<p><a title="Chirapaq organization in Peru" href="http://www.chirapaq.org.pe/noticias/abierta-la-convocatoria-para-xi-festival-internacional-de-cine-indigena/">The Center for Indigenous Cultures in Peru </a>is promoting the festival through their blog, and this is how they summarize the event:</p>
<blockquote><p>Colombia será la sede del XI Festival Internacional de Cine y Video de los Pueblos indígenas a realizarse en Bogotá del 23 al 30 de septiembre y en Medellín del 03 al 06 de octubre del presente año. Con el lema “Por la Vida Imágenes de Resistencia”, el festival tiene como objetivo visibilizar la extinción de los pueblos indígenas, la violación del territorio y a sus sitios sagrados naturales, como un espacio de análisis de la crisis humanitaria que atraviesan los pueblos indígenas.</p></blockquote>
<div class="translation">Colombia will be hosting the XI International Film and Video Festival of Indigenous Peoples to take place in Bogota from the 23 to the 30 of September and in Medellin from 03 to 06 of October of the running year. With the theme &#8220;Images of Resistance for Life&#8221;, the festival has as an objective to visibilize the extinction of the indigenous peoples, the violation of the territory and their natural sacred places and as a space for analysis of the humanitarian crisis the indigenous people are going through.</div>

<p>Videos or films submitted to the Festival should have been made after January 1, 2010 and should not have previously participated in the International Festival of Film and Video of Indigenous Peoples. They should focus on the topics of child labor, ecology, education, history, indigenous medicine, identity, land and territory, political participation, rights of indigenous people&#39;s, women and worldview and they can be animation, docu-fiction, documentary, fiction, experimental video, music videos, video art, television programs. 		<description><![CDATA[Following the firebombing of of an 'alternative' and gay-friendly bar in Yerevan, the Armenian capital, LGBT and other civil society activists are concerned by the rise of nationalism and hate-speech in the country.]]></description>
			<content:encoded><![CDATA[<p>Following the <a href="http://globalvoicesonline.org/2012/05/09/armenia-alternative-bar-in-suspected-nationalist-arson-attack/">8 May firebombing of D.I.Y.</a>, a gay-friendly bar in Yerevan, the Armenian capital, events have taken an unexpected turn with the release of the suspected arsonists, Iranian-Armenian brothers Hampig and Mgrdich (Arame) Khapazyan. Believed part of a local Neo-Nazi group and caught on camera, one was released on bail of 1 million Armenian Drams (less than $2,600) and the other on guarantee that he will not leave the country.</p>
<p>Of concern to some observers, however, was that bail was posted by Artsvik Minasyan and Hrayr Karapetyan, two MPs from the Armenian Revolutionary Federation-Dashnaktsutyun (ARF-D). Moreover, fuelling worries about the <a href="http://globalvoicesonline.org/2012/03/05/armenia-nationalist-zombies-and-hitler-wannabes/">rise of nationalism in the country</a>, Minasyan was quoted by the local media as saying that the two brothers were &#8220;normal people,&#8221; had acted &#8220;in the right way in the context of societal &amp; national ideology,&#8221; and that one of the bar owners, Tsomak Oganesova, &#8220;destroys Armenian society.&#8221;</p>

<p>Unzipped: Gay Armenia <a href="http://gayarmenia.blogspot.com/2012/05/mps-of-arf-dashnaktsutyun-party-bail.html">was shocked</a>:</p>
<blockquote><p>Basically, Armenian MP of ARF Dashnaktsutyun party Artsvik Minasyan supports and encourages terrorism in Armenia. With such statement, he acted as a pure criminal. ARF Dashnaktsutyun party must explain what&#39;s going on or else I&#39;ll conclude they support terrorism too.</p>

<p>If ARF Dashnaktsutyun won&#39;t make clear statements distancing itself from its own MP, then truly this is a death of ARF Dashnaktsutyun as a political party and its transformation into a neo-nazi group that supports and encourages terrorism in Armenia. Needless to say, utterly homophobic too.</p>
<p>[&#8230;]</p>
<p>If ARF-affiliated groups and party members worldwide care about the reputation of their party, and - more importantly - the future of Armenia, they should speak up against homophobia. They should demand that ARF makes statement clearly disassociated from their MP’s statement. They should demand that disgraced MP Artsvik Minasyan resign.</p></blockquote>
<p>The blog also notes that a second attack occurred on 15 May and quotes one of its Facebook contacts.</p>
<blockquote><p>Hate crime, no public condemnation by authorities, more encouragement by an MP and now repetition of hate crime, do you see the cycle?</p></blockquote>

<blockquote><p>For the first time since moving to Armenia, I am afraid. Queer women are in the spotlight — an unfamiliar and not at all good place to be in. We perhaps have become used to being invisible here: we can hold hands in public and generally be more affectionate than men without experiencing stares and suspicious glances from passers-by. But now more than ever, it seems, we elicit the same contempt that has traditionally been reserved for gay men.</p>

