				<content:encoded><![CDATA[<p>The citizen initiative <a href="https://www.facebook.com/14Millones?fref=ts">&#8220;14 million- Life, family and liberty&#8221;</a>&#8221; [es], which opposes the free distribution of the day-after pill and other forms of family planning policy, has caused controversy among Ecuadorians.</p>
<p>Those involved in this initiative say that parents&#8217; right to choose education for their children according to their values and principles has been ignored. They also denounce the intention to introduce laws that threaten the definition of marriage between men and women, changing the word &#8220;sex&#8221; with &#8220;gender&#8221; in citizen identification cards.</p>
<p>The group names these and other points in a <a href="http://www.youtube.com/channel/UC1Io2rVwkKX57C_8QhPo2Bw?feature=watch">video</a> [es] inviting citizens to participate in a &#8220;great gathering for family, life and liberty.&#8221; The gathering took place on May 19, 2013 in the cities of Quito, Santo Domingo y Guayaquil. The YouTube channel <a href="http://www.youtube.com/channel/UC1Io2rVwkKX57C_8QhPo2Bw?feature=watch">Fourteen million</a> [es] shared the video:</p>
<p style="text-align: center;"><iframe width="500" height="281" src="http://www.youtube.com/embed/UBRCBUlIq-o?feature=oembed" frameborder="0" allowfullscreen></iframe></p>
<p>On May 18, President Rafael Correa rejected the actions of the &#8220;14 million&#8221; movement. <a href="http://www.eltiempo.com.ec/noticias-cuenca/121824-correa-rechaza-campaa-a-contra-pola-tica-de-planificacia-n-familiar/">The newspaper El Tiempo [The Times]</a> [es] published some of Correa&#39;s declarations:</p>
<blockquote><p>&#8220;No es verdad, como pretenden hacer creer estos señores, que a un niño de doce años se le regalan anticonceptivos. Esa es una mentira monstruosa&#8221; y de &#8220;mala fe&#8221;, enfatizó Correa, un mandatario de izquierda que también se declara &#8220;católico practicante&#8221;.</p>
<p>Señaló que el grupo &#8220;14 millones&#8221;, que es la cifra redonda de habitantes en Ecuador, &#8220;no tiene personería (validez) jurídica&#8221; y dijo sospechar que detrás de ella &#8220;están todos los opositores al Gobierno&#8221;.</p></blockquote>
<blockquote class="translation"><p>&#8220;It is not true, as these people want to make you believe, that a 12-year-old child will be given birth control. It is a monstrous lie&#8221; and in &#8220;bad faith,&#8221; emphasized Correa, a leftist who describes himself as a &#8220;practicing Catholic.&#8221;</p>
<p>He stated that the &#8220;14 million&#8221; group, which refers to the the approximate number of people in Ecuador, &#8220;does not have an official, valid status&#8221; and said he suspected that &#8220;those who oppose the government are behind it.&#8221;</p></blockquote>
<p>Isabel Maria Salazar, national director of the &#8220;14 million&#8221; movement, said in an interview for the <a href="http://youtu.be/Se5JHVp5cz4">Ecuavisa channel </a> [es] that they are not in favor of or opposed to any political party:</p>
<blockquote><p>&#8220;Nosotros somos una auténtica iniciativa ciudadana donde estamos varones, mujeres, jóvenes. No queremos que esto se vea como una manifestación a favor o en contra de determinadas posiciones políticas, más bien estamos preocupados porque se le ha dejado a la familia de lado en varios proyectos de educación, y también en aquello que corresponde a la salud.&#8221;</p></blockquote>
<blockquote class="translation"><p>&#8220;We are an authentic citizen initiative in which we are men, women and youth. We do not want to be seen as a manifestation in favor of or against determined political positions, but more so we are worried because family has been left to the side in various education projects and that also relates to health.&#8221;</p></blockquote>
<p>Salazar further showed her rejection of <a href="http://federacionmedicaecuatoriana.info/index.php/2013-01-10-04-24-32/nacionales/8-nacionales/86-ministerio-de-salud-de-ecuador-entregara-la-pastilla-del-dia-despues-de-forma-gratuita">the free distribution of the day-after pill</a> [es] without parental consent, stressing that according to <a href="http://biblioteca.espe.edu.ec/upload/2008.pdf">article 29</a> [es] of the constitution of Ecuador, parents have &#8220;the right to choose for their sons and daughters an education in line with their principles, beliefs and teaching methods.&#8221;</p>
<p>Days before the gathering, the group released a pamphlet featuring the stamps of the <a href="http://www.iglesiacatolica.ec/web/">Ecuadorian Episcopal Conference</a> [es], the <a href="http://www.arquidiocesisdequito.ec/">Archbishop of Quito</a> [es], the <a href="http://accionprovida.com.ec/">the Pro-Life Action Foundation</a> [es] and others.</p>
<p>However a letter signed by Mateo López, deputy secretary general of the Ecuadorian Episcopal Conference, later <a href="http://www.andes.info.ec/en/actualidad/ecuadorian-catholic-church-categorically-denies-supposed-support-14-million-movement.html">clarified</a> that &#8220;the use of the Ecuadorian Episcopal Conference stamp in &#39;14 million&#8217; movement materials has not been authorized by this conference and appears against its wishes, which were expressly communicated to the organizers.&#8221;</p>

<p>However, there also exists opposition to the movement, in part because they chose to call themselves &#8220;14 million,&#8221; the number of people in Ecuador, and many do not feel represented by the ideas of the group.</p>

