenties. He is at the age that he can be carried away by ill-advised bravery and talks about what he does with his friends. Do we have to bite him so hard? I am rather disappointed with media. I even don’t wish the media to focus on more important issues rather than this kind sensational news anymore.[…] As a matter of fact, Kang Ui-seok and media resemble each other. Both of them don’t think about aftermaths and just want to be noticeable. They have the strong arguments based on little evidence. However, the influence of the media is stronger and they have experiences. They know how they have to deal with issues without receiving blames. Maybe we ourselves might be important sponsors to wait for sensational issues from media. I feel sorry for Kang Ui-seok. Even though I don’t like him, I feel sorry for him.

While Iranian president, Mahmoud Ahmadinjad, addressed the U.N. General Assembly on Tuesday declaring that “the American empire” and “Zionist regime” [Israel] are nearing collapse, pro-democracy Iranians and 3,000 people mobilized by a coalition of mostly Jewish groups, protested against Ahmadinejad's threats toward Israel and Iran's human rights record.

Protesters erected these statues in front of the UN to protest against Ahmadinejad. Photo by David Shankbone.

Iranian bloggers, diverse as usual, published several posts about Ahmadinejad's visit to New York and his interviews with American media, such as CNN and Los Angles Times where he denied that there are any political prisoners in Iran, and conveyed message of peace to the USA.

Mojtaba Saminejad, a former jailed blogger who had been in prison for more than 20 months because of his writings, says [fa] the Iranian president, as usual, denied the facts and reality in his interviews, especially when he says there is no political prisoners in Iran.

This blogger writes:

Maybe Ahmadinejad is talking about another country… The President says that there are no political prisoners in Iran, but that there are many political prisoners in the USA. Denying this reality of all these political prisoners in Iran can only be a sign that the Islamic Republic knows it is violating human rights. If not, there is no need to talk about the USA when questions are being asked about Iran.

NikAhnag, a Canada-based Iranian cartoonist and blogger, has published a cartoon to show his feelings about Ahmadinejad's claim that, “there is absolute freedom in Iran.” In this cartoon while Ahmadinejad stands in front of cameras, a guy hanging over the edge of a cliff says, “[freedom just for dying].”

Latidan says [fa] that once again Ahmadinejad has attacked Israel condemning it in support of Palestinians but the question is where were the Muslims and Palestinians when he was in New York? The blogger writes that the irony is that the only group that demonstrated to support the Iranian president, were some anti-Zionist fervently Orthodox Jews.

The blogger asks where are our Palestinians brothers and sisters that we pay this cost for?

Sharokh writes [fa]:

I was excited when I learned that Larry King from CNN would interview Ahmadinejad and I hoped he would challenge him. But I was disappointed when I watched the interview. Larry King not only did not challenge Ahmadinejad, but by asking very ordinary questions, let him to use the program as a platform to talk about the destruction of Israel and preach about freedom… Larry King showed that he does not know Iran.

Haji Washington says [fa]:

Larry King was not ready for this interview, and Ahmadinejad showed he has made a lot of progress in answering questions. It does not mean that I agree with whatever he said, but the way that he replied was more rational… Ahmadinejad's position among Muslims and Arabs became more strong after this interview.

Amir Hosein, an Islamist blogger in Iran writes [fa] that he wishes that Ayatollah Khomeini was alive to see how Ahmadinejad in the USA shouted that America is on the edge of collapse.