<p>And, I hate myself for thinking this, but at times like these I can’t help but wonder why some of the more outspoken LGBT activists and queer allies had to raise their voices, draw attention to themselves/ourselves, wishing now that they lay low and not provoke other possible acts of violence. And I know I’m not the only one thinking this. Because now we’re in the spotlight and the wayward glances I get every day any way have taken on a whole new meaning.</p></blockquote>
<p>Ianyan updates its readers, <a href="http://www.ianyanmag.com/2012/05/15/armenia-in-wake-of-arson-attack-support-and-fear/">examining motives</a>:</p>
<blockquote><p>DIY, which bills itself as a bar for alternative thinkers, was frequented by many in Armenia’s gay community, a place considered a safe haven, free of judgment or discrimination. The violent act, which caused around $4,000 of damage according to well-informed sources, is being said to have been motivated by nationalistic and fascist ideology – the bar’s gay-friendly atmosphere as well as owner Tsomak Oganesova’s attendance at Istanbul’s Gay Pride Parade in neighboring Turkey have been cited as two key factors that have categorized the attack as a hate crime.</p>

<p>Nationalistic sentiments are common in the South Caucasus country, which is almost mono-ethnic and still reeling from the psychological effects of genocide and war. Its isolation, where borders with both Turkey and Azerbaijan are closed and distrust of much of what falls outside the realm of the status quo have been discussed as underlying reasons as to the rise of hate groups whose violent actions have left many fearful.</p></blockquote>
<p>Following the attack on D.I.Y. as well <a href="http://globalvoicesonline.org/2012/04/12/armenia-nationalist-threats-against-local-activist/">as on a local activist</a> engaged in peace building initiatives in the region, others are disturbed by recent events as well. Some NGOs, for example, have <a href="http://gayarmenia.blogspot.com/2012/05/statement-by-ngos-and-activists-re-neo.html">released a statement</a> [en, ar].</p>
<p>Meanwhile, in response to the firebombing, online civil society news site Civil.Net posts an open discussion on nationalism, xenophobia and human rights violations in Armenia. In Armenian with English subtitles, Ianyan summarized and <a href="http://www.ianyanmag.com/2012/05/15/armenia-in-wake-of-arson-attack-support-and-fear/">quoted parts</a>:</p>

			<content:encoded><![CDATA[<p>On May 11 Cihan Kirmizigul, an engineering student at the prestigious <a href="https://en.wikipedia.org/wiki/Galatasaray_University">Galatasaray University</a> in Istanbul, was sentenced to 11 years and 3 months in jail for firebombing a building - but many believe his only &#8220;crime&#8221; was wearing a Kurdish scarf in the vicinity of the attack.</p>
<p>The number of imprisoned Turkish <a href="http://www.hurriyetdailynews.com/default.aspx?pageid=438&#038;n=ipi-report-declares-turkey-world-leader-of-imprisoned-journalists-2011-04-08">journalists</a> and <a href="http://www.opendemocracy.net/firat-cengiz-lars-hoffmann/parliamentary-crisis-imprisoned-politicians-in-turkey">politicians</a> has doubled in the last few years, prompting strong reactions both locally and internationally. Kirmizigul&#39;s <a href="http://www.hurriyetdailynews.com/turkish-student-sentenced-to-11-years-in-poshu-scarf-case.aspx?PageID=238&#038;NID=20516&#038;NewsCatID=341">sentencing on May 11</a> was just the latest in a series of controversial cases. He was sentenced to <a href="http://www.todayszaman.com/news-280125-.html">11 years and 3 months</a> on charges of membership in the Kurdistan Workers’ Party (PKK), possession of explosives and causing damage to private buildings. However, in what has become known as the &#8220;scarf case&#8221;, it is widely believed that Kirmizigul just happened to be in the area wearing a Kurdish <a href="http://www.hurriyet.com.tr/english/lifestyle/10363095.asp">poşu</a> (keffiyeh or scarf).</p>
<p>On Twitter, reactions were immediate. Fatih Aker commented on the lack of evidence [tr]:</p>

<p>The Turkish judicial system has for some time been under the scrutiny of social media activists because of unfair court decisions. While a special &#8220;terror law&#8221; (separate from the usual criminal law) is terrorizing political dissidents, rapists and abusers are evading heavy punishment under the regular law. </p>
<p>Melis Tasan looks at the reason Kirmizigul was singled out by the police, which was the scarf he was wearing [tr]:</p>

<blockquote>Galatasaray Üniversitesi Endüstri Mühendisliği Bölümü öğrencisi Cihan Kırmızıgül, 22 aydır Tekirdağ F Tipi Cezaevi’nde tutuklu bulunmaktadır. Bir süpermarkete yönelik gerçekleştirilen Molotof kokteylli bir saldırıdan iki saat sonra, olay yerine yakın Kağıthane’de otobüs beklerken, saldırıya katılmış olduğuna dair hiçbir somut delil bulunmaksızın, zor kullanılarak gözaltına alınmıştır. <div class="translation">Galatasaray University industrial engineering student Cihan Kirmizigul has been in detention for 22 months (since February 20, 2010) at Tekirdag F-Type Prison. Two hours after a Molotov attack at a supermarket in the Kagithane neighborhood (in Istanbul), he was forcefully arrested while waiting for a bus at a bus stop  although there was no evidence for his involvement in the incident. The keffiyeh he was wearing that day, which is identified as a sign of the Kurdish movement by the police, is the sole reason and evidence for his arrest. He was then identified by a secret witness by his clothing, but that witness later retracted his statement. The initial prosecutor of the case who accepted that the evidence against Kirmizigul was weak was removed from his office after stating that.</div>
<p>While most wrote in support of Kirmizigul, some defended the state&#39;s stance. Hasan Ceylan tweeted [tr]:</p>