		<title>In Wake of Brutal Murder, Questions About the Roots of Russian Homophobia</title>

		<description><![CDATA[Are Russia's members of parliament, who have fostered a climate of homophobia over the past year, to blame for a man tortured to death by drunk hooligans in Volgograd?]]></description>
				<content:encoded><![CDATA[<p>Over the past year RuNet Echo has covered the <a href="http://globalvoicesonline.org/2013/01/31/russian-teacher-briefly-fired-for-defending-lgbt-rights/">woes of the Russian LGBT community</a> [GV], specifically with regard to laws banning so-called &#8220;propaganda of homosexuality,&#8221; <a href="http://globalvoicesonline.org/2012/02/10/russia-anti-gay-propaganda-bill-passes-second-reading/">passed first by the city of St. Petersburg</a> [GV] and now being <a href="http://globalvoicesonline.org/2013/01/25/russian-parliament-confronts-next-threat-to-kids-homosexual-propaganda/">championed in the Russian parliament</a> [GV] by MPs Sergey Dorofeev and Elena Mizulina (the proposed bill is currently in its second &#8220;reading,&#8221; or amendment process).</p>
<p>It is unsurprising that this intolerant climate and increasingly hateful rhetoric would finally give rise to actual hate crimes. This is precisely the connection that many Russian bloggers made after learning that the three <a href="http://en.wikipedia.org/wiki/Volgograd">Volgograd </a>men who were arrested for brutally murdering their drinking companion, the 23 year old Vladislav Tornovoi, on the night following the May 9th Victory Day celebrations, apparently admitted that they did so because he told them he was gay. Boris Vishnevsky <a href="http://echo.msk.ru/blog/boris_vis/1071818-echo/">blogged </a>[ru] on the Echo Moskvy website:</p>
<blockquote><p>Убийц, хочется верить, накажут. А кто накажет их идейных вдохновителей? Который уже год абсолютно безнаказанно разжигающих в обществе (в том числе, с использованием парламентской трибуны) вражду и ненависть по признакам сексуальной ориентации? Принимающих безумные законы о запрете «пропаганды гомосексуализма»?</p></blockquote>
<blockquote class="translation"><p>I want to believe that the killers will be punished. But who will punish the ideological instigators? [Those who] for many years have, with impunity, (and with the use of a parliamentary pulpit) spread hate and enmity based on sexual orientation? [Those who] adopt insane laws banning &#8220;propaganda of homosexuality?&#8221;</p></blockquote>

<p>The homophobic motives for the murder are seemingly supported by the fact that after brutally beating Tornovoi the men undressed him and forced empty beer bottles into his rectum, leading the journalist Alexander Timofeevsky to <a href="https://www.facebook.com/timofeevsky/posts/4720310966977">comment </a>[ru] on his Facebook account:</p>
<blockquote><p>Интересно, понимают ли депутаты Госдумы, шумно, с пиаром моральной позициии принимающие сейчас закон против пропаганды гомосексуализма, что эти пивные бутылки &#8211; &#8220;две вошли полностью, а третья лишь частично&#8221; &#8211; подброшены, в сущности, ими?</p></blockquote>
<blockquote class="translation"><p>I wonder, do the State Duma deputies, who while noisily advertising their moral position are right now passing a law banning the propaganda of homosexuality, understand that these beer bottles &#8211; &#8220;two entered fully, and the third partially&#8221; &#8211; were basically given [to the murderers] by them?</p></blockquote>
<p>Others blamed the murder not on Russia&#39;s homophobic parliamentarians, but simply on the homophobia endemic to Russian society, according to one theory mainly as the result of a large former inmate population and the associated stigma of homosexuality. DemVybor&#39;s Deputy Chairman and prolific blogger Kirill Shulika <a href="http://echo.msk.ru/blog/viking_nord/1073038-echo/">wrote</a> [ru]:</p>
<blockquote><p>Гомофобия? Может быть, но только связана она с тем, что собутыльники этого гея сидели. В России вообще гомофобия связана с тем, что полстраны сидело или знает тех, кто сидел. [...] Гомофобия Мизулиной и Милонова имеет совсем другую цель. Она рассчитана как раз на активистов протестного движения [...] с целью отвлечения их внимания от реальных проблем.</p></blockquote>
<blockquote class="translation"><p>Homophobia? Maybe, but it is tied to the fact that the drinking buddies of this gay person were former inmates. In general, in Russia homophobia is tied to the fact that half the country has done time or knows someone who&#39;s done time. [...] Mizulina and [<em>St. Petersburg deputy and champion of the original bans on propaganda of homosexuality</em>] Milonov&#39;s homophobia has a completely different goal. It is geared towards activists of the protest movement with the goal of distracting them from real problems.</p></blockquote>
<p>A similar point was made by j<a href="https://www.facebook.com/donnerwort/posts/10201221094515146">ournalist Andrey Gromov</a> [ru], and publicist <a href="https://www.facebook.com/svyatenkov/posts/10201376789287558">Pavel Sviatenkov</a> [ru], who also blamed prison culture where homosexuality is widely practiced, and yet homosexuals are considered to be a lower caste. Because such conduct is often part of power relations in prison society, Sviatenkov says:</p>
<blockquote><p>С точки зрения блатной философии, позорно быть пассивным гомосексуалистом, «петухом». Зато активный гомосексуалист воспринимается как «настоящий пасан».</p></blockquote>
<blockquote class="translation"><p>From the point of view of criminal philosophy its is shameful to be a passive homosexual, a &#8220;rooster.&#8221; But an active homosexual is considered a &#8220;real man.&#8221;</p></blockquote>