<div class="translation">A friend of mine with Circassian origins and Turkish nationality was extradited from Kurdistan for not wearing a keffiyeh. The case is in European Human Rights Court now.</div>

His professors at university started &#8220;<a href="http://www.ogrencimedokunma.org/" target="_blank">Öğrencime Dokunma Kampanyası</a>&#8221; [tr] (Don&#39;t Mess With Our Students campaign) under the leadership of Mehmet Karlı, research fellow at Galatasaray University. They have organized meetings and issued press statements throughout the trial. Upon the issuing of the court decision, the group immediately gathered at the courthouse where Mehmet Karlı <a href="http://www.radikal.com.tr/Radikal.aspx?aType=RadikalDetayV3&amp;ArticleID=1087673&amp;CategoryID=77" target="_blank">criticized the proceedings</a> [tr]: </p>

<div class="translation">They make fun of us. They play games with us. Cihan was previously released pending trial, and we were hopeful. We said maybe they&#39;d started to see the facts, but that hope unfortunately was part of a bigger plan. They thought we would let the issue go. We will continue our fight for justice, we are here. There is not one single piece of evidence against Cihan in the case file. There is not one single line against him. They are messing with the life of a young 22-year-old man.</div>
<p>The supporters of jailed students gathered in Taksim Square in Istanbul on the evening of May 11, to protest injustice against political prisoners.</p>

Many netizens have wondered whether his choice to flirt with the far-right wing of his electorate helped temper his defeat or whether, on the contrary, it was <a href="http://www.lexpress.fr/actualite/politique/jouanno-tacle-cope-et-la-strategie-de-sarkozy_1112297.html">one of the reasons his electorate deserted him</a> [fr].</p>
<p>Given <a href="http://www.guardian.co.uk/world/2010/sep/24/sweden-immigration-far-right-asylum">the apparent waning appetite of European voters for multiculturalism</a>, singling out immigration as the root of the global economic crisis has proven fruitful for far-right parties across the continent.</p>

<p>If this rhetoric sounds familiar, it&#39;s because it has affected the old continent, when in times of crisis, in a cyclical pattern for centuries. Valérie, on her blog &#39;Crêpe Georgette&#39;, recounted the <a href="http://www.crepegeorgette.com/2009/09/20/ca-sen-va-et-ca-revient/">chronology of perceptions on immigration in France</a> [fr] from the first half of the 19th century until today:</p>
<blockquote><p>S’il est une idée en vogue, c’est bien de penser que les anciennes vagues d’immigration (italiennes, polonaises, espagnoles, belges …) se sont parfaitement intégrées au contraire des vagues, plus récentes, maghrébines et africaines.<br />
Les anciennes vagues d’immigrés étaient travailleuses, ne posaient aucun problème et les français les ont d’ailleurs parfaitement acceptées, entend-on souvent.<br />
Constatons donc que les propos actuels sur les immigrés les plus récents ne sont qu’une répétition d’idées reçues anciennes et qui se sont exercées à l’encontre de toutes les communautés migrantes (qu’elles viennent de province ou de pays étrangers).</p></blockquote>
<div class="translation">If there is but one fashionable idea, it is the belief that the old immigration waves (from Italy, Poland, Spain, Belgium…) are now fully integrated in our society, as opposed to the more recent immigration waves from Maghreb and Africa.<br />
We often hear &#8220;the former immigration waves were related to labour, did not cause any issue, and were indeed perfectly accepted by the French.&#8221;<br />
Let us then recognise that current comments on the most recent immigration waves are the mere reiteration of old stereotypes which  all migrant communities have faced (whether they originated from the countryside or from foreign countries).</div>
<p>Valérie drew a parallel between allegations that Italian and Spanish immigrants did not and could not be integrated, and those against today&#39;s immigrants from Eastern Europe and Africa:</p>
<blockquote><p>Toutes les populations d’immigrés – mais aussi les populations pauvres de manière générale – sont vues au cours des siècles comme sales, non intégrées, se vautrant dans la luxure et des coutumes exotiques. Ce qu’on entend à l’heure actuelle sur les quartiers « islamisés », « envahis » de femmes en burqa avec 10 enfants n’est que la répétition, comme vous le constatez, de propos tenus sur toutes les vagues d’immigration précédentes. L’italien lui aussi fait une cuisine infâme, trop d’enfants et se vêt d’oripeaux. Le polonais se ridiculise avec son catholicisme particulier et à se tenir debout pendant la messe alors que le bon français est assis.</p></blockquote>
<div class="translation">All immigrant populations - but also the poor in general - have been deemed throughout the centuries to be dirty, non-integrated, indulging in lust and other exotic customs. As you may observe, what is said today about the &#8216;islamicised&#39; neighbourhoods, &#39;swamped&#39; with women wearing the burqa and their tens of children, is only repeating comments of all the previous waves of immigration. The Italian immigrant also cooks dreadful food, has too many children, and dresses in rags. The Polish immigrant is ridiculed for his peculiar brand of Catholicism and his habit of standing up throughout mass whereas proper French people remain seated.</div>
<p><strong>Economic downturn not the only reason </strong></p>
<p>Nevertheless, the economic downturn alone cannot explain the attractiveness of anti-immigration arguments. In an editorial on the future of multiculturalism in France, Julie Owono<a href="http://www.aljazeera.com/indepth/opinion/2012/04/20124291272157877.html"> highlighted that</a>:</p>
<blockquote><p>The reason for the growing worry over the future of Europe is not simply related to the crisis. Contrary to what some politicians were quick to explain on the evening of the first round, it seems that the French who gave their vote to extremism do not suffer that much from the immigration scourge. French <a href="http://dormirajamais.org/fn/" target="_blank">analysts</a> have found that, while the latter represents a major concern for 62 per cent of National Front voters, areas where the party has received a significant number of votes do not have a particularly high immigration rate.</p></blockquote>
<p><strong>A European phenomenon</strong></p>

<p>Politicians singing this weathered old tune against immigration are not limited to France. In Greece, the Neo-Nazi party known as <a href="http://globalvoicesonline.org/2012/05/06/greece-rise-of-neo-nazi-group-golden-dawn/">Golden Dawn took advantage of the country&#39;s economic difficulties</a> and broke through during the most recent general elections. In Great Britain, a commenter posting under the name James reacted to the fact that <a href="http://www.dailymail.co.uk/news/article-1355961/Nicolas-Sarkozy-joins-David-Cameron-Angela-Merkel-view-multiculturalism-failed.html#ixzz1uST3YYqK"> Cameron, Merkel, and Sarkozy declared the failure of multiculturalism</a> in Europe:</p>
<blockquote><p>She [Merkel] wanted People from richer nations to embrace and train poorer region folk! It hasn&#39;t worked, its cost us all billions and its getting more expensive year on year! Would you rather have a farmer from romania working in britain, claiming to be poor and sending all the money home to build a mansion! thats whats happening.</p></blockquote>
<p>Valérie said she is no longer surprised by recycling of anti-immigration rhetoric. She suggested in her blog some reading <a href="http://www.crepegeorgette.com/2009/09/20/ca-sen-va-et-ca-revient/">to open up the debate</a>:</p>

			<content:encoded><![CDATA[<p>At around 5.30am on 8 May, 2012, Yerevan&#39;s <a href="http://gayarmenia.blogspot.com/2011/09/yerevan-diaries-love-at-first-sight-diy.html">D.I.Y. bar</a> found itself the target of an arson attack. Popular among alternative types and widely known for its gay-friendly policy, it is suspected that nationalists, possibly part of a new Neo-Nazi group, were responsible.</p>
<p>However, allegedly because of the bar&#39;s reputation as one of the few spaces for women&#39;s rights activists and members of the local LGBT community to gather in, much of the local media failed to report on the incident. Instead, news was spread on Facebook and Twitter.</p>

<p>Closed-circuit television (CCTV) caught the attack on video.</p>

<p>Unzipped: Gay Armenia also <a href="http://gayarmenia.blogspot.fr/2012/05/hate-crime-diy-bar-in-armenia-capital.html">made a post</a>, noting how the attack coincided with Victory in Europe Day:</p>
<blockquote><p>On 8 May 2012 when countries in Europe, former Soviet Union and elsewhere started marking the anniversary of the end of World War II, Armenian neo-nazi elements decided to mark it with an attack towards the oasis of freedom in Yerevan, my favourite venue - DIY bar. A place, where all the alternative types feel at home. A place, welcoming free-spirited people, sub-cultures, experimental things. Gay friendly.</p>

<p>It took the police 12 hours (!) to finally show up and take the matters seriously. Good news is that thanks to CCTV image and insights provided by DIY owners and employees, at least 2 suspects have now been detained (at the time of writing this post).</p></blockquote>

<p>Ianyan <a href="http://www.ianyanmag.com/2012/05/08/armenia-yerevan-bar-set-on-fire-in-attack/">made specific mention</a> of a campaign to raise money to pay for repairs:</p>
<blockquote><p>DIY bar sustained heavy damage to its front half, where the bar was located. An air conditioner was completely melted, with the only thing that ironically stayed in tacked being a bottle of Kilikia beer, sources said. Though the fire was put out, police took around 12 hours to arrive at the scene, a move that is being criticized by supporters.</p>
<p>Supporters have been gathering at the bar for the majority of the day, making posters with slogans such as “Your bombs don’t affect us,” DIY – no to fascism” and “I am DIY. Other bar owners in the area have dropped by to share their condolences. Messages of support were also left on the group’s Facebook page. Boxes to collect funds in order to start rebuilding are also being distributed. The bar did not have insurance.</p></blockquote>

<p>Although many media outlets ignored the attack, some online outlets such as News.am and Lurer didn&#39;t. CivilNet also posted a video report which features an interview with LGBT and Women&#39;s Rights activist Tsomak Oga, one of the bars owners and the front woman for Pincet, a local Armenian Punk Rock band.</p>
<p><center><iframe width="500" height="281" src="http://www.youtube.com/embed/PvGtqaEqmhc?fs=1&#038;feature=oembed" frameborder="0" allowfullscreen></iframe></center>With two men identified on CCTV now in police custody, supporters are now closely following what happens next. However, even if the arson attack also put the lives of families living above the D.I.Y., some have also expressed doubts that they will receive adequate punishment for what the bar&#39;s supporters are already calling a hate crime.</p>
<p>Later the next day, in part organized on Facebook, clients and friends of the owners gathered to clean up and fund raise to repair damage currently estimated at around $4,000.</p>