<p>The question of what constitutes homosexuality was at the forefront of reporting on Tornovoi&#39;s death, especially after bloggers found his<a href="http://vk.com/id7111501"> VKontakte page</a> [ru]. Tornovoi appears to be a fairly regular guy, and a fan of the popular rap group Kasta, which led Anton Krasovsky, a TV personality who recently came out on television and was summarily dismissed from his position, to note that he was a &#8220;common <em>gopnik</em>&#8221; [in modern Russian the term <em><a href="http://ru.wikipedia.org/wiki/%D0%93%D0%BE%D0%BF%D0%BD%D0%B8%D0%BA%D0%B8">gopnik</a> </em>[ru], the etymology of which is contested, is closest to the British <a href="http://en.wikipedia.org/wiki/Chav"><em>chav</em> </a>in meaning]. Tornovoi&#39;s friends were also <a href="http://www.youtube.com/watch?feature=player_embedded&amp;v=toW2AIpcYiw">quick to jump to his &#8220;defense&#8221;</a> [ru] on YouTube, claiming that they &#8220;didn&#39;t notice&#8221; anything homosexual [ru] about him. In an <a href="http://publicpost.ru/theme/id/3792/ubiystvo_v_volgograde_seksualnaya_dezorientaciya/">article </a>[ru] published several days after the murder in the Echo Moskvy affiliated online newspaper Publicpost, these friends claimed that because Tornovoi &#8220;liked girls&#8221; and because he never had an erection while visiting the public baths with them, he simply could not be gay.</p>
<p>These claims were picked up on by nationalist/conservative blogger Natalia Kholmogorova, who <a href="http://nataly-hill.livejournal.com/1851043.html">insinuated</a> [ru] that it was the murderers who were gay:</p>
<blockquote><p>Несколько мужчин набрасываются на одного, имитируют извращенный половой акт с ним, совершают садистские манипуляции с его половыми органами (пардон за подробности), затем убивают. [...] Это не &#8220;гомофобы поймали и замучили бедного гея&#8221; &#8211; это группа садистов совершила над своей жертвой гомосексуальное насилие.</p></blockquote>
<blockquote class="translation"><p>Several men attack one, imitate a perverse sexual act with him, sadistically manipulate his sexual organs (sorry for the details), then kill him.  [...] This isn&#39;t &#8220;homophobes caught and tortured a poor gay&#8221; &#8211; it&#39;s a group of sadists who perpetrated homosexual violence on their victim.</p></blockquote>
<p>Regardless of such loopy, homophobic opinions, if Tornovoi was not actually gay, then his murderers had to have made up the fact that he told them that he was. This worries Alexander Timofeevsky, because it might mean that Russian homophobia is even worse than we thought:</p>
<blockquote><p>Это обозначает, что, на их взгляд, гомосексуальность жертвы является смягчающм, если не извиняющим, мотивом. Типа, пидаров убивать сам Бог велел. Вот и депутат Елена Мизулина, важная женщина из Москвы, по телевизору говорит, что им нет оправдания.</p></blockquote>
<blockquote class="translation"><p>This means that they think that homosexuality of a victim is a mitigating, if not exonerating, motive. As in, killing fags is the natural order of things. Look at deputy Elena Mizulina, an important woman from Moscow, who says on TV that their [the homosexuals'] behavior can&#39;t be excused.</p></blockquote>

				<content:encoded><![CDATA[<p>An attempt to hold Ukraine&#39;s first gay pride parade is meeting resistance from a member of the country&#39;s far-right All-Ukranian Union &#8220;Freedom&#8221; party who is organizing anti-equality events to coincide with the march on May 25, 2013.</p>
<p>A <a href="http://globalvoicesonline.org/2012/05/28/ukraine-homophobic-legal-initiatives-in-sync-with-public-attitudes/">previous attempt to organize a gay pride parade failed in May 2012</a>, when the event was cancelled shortly before it was to begin and one of its organizers, <a href="https://www.facebook.com/sheremet.svyatoslav">Svyatoslav Sheremet</a> [ru], was beaten by a group of masked men. Judging from the online reactions that began to appear as soon as the upcoming Equality March was <a href="http://kiev.pravda.com.ua/news/517f8682ca029/">announced</a> [uk] in the Ukrainian media at the end of April, things may not go very smoothly this year as well.</p>
<p>On Facebook, <a href="https://www.facebook.com/events/160950350738368/?ref=3">the pro-Equality March event</a> [uk, ru], created on April 30, has slightly over 120 users who have signed up to attend, whereas <a href="https://www.facebook.com/events/526984950691572/">one of the anti-March events</a> [uk, ru], created on May 10 by a member of one of the parliamentary opposition parties, already has 195 potential attendees.</p>