<p>Surprising as it may be, the answer lies in the fact that the film has an all-black cast. French cinema is often pointed at for not fairly displaying all components of the country&#39;s multiethnic population. Although the recent success of the movie <a href="http://en.wikipedia.org/wiki/Intouchables">Les Intouchables</a>, which earned French African actor <a href="http://en.wikipedia.org/wiki/Omar_Sy">Omar Sy</a> the <a href="http://en.wikipedia.org/wiki/C%C3%A9sar_Award">Cesar award</a> for Best Actor in 2012, caused great pride and hope among French nationals from Africa and the Caribbean, it was not to be the turning point for a deep and lasting change.</p>

<p>Martinican blogger Bondamanjak is very cynical after this tainted victory, as he <a href="http://www.bondamanjak.com/index.php/france/societe/6660-ce-n-est-pas-avec-un-sy-qu-on-mettra-le-cinema-francais-en-bouteille.html"> explains</a> [fr] that Omar Sy&#39;s award nomination did not come all naturally, but was rather due to the great number of viewers in theaters.</p>
<blockquote><p>Et la France comme un seul homme oublie que Omar Sy ne figurait pas sur la liste des nominés aux Césars [&#8230;] Il a fallu que &#8216;Intouchables&#39; touche la barre des 19 000 000 d&#39;entrées que ça râle un peu beaucoup pour que ce flagrant délit de mauvais scénario soit reconnu par l&#39;immonde monde du cinéma français. Mais qu&#39;on se rassure, cette récompense n&#39;est qu&#39;une opportuniste goutte d&#39;eau dans un désert qui avance.</p></blockquote>
<div class="translation">And all French people as one man forget that Omar Sy was not initially shortlisted as a nominee for the Cesars [&#8230;] It was only when the &#8216;Intouchables&#39; reached 19 000 000 viewers in theaters, that people started calling out to the French movie industry about its indignant attitude, and that they acknowledged the wrong. However be sure that this award is only an opportunistic drop of water in a desert which keeps moving forward.</div>
<p><strong>How can racial profiling in cinema be explained?</strong></p>
<p>Martinican blog People Bo Kay reposts <a href="http://www.people-bokay.com/la-france-ne-veut-pas-de-couples-noirs-au-cinema/">a note published</a> [fr] on the <a href="http://www.facebook.com/profile.php?id=100001153449348&amp;ref=pymk#!/NegroNews://">Facebook page of Negro News</a>, entitled &#8220;France does not want all-black couples in movies&#8221;. This analysis, which has now gone viral, develops ideas about communalism and politics in France, which are supposed to explain the rejection of the movie.</p>
<blockquote><p>Il faut rappeler qu&#39;il y a dans l’État français, une stratégie socio-politique qui tend à prôner le métissage plutôt que la valorisation des communautés. Dans la comédie &#8216;Think like a Man&#39;, les couples noirs sont mis en avant.</p></blockquote>
<div class="translation">The French state has had a sociopolitical strategy which favors interracial relationships rather than valuing communities. In the comedy &#8216;Think like a Man&#39;, the focus is on black couples.</div>
<p>According to this note, the <em>other</em> explanation to the blocking of African-American films in France (despite their profitability) is that:</p>
<blockquote><p>À noter, les films de l&#39;acteur et producteur noir Tyler Perry ne sont jamais programmés dans les salles françaises ou alors ils sortent directement en DVD. Pourtant ce producteur a pour habitude de dominer le box-office américain avec des films comme &#8216;Why did I get Married&#39; et &#8220;For Colored Girls&#8221;. La société française dans toute son hypocrisie ne veut surtout pas diffuser des films de producteurs noirs qui gagnent des millions de dollars en faisant passer un message positif pour la diaspora africaine grâce à leurs films.</p></blockquote>
<div class="translation">Black actor and producer Tyler Perry&#39;s movies are never scheduled in any French movie theaters or are only released in DVDs, even though he has been used to leading the US box-office, as with &#8216;Why did I get Married&#39; and &#8216;For Colored Girls&#39;. The French society acts hypocritically, when it refuses to show movies from black producers who earn millions from conveying a positive message to the African diaspora through their films.</div>
<p>In the same vein, other French Afro-Caribbean netizens, like the collective of female bloggers at La Scandaleuse <a href="http://lascandaleuse.com/2012/04/26/une-comedie-avec-des-acteurs-noirs-ne-peut-etre-numero-1-du-box-office/">condemns</a> [fr] how some well-known French movie magazines and websites have openly underrated the movie and its cast:</p>
<blockquote><p>Première.fr ne comprend pas comment un film avec une majorité d’acteurs noirs peut-être premier du box office! Ne connaissant aucun acteur, ils se permettent alors d’écrire «cette comédie au pitch classique et sans tête d’affiche (le chanteur Chris Brown est le nom le plus connu du générique).» Faut il vous faire la filmographie de tous les acteurs ? Non car cela est votre travail !</p></blockquote>
<div class="translation">Première.fr does not understand how a movie with a mainly black cast could actually lead the box-office! Since they know none of the actors, they dare to write &#8216;this comedy has a conventional plot and no famous actors (singer Chris Brown is the best known in this cast).&#39; Should the readers make filmographies for all actors? No that&#39;s your job!</div>
<p>This lack of knowledge about African-American actors, even when they are world-famous, echoes, according to La Scandaleuse, a French trend:</p>
<blockquote><p>Mais peut-être que dans un pays comme la France où on a du mal à faire tourner des acteurs noirs, la surprise ne peut-être que grande face au succès de «Think Like a Man» ! Qui, d’ailleurs, n’est pas présenté comme un film afro par ses acteurs ni par son réalisateur, c’est un film universel, ce qui explique son succès au box office!</p></blockquote>
<div class="translation">Maybe in a country like France, where black actors hardly play in any movies, it is very surprising to understand the great success of &#8216;Think Like a Man&#39;! A movie, which is not presented as exclusively African-American, neither by the actors nor the director. It is a universal movie, which explains its success in the charts!</div>
<p>African diaspora-oriented Afrik.com <a href="http://www.afrik.com/article25524.html">weighs in by adding </a> [fr]:</p>
<blockquote><p>Si l’article de Première.fr semble certainement mal documenté, c’est avant tout un exemple parmi d’autres du refus des diffuseurs et du milieu du cinéma français de miser sur des films dans lesquels la majorité des acteurs sont noirs ou même de miser sur leur éventuel succès. Sous couvert de logiques économiques frileuses, ce «genre» de films, qu’ils soient américains ou français, n’existent quasiment pas dans les salles françaises.</p></blockquote>
<div class="translation">The article published on Première.fr most definitely suffers a lack of research. But it is above all an example, among others, of the refusal expressed by the French cinema industry to bank on movies where the cast is mainly black or to bank on their potential success. They hide behind a non-daring financial rationale to block these &#8216;types&#39; of movies, whether French or American, from French movie theaters.</div>