<p>The latter event &#8211; &#8220;Let&#39;s Stop &#8216;Gay Propaganda&#39;!&#8221; &#8211; is the initiative of Oleksandr Aronets, a Kyiv-based member of VO Svoboda (which, ironically, translates as <a href="http://en.wikipedia.org/wiki/All-Ukrainian_Union_%22Freedom%22">the All-Ukrainian Union &#8220;Freedom&#8221;</a>). This far-right party won over 10 percent of the vote in the <a href="http://en.wikipedia.org/wiki/Ukrainian_parliamentary_election,_2012">Oct. 28 election</a>, becoming the fourth largest political force represented in the Ukrainian Parliament, with 37 seats (a GV text about it <a href="http://globalvoicesonline.org/2012/10/31/far-right-party-performs-strongly-in-ukrainian-vote/">here</a>).</p>
<p>On April 30, Aronets began his anti-Equality March campaign with <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337">this Facebook post</a> [uk]:</p>
<blockquote><p>&#8220;The equality march in defense of the gays&#8221; will not take place in Kyiv! Very soon, Ukrainians will start preparing to resist the attempts to impose these perversions on us! Resistance will take place on all fronts, physical as well as intellectual! Politicians as well as public figures, writers, the clergy and ordinary Ukrainians will stand up against it, arriving from all over [Ukraine] to Kyiv to defend the traditional family values! Liberal fascism shall not pass! [...]</p></blockquote>
<p>Nearly two weeks later, the discussion of Aronets&#8217; post still continues. There are now over 700 comments, and while many of them are about the upcoming Equality March, there are plenty of those that address VO Svoboda&#39;s aggressively paternalist stance as well. Below is a small selection of these comments.</p>
<p>Ivan Spryn <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742403&amp;offset=400&amp;total_comments=458">wrote</a> [uk]:</p>
<blockquote><p>[...] Aren&#39;t you sick and tired of shouting slogans left and right? &#8220;Shall not pass!&#8221;, &#8220;liberal fascism!&#8221; [...] These constant cliches and slogans aren&#39;t doing you any good, but are instead equating you to the communists who never did anything but yell, &#8220;let&#39;s fulfill the five-year plan in three years!&#8221; It&#39;s time to outgrow demagoguery and start doing your job quietly.</p></blockquote>
<p>Igor Nezgodnyj <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742431&amp;offset=400&amp;total_comments=458">mentions</a> [uk] VO Svoboda&#39;s recent legislative initiative to ban abortions in Ukraine (GV text is <a href="http://globalvoicesonline.org/2013/04/29/ukrainian-lawmakers-propose-to-ban-abortions/">here</a>):</p>
<blockquote><p>I&#39;ve noticed one thing: the worse the situation in the country is, the more [VO Svoboda] is attacking women &#8211; proposing to send them to jail for seven years for abortions &#8211; as well as gays and lesbians and others &#8211; those who aren&#39;t as scary and dangerous as [President <a href="http://en.wikipedia.org/wiki/Viktor_Yanukovych">Viktor Yanukovych</a>]. [...]</p></blockquote>
<p>Andrew Gizhko <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742541&amp;offset=350&amp;total_comments=458">wrote</a> [uk]:</p>
<blockquote><p>One should defend family values in one&#39;s own family. If they are endangered by a peaceful gay rally, then they are not values, but an imitation [of values].</p></blockquote>
<p>Olena Skripka <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742630&amp;offset=300&amp;total_comments=458">wrote</a> [uk]:</p>
<blockquote><p>And why aren&#39;t you saving Ukrainians from drug addiction and alcoholism? Are gays really Ukraine&#39;s biggest problem?! And in general, are they a problem to anyone? Or you could at least come over [to these districts] to see how many young people are ruining their lives. [Instead], you act like thugs.</p></blockquote>

<blockquote><p>Ukraine faces many problems in various areas (medicine, economy, education), corruption and chaos are everywhere, and yet VO Svoboda has decided to fight the country&#39;s greatest evil &#8211; the gays&#8230; You didn&#39;t have to go to Parliament for that, let alone the fact that it&#39;s a violation of human rights.</p></blockquote>
<p>Aronets chose to <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742866&amp;offset=250&amp;total_comments=458">reply this</a> [uk] to Mamitko:</p>
<blockquote><p>[...] Propaganda of various perversions is a violation of human rights!</p></blockquote>
<p>Viktoriya Kozlova <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742886&amp;offset=250&amp;total_comments=458">attempted to reason</a> [uk] with Aronets, reminding him that he was making statements on behalf of the political party that many Ukrainians put their trust in last fall, and Aronets, in his turn, <a href="https://www.facebook.com/oleksandr.aronets/posts/592361224109337?comment_id=6742898&amp;offset=250&amp;total_comments=458">reminded her</a> [uk] that VO Svoboda had never been a gay-friendly force in the past:</p>
<blockquote><p>Viktoriya, where were you one, two or three years ago? Every year we put up resistance to perverts, and we aren&#39;t making a secret of it! So don&#39;t tell me that &#8220;some people put their trust in us&#8221;&#8230;</p></blockquote>
<p>Journalist Kateryna Avramchuk <a href="https://www.facebook.com/avramchuk/posts/10201113229492218">wrote this</a> [uk] about VO Svoboda&#39;s choice of opponents:</p>
<blockquote><p>Don&#39;t you think that the real perversion is when people like [President Yanukovych, First Vice PM <a href="http://en.wikipedia.org/wiki/Serhiy_Arbuzov">Serhiy Arbuzov</a> and PM <a href="http://en.wikipedia.org/wiki/Mykola_Azarov">Mykola Azarov</a>] are in power, and not homosexuality? You&#39;d be better off if you paid a visit to [Yanukovych at <a href="http://www.opendemocracy.net/od-russia/serhij-leschenko/yanukovych-luxury-residence-and-money-trail-that-leads-to-london">his Mezhyhirya residence</a>] and &#8220;put up resistance on all fronts&#8221; to that pervert who is hiding behind the fence there&#8230; [...]</p></blockquote>
<p>Aronets <a href="https://www.facebook.com/avramchuk/posts/10201113229492218?comment_id=6653776&amp;offset=0&amp;total_comments=17">replied</a> [uk] to Avramchuk, rehearsing the points he later elaborated on in the <a href="https://www.facebook.com/events/526984950691572/">lengthy manifesto</a> [uk] posted on the anti-Equality March event page:</p>
<blockquote><p>First, they&#39;ll &#8220;just take a walk,&#8221; the way it was in Europe, too&#8230;, then they&#39;d like us to give them the right to get married, then the right to adopt children, then they&#39;ll be setting churches on fire! (the way it was in Norway), and then they&#39;ll be filing criminal lawsuits, the way it happened with one priest who was reading the Bible&#8230; I don&#39;t know what will happen next, but I don&#39;t want them to &#8220;just take a walk&#8221; in Ukraine&#8230;</p></blockquote>
<p>Aronets&#8217; comments sound almost tolerant compared to some of what people write on the anti-Equality March event page. But since it&#39;s an open venue, peaceful voices are heard there as well every now and then. Olha Chayko <a href="https://www.facebook.com/events/526984950691572/permalink/527746360615431/">wrote this</a> [uk], for example:</p>
<blockquote><p>Why beat anyone? I&#39;ve always suspected that overly aggressive people, who condemn something [theatrically], definitely have something shameful about themselves to conceal&#8230; [And those tools that can be turned into improvised weapons would serve much better at summer houses in the countryside.]</p></blockquote>