Group members try to persuade people not to vote for Greek neo-Nazi party Chrysi Avgi (Golden Dawn) in forthcoming May 6, 2012, General Greek elections. Sofia Ignatidou in a Guardian article <a href="http://www.guardian.co.uk/commentisfree/2012/may/03/golden-dawn-dark-day-greece-election">states</a> that &#8220;Greeks shouldn&#39;t let their despair drive them to supporting the dangerous and opportunistic far-right party&#8221;.</p>

		<description><![CDATA[The Supreme Court of Brazil has unanimously approved the adoption of racial quota policies in higher education institutions across the country. <p>On April 26, 2012, in a plenary session of the <a href="http://www.stf.jus.br/portal/principal/principal.asp" target="_blank">Supreme Court of Brazil</a>, the adoption of racial quota policies in higher education institutions across the country was unanimously approved. With this<a href="http://www.brasil.gov.br/noticias/arquivos/2012/04/26/cotas-raciais-sao-constitucionais-diz-stf " target="_blank"> approval</a>, universities, colleges and educational institutions are legally allowed to devote a specific percentage of places for students of African and/or indigenous origin.</p>
<p>The approval of the policy brings up again the <a href="http://globalvoicesonline.org/2011/11/29/brazil-census-black-mixed-population/" target="_blank">controversial debate</a> [en] on racial discrimination and racial inequality in the country, promoting important reflections and divided opinions.</p>

<p>The measure is a reflection of affirmative action policies being constitutional in the country since democratization in 1988. Diana Costa, on her blog, says that the &#8220;discriminatory process [that] affects people negatively are marked by stereotypes that consolidate them as socially inferior, incapable, degenerated, etc., allocating them in situations of sub-citizenship and civil risk.&#8221;</p>
<p>She also <a href="http://dianacostaeduhistoria.blogspot.pt/2012/04/acoes-afirmativas.html">explains</a> what affirmative actions are:</p>
<blockquote><p>É um conjunto de políticas que compreendem que, na prática, as pessoas não são tratadas igualmente e, consequentemente, não possuem as mesmas oportunidades, o que impede o acesso destas a locais de produção de conhecimento e de negociação de poder.</p></blockquote>
<div class="translation">It is a set of policies  that, in practice, say that people are not treated equally and therefore do not have the same opportunities, preventing them the access to the production of knowledge and power of negotiation.</div>
<p>The blog Religiões Afro Brasileiras e Política (Afro Brazilian Religions and Policy) <a href="http://religioesafroentrevistas.wordpress.com/2012/04/26/acao-afirmativa-de-bons-resultados-e-mais" target="_blank">says </a>that the result of affirmative action policies in the country through the quota system has already shown results of &#8220;a notorious growth in the proportion of graduated blacks and <em>pardos</em> [approximate translation: brown, coloured]&#8221;, between 1999-2009, according to IBGE data (Brazilian Institute of Geography and Statistics).</p>
<p>The University of Brasilia (UNB) was the first educational institution to adopt the measure when, in 2004, it started reserving 20% of its university places exclusively for blacks, and some other amount for Indians, without the entry requirement of taking the regular university exam. The Democrats Political Party (DEM) <a href="http://www.4shared.com/office/bO7lP3G4/Ao_do_DEM_contra_cotas_da_UNB_.html" target="_blank">started a lawsuit</a> against UNB in 2009 for considering the racial quota system a kind of racial court (to judge people&#39;s race by the colour of their skin). But since UNB adopted the measure, several other higher education institutions also started adopting the quota system.</p>
<p>To make the search process easier, the NGO Educafro provides on its website a <a href="http://www.educafro.org.br/cotas-mapa.html" target="_blank">complete list</a> of institutions offering quotas for public school students, black students, indigenous students or students with disabilities.</p>

<p>Many people celebrated the unanimous approval of the adoption of the quota policy. During the vote, the Supreme Court ministers themselves were very positive about the decision. According to Minister Joaquim Barbosa, the only black among those who voted, &#8220;these measures are intended not only to combat manifestations of blatant discrimination, but discrimination in fact, that is absolutely rooted in society, and so ingrained, people do not perceive it&#8221;, <a href="http://g1.globo.com/vestibular-e-educacao/noticia/2012/04/stf-decide-por-unanimidade-pela-constitucionalidade-das-cotas-raciais.html" target="_blank">reported</a> G1.</p>

<p>Journalist and teacher Jeso Carneiro also celebrated the decision. In his blog, he <a href="http://www.jesocarneiro.com.br/artigos/o-stf-as-cotas-raciais-e-a-luta-por-um-novo-brasil.html#.T6ClkhzULoh" target="_blank">said</a> that:</p>
<blockquote><p>O STF (&#8230;) honrou sua importante missão de defender a supremacia da Constituição. A decisão da corte máxima do país é uma vitória de toda a sociedade brasileira, especialmente do movimento negro, que, desde a década de 1980, vem defendendo com firmeza a aplicação de ações afirmativas para combater o racismo e a exclusão social dos negros neste país.</p></blockquote>
<div class="translation">The Supreme Court (&#8230;) honored its important mission of defending the supremacy of the Constitution. The top court&#39;s decision is a victory for the Brazilian society, especially the black movement, that since the 1980s, has advocated strongly in the use of affirmative action to combat racism and social exclusion of blacks in this country.</div>
<p>On Twitter, through the hashtag <a href="https://twitter.com/#!/search/%23cotassim">#CotasSim</a>, statements of support were intense.</p>
<p>Musician Sany Pitbull (‏<a href="https://twitter.com/#!/SanyPitbull/status/195529043850969090">@SanyPitbull</a>) wrote:</p>

Both challenges are urgent and need to be taken emphatically and simultaneously.&#8221;</p>
<p>The approval also generated racist statements. On April 29, a shop in front of the Federal University of Minas Gerais (UFMG) had a wall <a href="http://www.em.com.br/app/noticia/gerais/2012/05/01/interna_gerais,291928/decisao-do-stf-sobre-cotas-nas-universidades-divide-internautas.shtml" target="_blank">spray-painted</a> with the words: &#8220;UFMG will turn black.&#8221;</p>
<p>Blog Brasil Escola <a href="http://www.brasilescola.com/historia/democracia-racial.htm">explains</a> the importance of a better understanding of racism in Brazil for understanding affirmative action policies in the country:</p>
<blockquote><p>(&#8230;) a miscigenação não exclui os preconceitos. Nossa última constituição coloca a discriminação racial como um crime inafiançável. Entre nossas discussões proferimos, ao mesmo tempo, horror ao racismo e admitimos publicamente que o Brasil é um país racista. Tal contradição indica que nosso racismo é velado e, nem por isso, pulsante. Queremos ter um discurso sobre o negro, mas não vemos a urgência de algum tipo de mobilização a favor da resolução desse problema. Ultimamente, os sistemas de cotas e a criação de um ministério voltado para essa única questão demonstram o tamanho do nosso problema. Ainda aceitamos distinguir o negro do moreno, em uma aquarela de tons onde o último ocupa uma situação melhor que a do primeiro. From our discussions, we utter, at the same time, a horror of racism and admit publicly that Brazil is a racist country. This contradiction shows that our racism is veiled and, nevertheless, pulsating. We want to make a speech about the black, but do not see the urgency of some kind of mobilization for the resolution of this problem. Lately, quota systems and the creation of a single ministry to this issue shows the size of our problem. We still accept distinguish the black from the <em>moreno</em> [brown], in a scale of watercolour tones where the latter occupies a better situation than the prior one. Thus, we created the odd situation where &#8220;all others can be racist, except me, of course&#8230;&#8221;. This tells us that the scope of democracy is a subject as difficult and complex as our relationship with black people in Brazil.</div>
<p>The discussion will continue in the coming weeks since, besides this action, the Supreme Court is yet to decide the constitutionality of racial quotas when applied to a student who attended public school. It is worth noting that quotas are not mandatory - every educational institution may choose to adopt the policy or not. The University of São Paulo (USP), the largest higher education institution in Brazil, for example, does not use it.</p>

			<content:encoded><![CDATA[<p>In the wake of <a href="http://globalvoicesonline.org/specialcoverage/2011-special-coverage/southern-sudan-independence-referendum-2011/">the secession of South Sudan</a> from Sudan in July 2011 and <a href="http://en.wikipedia.org/wiki/Battle_of_Heglig">the recent clashes</a> between the two countries over the oil-rich region of Heglig, citizens of both Sudans found themselves in the middle of an ugly upheaval.</p>
<p>On April 29, 2012, the Twitterverse was filled with an atmosphere of union and solidarity between Twitter users from both countries. Inspired by late <a href="http://en.wikipedia.org/wiki/John_Garang">Dr. John Garang</a>’s vision for a “New Sudan”, they initiated the hashtag #newSUDANS and voiced their opinions, perceptions and hopes for two new democratic Sudans.</p>