<p>Finally, after ten long years, the legislator Luis Vega Ramos has filed a measure to clarify what for many people was clear since Law 54 was created: the protection of all victims of domestic violence, regardless of their sexual orientation, marital status and gender identity.</p></blockquote>

				<content:encoded><![CDATA[<p>&#8216;Ghost&#39;, a gay-friendly club in Dekwaneh, Matn, Lebanon, was raided by 12 policemen under the order of Antoine Chakhtoura, the municipality&#39;s head. Customers were reportedly bullied out of the club and four individuals were arrested in the incident which took place last month.</p>
<p>Later on, those four individuals were forced to undress and have their pictures taken. Among those was a transgender woman who was kept unnamed and was <a href="https://now.mmedia.me/lb/en/reportsfeatures/transgender-club-victim-speaks-out" target="_blank">quoted</a> by NOW Lebanon&#39;s Nadine Elali as saying:</p>
<blockquote><p>They hit me and pushed me around and insulted me by using derogatory terms like ‘faggot’ and ‘half-a-man,’ then they asked demeaning questions such as how much do I make per hour and whether I enjoy ‘sucking on it,’ then asked me to strip naked and then took photographs of me.</p></blockquote>
<p>Another one of the victims, a Syrian gay man, was interviewed by the Lebanese Broadcasting Corporation (LBC) in the following footage released by <a href="http://www.youtube.com/user/RaynbowMedia?feature=watch" target="_blank">Raynbow Lebanon</a> on YouTube.</p>
<blockquote><p>They were still insulting and cursing them. And they said, &#8216;so what if you do that stuff in Syria&#39;. Look at what Syria brings us&#39;. Then they started filming us and hitting my friend and me. They were about 5 hitting us.</p></blockquote>

<p>Lebanese and Arab netizens were quick to respond and condemn Chakhtoura&#39;s unlawful behavior.</p>
<p>Blogger &#8216;Aristophanes Jr&#8217; <a href="http://aristophanesjr.wordpress.com/2013/04/26/the-fortress/" target="_blank">wrote </a>a satiric piece entitled &#8220;The Fortress&#8221; and published it on his blog:</p>
<blockquote><p>The Mayor Knight had no shame in justifying his crime on national television. A clear violation of the constitution itself as many professionals in the field of law indicated. Will this crime pass unpunished ? Will the Knight be spared from the dungeons ?</p></blockquote>
<p>Blogger and Women&#39;s Health advocate Dr. Hasan Abdessamad jokingly <a href="http://habdessamad.com/2013/04/25/france/" target="_blank">begged </a>France to &#8216;re-colonize&#8217; Lebanon, citing the contrast between the French mandate-era law condemning sexual relations that are &#8220;contradicting the laws of nature&#8221; (Article 534 of the Lebanese Penal Code) and France&#39;s recent legalization of Gay marriage:</p>
<blockquote><p>The country that gave Lebanon’s Penal Code article 534 now gave all its citizens the right to marry.</p></blockquote>
<p>He also <a href="http://www.youtube.com/watch?feature=player_embedded&amp;v=hxng-_lUfCA" target="_blank">released </a>a video condemning the mayor&#39;s actions, calling them &#8220;a crime&#8221; and demanding legal repercussions. Furthermore, the Lebanese Medical Association for Sexual Health (LebMASH), of which he is a member, <a href="http://lebmash.wordpress.com/2013/04/28/dekabuse/" target="_blank">released</a> a statement condemning Mr Skakhtoura&#39;s raid.</p>
<blockquote><p>The Lebanese Medical Association for Sexual Health (LebMASH) strongly condemns the acts undertaken, based on orders from Mr. Shakhtoura, the Mayor of Dekwaneh on April 21st 2013.</p></blockquote>
<p>Beirut blogger Elie Wafi <a href="http://lejourun.blogspot.com/2013/04/may-it-never-happen-again.html" target="_blank">warns</a> against similar incidents in the near future:</p>
<blockquote><p>Shakhtoura and his minions aren&#39;t happy with what they saw. Gays all around. Kissing and holding hands. OMG! But above all what angered them is the sight of cross dressers, transsexuals and Syrians that walk on their two legs after 7 p.m. After 7 p.m., how could they?? Abomination!<br />
Mr Shakhtoura almost fainted, he ordered his minions to arrest these creatures. But this isn&#39;t over, the sex of these transsexuals needs to be determined. Enno chou hawde? Rjel aw chou? [Translation: What is this? A man or what?] The case cannot wait, Lebanon&#39;s reputation is at risk, especially of its fortress: Dikwene.</p>
<p>This is not the first time something like that happens and I fear it won&#39;t be the last.</p>
<p>But why? Well the answer is simple, we are a marginalized minority. Though we might not consider our sexual orientation as an identity but when you are persecuted because of that, it suddenly becomes one.</p></blockquote>