<p><a href="http://www.indig-nacion.org/">Indig-Nación</a> [es], an affinity group related to the <a href="http://occupywallst.org/">Occupy Wall Street</a> (OWS) movement in New York City, is hoping to establish links with the Latino community in the United States and the Spanish-speaking world through the alternative media project with original content in Spanish also titled Indig-Nación (a play of words between indignation and nation). Indig-Nación has its own website and a newspaper that will be distributed in New York, the birthplace of the Occupy movement in the United States.</p>

<p style="text-align: left;">In a <a href="http://globalvoicesonline.org/2012/01/02/united-states-occupy-wall-street-also-speaks-spanish/">previous interview with Global Voices</a>, the translator for the Spanish edition of the Occupy Wall Street Journal – Mariné Pérez – explained that the idea for a Spanish newspaper with original articles was enthusiastically discussed during the First General Assembly of OWS. Finally, after various months of preparation, the first edition of the newspaper has now been distributed. This edition will serve to mobilise people to take part in the general strike planned for <a href="http://occupywallst.org/article/may-1st-coalition-unionize-legalize-organize/" target="_blank">May 1, 2012</a>.</p>
<p style="text-align: left;">We have interviewed <a href="http://nuevomuseo.wordpress.com/residencia/pasado/sofia-gallisa-muriente/">Sofía Gallisá Muriente</a>, an artist and activist from Puerto Rico and part of the editorial team of Indig-Nación, to speak about the launching of the media project.</p>
<p style="text-align: left;"><strong>Global Voices (GV): How did you get involved with Occupy Wall Street?</strong></p>

<blockquote><p><strong>Sofía Gallisá (SF):</strong> It is really strange. I was at a Manu Chao concert and I heard a group of activists talking and saw them climbing up one of the platforms to announce a protest inspired by the Arab spring and the angry protests taking place in Spain. They explained that now was the time for the United States, particularly in New York (being the international capital of world finance).</p>
<p>The protest took place on the 17th September, I arrived sceptical and cynical given my past experiences with other protests in the city but I hoped this time would be different. I camped out on the first night and I rapidly realised just how strong the movement was.</p></blockquote>
<p><strong>GV: People have criticised the “decentralised” nature of OWS, even those who are involved in the movement. What do you think about this?</strong></p>
<blockquote><p><strong>SG:</strong> Decentralization creates other problems and opportunities. The newspaper itself was structured in a decentralised fashion. This was because we were worried that there would not be original articles about topics pertinent to the movement, especially those written in Spanish; and given that traditional media is limited and manipulative we decided to act. We prefer to focus ourselves on our potential. If I see a shortage somewhere, I organise myself and others to meet this weakness. Decentralisation creates a system of auto-correction. These structures without hierarchies are not open to judge or to lay blame, but we form part of the solution.<br />

<p><strong>GV: In the post titled <a href="http://www.indig-nacion.org/somos-muchos/"> “Somos muchos”</a> [es] you react against the accusations made on the lack of Latinos in the OWS movement. You even go as far to suggest that “those that try to discredit the occupation frequently end up revealing their own prejudices when they try to identify us at first glance and associate ourselves with a simpleton’s view of Latino identity.” Could you elaborate on this?</strong></p>
<blockquote><p><strong>SG:</strong> The accusations keep coming until it becomes an insult. Who are legitimate Latinos? We know that the Latino community is a completely wide-ranging group of people, and it is this diversity that we see represented in the movement. We do not conform ourselves with the typical notions of what is “Latino.”</p></blockquote>

<p><strong>GV: We know that the Indig-Nación project was launched on the 14th April, what can people do to support it?</strong></p>
<blockquote><p><strong>SG:</strong> People wishing to collaborate with the project, with content, translations and/or art can get in contact via editors@indig-nacion.org. Those wishing to make a donation can do so by visiting our <a href="http://www.indig-nacion.org/donaciones/">portal</a>. The newspaper will be distributed throughout the Latino communities, in the marches and in other occupations taking place across the North East of the United States. It will also be available in PDF format on the Internet. The printing of this newspaper is very important as it is the perfect time to attract people to take part in the protests on May 1st.</p></blockquote>
<p><strong>GV: Why use the Internet? What networks would you like to establish?<img class="alignright size-medium wp-image-116949" title="MAYO_INDIGNACION OWS" src="http://es.globalvoicesonline.org/wp-content/uploads/2012/04/MAYO_INDIG-206x300.jpg" alt="" width="206" height="300" /></strong></p>
<blockquote><p><strong>SG:</strong>  We hope that Indig-Nación will help us to connect us with other blogspheres in Latin America and thus learn from other experiences of struggles. This is not the first crisis that has provoked protests and activism. We want to create new networks of communication and collaboration.</p></blockquote>
<p><strong>GV: How will you fund the next editions?</strong></p>
<blockquote><p><strong>SG:</strong> For the moment the project is being funded by collections and donations. We have non-profit 501(c)3 status backed by Occupied Media, so each donation is exempt from paying taxes. Also, we will continue holding events such as parties and campaigns like Indiegogo.</p></blockquote>
<p><strong>GV:  As well as publishing news pertinent to the current situation of immigrants and Latinos in the United States, are you also thinking about collaborating with activists in Latin America?</strong></p>
<blockquote><p><strong>SG:</strong> We know that this is not the first crisis that has caused protests and activism. One of the principle objectives of Indig-Nación is to draw connections between OWS and Latin America, using language and interesting designs that are accessible and creative. We hope that this project will serve as the beginning of collaboration with other blogspheres in Latin America and from there we will learn about other struggles.</p></blockquote>