The closure came with the arrest of four individuals, among them a transgender person, who were taken to the police station in the police cars’ trucks, and subject to insulting and humiliating acts such as stripping them nude, taking pictures of them without their consent, and violate them verbally, physically, and even sexually.<br />
Knowing that your city is one of the proud cities of Australia, a country known for its tolerance and respect for Human Rights; we call upon you to act publicly and show support to the LGBTQ community in Lebanon.<br />
This is not the first time, and maybe won’t be the last time, such discriminating act might take place in Lebanon, where the road towards equal rights for the LGBT community is still ahead of us. Yet, we as a community would love to hear your support to our cause, and would appreciate any and all help you can give us.<br />

				<content:encoded><![CDATA[<p>The ‘Marriage for All’ bill approved by France on April 23, 2013, allows gay men and women the same rights to get married as heterosexuals. Several months of bitter debates broadcast by Francophone Africa media have brought the subject home to many African countries, leading to interesting reactions.</p>
<p>Several media outlets in Africa have already reported the case of two South African men who married each other in the &#8216;traditional&#8217; style:</p>

<p>However, in Francophone Africa, where homosexuality is still severely penalised in several countries, this event has not been copied.</p>
<p>In Abidjan, capital of Côte d’Ivoire, there has mostly been a jokey tone to comments. On Facebook <a href="https://www.facebook.com/permalink.php?story_fbid=549572171752793&amp;id=164944086882272">people joked</a> about the subject, making allusions to emigration by family regrouping:</p>
<blockquote><p>&#8220;Le Mariage pour tous voté à Paris; Enjaillement [réjouissance] dans certaines rues de Babi. Djo le frère Madou peut venir marier [épouser] son frère ABLO et partir avec lui à Bengue, le frère DIGBEU peut venir épouser son ami SERI et PARIS est gagné&#8230;</p></blockquote>
<div class="translation">Marriage for all voted in by Paris, rejoicing in some streets of Babi. Djo the Madou brother can marry his ABLO brother and leave with him for Bengue, the DIGBEU brother can marry his SERI friend and Paris is won&#8230;</div>
<p>The Côte d’Ivoire is one of the few countries in the region which does not penalise homosexuality. In a short film on YouTube, several Ivoirian internet users nonetheless underlined their fears and a showed a moderate point of view.</p>

<p>Some Ivoirians expressed their incomprehension of homosexuality and the possible consequences of the legalisation of gay marriage:</p>

<p>Gay people in Africa continue to be subject to violence and are sometimes even in <a href="http://globalvoicesonline.org/2013/01/09/gay-man-lynched-in-northern-cameroon/">danger of death</a>. Homosexuality is still against the law in nearly 40 African countries, the most aggressively so being <a href="http://globalvoicesonline.org/2012/02/16/uganda-the-anti-gay-bill-that-wont-go-away/">Uganda</a> and <a href="http://globalvoicesonline.org/2012/02/24/liberia-kill-the-gays-bill-spreading/">Liberia</a>.</p>

				<content:encoded><![CDATA[<p>South Korean conservative groups are mounting a fierce resistance to a proposed anti-discrimination law in South Korea that would <a href="http://ko.wikipedia.org/wiki/%EB%8C%80%ED%95%9C%EB%AF%BC%EA%B5%AD_%EC%B0%A8%EB%B3%84%EA%B8%88%EC%A7%80%EB%B2%95">prohibit discrimination based on</a> based on religion, political ideology, or sexual orientation.</p>
<p>The comprehensive bill, which <a href="http://english.yonhapnews.co.kr/national/2013/02/05/47/0301000000AEN20130205011900315F.HTML">was drafted</a> after receiving recommendations from the United Nations Human Rights Council, <a href="http://english.yonhapnews.co.kr/national/2013/02/05/47/0301000000AEN20130205011900315F.HTML">was introduced to</a> the country&#39;s legislature early February 2013 and it is now pending review from the Legislation and Judiciary Committee-just a few steps away from becoming effective.</p>
<p>The possible legal changes it could bring include banning all forms of corporal punishment, toughening measures on sexual violence against children, and stepping up the monitoring of discrimination against migrant workers. However, the law still excludes any changes to the the controversial, anti-communist <a href="http://en.wikipedia.org/wiki/National_Security_Act_(South_Korea)">National Security Law</a> as well as the death sentence.</p>
<p>The country first attempted to pass anti-discrimination legislation in 2007 when the justice department suggested a similar law was needed. But <a href="http://www.hani.co.kr/arti/society/rights/582010.html">the bill was thwarted</a> [ko], with its clause prohibiting discrimination based on someone’s &#8220;education and medical record&#8221; being panned by corporations as &#8220;limiting corporate&#39;s free business activities&#8221; and Christian groups opposing the part protecting sexual minorities.</p>
<p>This latest incarnation of the law is attracting much of the same criticism. Christian groups threaten that the law can be used to support gay marriage.</p>
<p>Furthermore, right-wing groups interpret the part of the bill that defends freedom of political expression as &#8220;<a href="https://twitter.com/zdlteo/status/320858409052299264">handing power over to dangerous pro-North commie groups</a> [ko]&#8221; &#8212; a derogatory term the ruling conservative party falls back on when referring to liberal groups or South Koreans who are taking dovish stances on North Korea.</p>
<p>About <a href="http://t.co/4fdhfKmmSJ">200 groups</a> [ko] from political, educational, and civic sectors staged a protest in Seoul (a <a href="https://twitter.com/hankook113/status/320002749955727360/photo/1">photo</a> can be seen here) against the proposed law. The South Korean Presbyterian Coalition <a href="http://t.co/1krvlwqS3X">released a statement</a> [ko] claiming the law could create unnecessary conflicts between religions and interfere with the content of their sermons.</p>
<p>Young net users, however, have strongly defended the law and hit back at the conservative criticism online.</p>

<p>Many South Koreans on Twitter wrote that they were appalled at how vocal the opposition is. Some pointed out that opponents were exaggerating to maximize fear:</p>

				<content:encoded><![CDATA[<p>Uruguay has become the second Latin American country to <a href="http://www.bbc.co.uk/news/world-latin-america-22102740">legalize</a> same-sex marriage.</p>
<p>Lawmakers in Congress passed the bill, which defines marriage as “the permanent union between two people of the same or opposite sex,&#8221; by a wide margin on April 10, 2013, with 71 of 92 votes in favor. The country&#39;s upper house of the Senate approved the proposal <a href="http://globalvoicesonline.org/2013/04/03/uruguay-moves-towards-marriage-equality/">last week</a>.</p>
<p>President Jose Mujica, who has pushed for the bill, is expected to sign it into law in the next two weeks.</p>
<p>Uruguay is now the 12th country in the world to approve same-sex marriage and the second in the region after Argentina, which <a href="http://www.nytimes.com/2010/07/16/world/americas/16argentina.html?_r=0">legalized</a> it in 2010.</p>
<p>Supporters gathered inside and outside the legislative palace to celebrate. Journalist Fabian Cardozo shared a picture of crowds cheering after the vote:</p>

El Espectador <a href="http://www.elespectador.com/noticias/elmundo/articulo-415147-iglesia-uruguaya-recuerda-palabras-del-papa-francisco-oponerse-m">reported</a> [es] that the Catholic Church in Uruguay argued that &#8220;the law is &#8216;a further setback&#8217; in a legal system that &#8216;has founded its existence&#8217; on the &#8216;respect and protection&#8217; of the family institution, a &#8216;constitutional basis of our society.&#8217;</p>

				<content:encoded><![CDATA[<p>A gay rights activist <a href="http://www.muvitv.com/?p=8346">was arrested</a> in Zambia after he appeared on live television arguing that the country, which criminalises homosexual acts, should respect same-sex relationships.</p>
<p>Police arrested Paul Kasonkomona on April 7, 2013 as he left the private Muvi TV studios after saying in an interview that gay rights were like any other form of human rights, to be respected at all cost. <a href="http://www.guardian.co.uk/world/2013/apr/09/zambian-gay-rights-activist-arrested">He was charged</a> the next day with &#8220;inciting the public to take part in indecent activities&#8221;.</p>
<p>Kasonkomona <a href="http://76crimes.com/2013/04/09/zambia-police-refuse-to-release-ailing-gay-rights-activist/">remains in police custody</a>, despite his supporters warning that the health of the HIV-positive activist could deteriorate in jail.</p>

<p>Same-sex sexual activity is illegal in Zambia, punishable by up to 14 years in prison. An overwhelming <a href="http://www.newstimeafrica.com/archives/11763">98 percent</a> of the country disapproves of homosexual behavior, according to 2010 Pew Research Center poll.</p>
<p>Kasonkomona&#39;s arrest came a week after four all-male couples, four Zambians and four foreigners, attempted to get married in the Zambian capital city of Lusaka.</p>

<p>The official in charge of the registry, Henry Kapata, told a local newspaper in a story <a href="http://www.zambianwatchdog.com/?p=55383&amp;cpage=1">republished</a> by citizen media website Zambian Watchdog:</p>
<blockquote><p>They were waiting on the queue and I didn’t know what they wanted until they entered my office. They were all men, dressed normally. [They told him point blank] We have come here specifically to register our marriages. […] I was shocked that such things can happen in Zambia. I told them that we don’t register gay marriages in Zambia. The Marriages Act Cap 50 of the Laws of Zambia and even the Constitution is very clear about that.</p></blockquote>
<p>The attempted marriages attracted condemnation throughout the country. Home Affairs Minister Edgar Lungu, acting president at the time of President Michael Sata’s visit to China, reiterated at a church function the government&#39;s position on homosexuality, <a title="saying" href="http://www.lusakatimes.com/2013/04/08/anybody-engaging-in-vices-like-gay-marriage-would-be-arrested-and-prosecuted-lungu/" target="_blank">saying</a>:</p>
<blockquote style="line-height: 18px;"><p>As a nation and government, we will not accept foreign misdemeanors because we have never known same marriages of man to man, or woman to woman and the bible does not allow. We would better remain poor as a nation than to accept some of these norms perpetuated by people with money who want to destroy our society.</p></blockquote>
<p>Church officials also balked at the men. Zambia is officially a Christian nation, according to its 1996 national constitution.</p>
<p>Reverend Pukuta Mwanza of the Evangelical Fellowship of Zambia called homosexuality an &#8220;inhuman and unnatural practice&#8221; and urged the government not to bend on its hardline position, <a href="http://www.zambianwatchdog.com/church-body-preaches-to-european-union-on-gay-support/">writing</a> in a letter to the country&#39;s head of delegation of the European Union:</p>
<blockquote><p>We urge our Zambian government not to succumb to your pressures in seeking to interfere with the internal affairs of our sovereign nation by promoting the so called ‘human’ rights that are contrary to our fundamental Christian values and our rich African and traditional beliefs and practices which abhor those practices you are seeking to promote.</p></blockquote>
<p>One reader on Lusaka Times website, The Only Living Jay, reminded the now ruling Patriotic Front government that it had a more open <a title="stand on homosexuality" href="http://globalvoicesonline.org/2011/03/21/zambia-opposition-leader-risks-his-political-neck-over-gays/" target="_blank">stand on homosexuality</a> when it was the opposition party before the 2011 elections, <a title="writing" href="http://www.lusakatimes.com/2013/04/08/anybody-engaging-in-vices-like-gay-marriage-would-be-arrested-and-prosecuted-lungu/#comment-1002593" target="_blank">writing</a>:</p>
<blockquote><p>When in oppozition, the PF waz accuzed of habouring homosexual ideaz in the meetingz they had with some Western Diplomats. It would be interesting to hear what the oppozition will say this time around. Human rights violation??<br />
This non-issue of homosexuality must be handled very carefully with a level-headed approach. To go on rampage arresting the so called gayz or pro-gay activists may have ghastly consequencez. Remember Zambia iz not an island. What exactly doez the constitution say or not say?</p></blockquote>
<p>Commenter Panda used an anti-gay slur while <a title="wrote" href="http://www.lusakatimes.com/2013/04/08/anybody-engaging-in-vices-like-gay-marriage-would-be-arrested-and-prosecuted-lungu/#comment-1002633" target="_blank">encouraging</a> Zambians not to give up their anti-homosexuality stance, even if it means losing out on aid from countries more accepting of the sexual orientation:</p>
<blockquote><p>Hon Lungu has spoken very well. Please country men and women, lets all unit and speak with one voice on this matter. These “homos” might go to the extent of withholding their aid (Like Obama promised) and we wil be suffer a few consequences in our hospitals, schools etc; but let us fight for what we as a nation want. Problem will come in when some people are prepared to bow th these “homos” for a bowl of soup.</p></blockquote>
<p>However, some Zambians have no problems with homosexuality. Commenter Mushota on Lusaka Times <a href="http://www.lusakatimes.com/2013/04/08/anybody-engaging-in-vices-like-gay-marriage-would-be-arrested-and-prosecuted-lungu/#comment-1002527">wondered</a> why anti-gay campaigners want to impose their religious beliefs on everybody else. The main argument that Zambians use against homosexuality is that God created a man and a woman:</p>
<blockquote><p>Mr Lungu [Home Affairs minister], Why victimise them the same argument can be made for homosexuals . Since the beliefs of religious conservatives (generally) are not their beliefs, doesn’t that violate homosexuals’ freedom of religion? We are all entitled to our own beliefs, but we should not expect everybody else to conform to them. Same sex marriage has no logical impact on the everyday lives of religious Zambians but You denying same sex couples the right to marry does have a direct impact on the everyday lives of homosexuals. Marriage may be a religious issue for many but the fact is, we also have civil marriage, which has absolutely nothing to do with religion. Religious groups and churches have every right to deny same sex marriage in their parish, but You have absolutely no right to deny it</p></blockquote>
<p>Another commenter writing on Zambia Watchdog<a href="http://www.zambianwatchdog.com/gay-rights-activist-arrested-from-muvi-tv-station/comment-page-1/#comments"> wrote</a> (the site does not have permanent links for individual comments):</p>
<blockquote><p>People are so quick to preach about what is right and wrong yet if we were to see the wrongs they have done, we would run away. Some people on this bolg [sic] have rapped [sic] children, men or women and yet they critisize [sic] gay people. Who is more wrong a child molester or a gay person who minds his or her own business. The bible says a lot of things such as thy shall not steal, thy shall not commit adultery, honour thy mother and father etc. Yes there is a right and wrong but who are we to say what is and what is not. [...] By the way I too have Gay friends like Mweemba and some not all, happen to be the nicest people you can ever meet. What they do in private should have nothing to do with how we perceive them.</p></blockquote>
<p>Reacting to a story about the police&#39;s refusal to release the activist, commenter Counselor <a href="http://www.zambianwatchdog.com/police-refuse-to-release-hiv-positive-gay-rights-activist/comment-page-2/">congratulated</a> him for his courage:</p>
<blockquote><p>very brave of you Mr Paul Kasonkomona… one day Gay Rights will be recognized even in Zambia and the whole world at large. Its takes more than bravery to come out as homosexual in African society.</p></blockquote>
<p>Hitting back at the church for its stand on homosexuality, blogger Miss Bwalya (<a href="https://twitter.com/missbwalya/status/321347985097248768">@missbwalya</a>) wrote on Twitter:</p>

<p>Another Twitter user, Lwanga Mwilu (<a href="https://twitter.com/lwangamwilu/status/321178550386434048">@lwangamwilu</a>), captured the polarization that goes on among Zambian netizens when discussing gay issues:</p>
