<p>In his video address available on <a href="http://www.dymovskiy.ru/">www.dymovskiy.ru</a> and YouTube (<a href="http://www.youtube.com/watch?v=2G3KbBfpg24&amp;feature=related" target="_blank">part I</a> and <a href="http://www.youtube.com/watch?v=2dJkMLxvulw" target="_blank">part II</a> [RUS]), Aleksey Dymovskiy is calm and meticulous. He talks about diminishing police honor, bribes, corruption and low pay that poison lives of many police officers in Russia.</p>
<blockquote><p>I think many people will understand me. I want to work but I am fed up with fictional plans when we are forced to investigate crimes that don’t exist. I am fed up with fictional plans when we are told that we need to imprison certain people. I am fed up with staged crimes designed to put some people in jail.</p></blockquote>
<p>Continuing with his revelations, Dymovskiy admits putting an innocent person in jail under the pressure from his supervisor:</p>
<blockquote><p>The director of the Department of Internal Affairs awarded me rank of a major, which I received in May, because I promised him to put an innocent person in jail. I’m not afraid to say that. I understand that it can be punishable. But it is the truth and I admit that.</p></blockquote>
<p>Dymovsky also appeals to Russian Prime Minister Vladimir Putin urging him to investigate those problems and put an end to the widespread corruption in the police.</p>
<p>The video hit a “viral” stage within hours after its publication with several hundreds of thousands of clicks on YouTube. It was widely covered by the Russian mainstream media and discussed on the countless blogs. It is one of the first examples when Russian citizens successfully deploy new media platform to draw attention of the government toward hot issues in the country.</p>
<p>The novelty of “citizen video addresses” in Russia is best indicated by a cautious comment from one of the most popular bloggers in the country <a href="http://dolboeb.livejournal.com/1696532.html" target="_blank">dolboeb</a>:</p>
<blockquote><p>A monologue with enormous force. I won’t be surprised if it turns out to be a viral marketing. The character is too out-of-this-word.</p></blockquote>
<p>Another blogger <a href="http://marchenk.livejournal.com/191686.html" target="_blank">marchenk</a> writes:</p>
<blockquote><p>None of us is an angel&#8230; I wouldn&#39;t admire him [Dymovskiy] as an honest policeman and the lover of the truth (he admits himself that he received the rank of major for putting an innocent person in jail). [&#8230;] However, sincere respect for bravery. There are honest police officers after all. Because of them, it makes sense to push forward police reforms.</p>
<p>I hope to God his publicity gives him protection and honest consideration of his situation.</p></blockquote>
<p>On Sunday, November 8, Rashid Nurgaliev, the Russian minister of internal affairs, announced the audit of police forces in Novorossiysk. Meanwhile, Dymovskiy has been fired “for libel and actions that damage the honor&#8221; of the police.</p>
<p>In his interview to Russian radio station <a href="http://www.echo.msk.ru/" target="_blank">&#8220;Ekho Moskvy,&#8221;</a> Dymovskiy said he had been followed and was considering sending his family to Moscow for security reasons.</p>

			<content:encoded><![CDATA[<p>Yandex.ru, Russian most popular search engine, announced on November 3 that it would close its blog ranking service <a href="http://blogs.yandex.ru/entries/">Yandex Blogs</a><a href="http://blogs.yandex.ru/entries/"> Top (YBT)</a> [RUS] by the end of the month. A spokesman for Yandex.ru said the reason for closure was that the blog rating &#8220;had become a specialized media platform.&#8221; Bloggers accused the company of giving in to political pressure from the Russian government.</p>
<p>Anton Volnukhin (aka Ya.blogs user<em> <a href="http://antonme.ya.ru/">Antonme</a></em>), a spokesman for Yandex.ru, wrote on <a href="http://clubs.ya.ru/company/replies.xml?item_no=20164&amp;ncrnd=1610">the company blog</a> [RUS]:</p>
<blockquote><p>We noticed that service, which had been initially created as a mirror, a reflection of the blogosphere, became an amplifier, a media tool. The effect of a positive feedback took place: many bloggers started to write, comment and include links with a purpose to &#8220;bring a post to the top.&#8221;</p>
<p>Just about everyone started to use this tool - from the disseminators of the links &#8220;please help collect money&#8221; to radicals of any kind. As a result, radicals of one kind started to accuse Yandex of helping radicals of another kind and vice versa. Journalists got into the habit of looking through the blog ranking, bringing posts to the top became a paid service and now the authorities perceive the ranking as <em>vox populi.<br />
</em></p>
<p><em></em>Transformation of the blog ranking  into a specialized media platform doesn&#39;t allow us to develop this service as a part of Yandex portal. We don&#39;t see any perspective to make it a mass service - and the development of Yandex is mainly focused on mass services. This is why we decided to stop supporting the service and, at the same time, simultaneously provide everyone with the technical ability to create their own ranking of popular blogs, their own version of the answer to the question &#8220;what do popular bloggers care about?&#8221; Similar rankings already exist on different sites of RuNet. We hope that the usage of data from Yandex Blog Search will create many similar services and will help everyone find a suitable ranking.</p></blockquote>
<p>Artemiy Lebedev (aka LJ-user <em><a href="http://tema.livejournal.com/">tema</a></em> [RUS]), one of the most influential and controversial personalities of RuNet, is the first who started using Yandex Blog Top RSS on <a href="http://www.artlebedev.ru/tools/blogs/">his Web site</a> [RUS]. Lebedev claimed that the ranking was shut down due to the reasons not mentioned in the official statement from Yandex:</p>
<blockquote><p>Well, to be short, Yandex got completely fed up with complains about the blog ranking which has always been the most crystal clear and honest rating in the world.</p>
<p>This is why rating will continue to exist on the Web site of Artemy Lebedev&#39;s Studio&#8230;</p>
<p>Because it is written in the studio charter that politicians and priests can f&#8230;k themselves, the director of the company will not hesitate to tell any politician or pries to f&#8230;k themselves.</p>
<p>First, let f&#8230;k themselves [&#8230;] anyone who is not OK with the fact that the ranking is created by a robot on the basis of objective parameters.</p></blockquote>
<p>The other version of Yandex Blog Top RSS also appeared on the site <a href="http://whoyougle.com/blogs/">Whoyougle</a> [RUS].</p>
<p>Yandex.ru has bigger audience than many cable TV-channels in Russian (<a href="http://stat.yandex.ru/">20 million visitors in September 2009</a> [RUS]). Bloggers used the popularity of the site to bring many controversial topics to the attention of the Russian audience by including links and adding comments to the posts. Some believe this led to political pressure resulting in the elimination of the blog ranking.</p>
<p>Habrahabr user<em> <a href="http://sse.habrahabr.ru/">SSE</a></em> [RUS] <a href="http://habrahabr.ru/company/yandex/blog/74175/#comment_2139359">claims</a> [RUS] that political pressure on Yandex wasn&#39;t a secret:</p>
<blockquote><p>It became known as early as in October that someone &#8220;at the top&#8221; wasn&#39;t very happy with the free ranking of alternative points of view.</p></blockquote>
<p>Andrey Malgin (aka LJ-user <em><a href="http://avmalgin.livejournal.com/">avmalgin</a></em>[RUS]) <a href="http://avmalgin.livejournal.com/1715381.html">explained</a> [RUS]:</p>
<blockquote><p>A pleasing picture that we saw in  TV newscasts was very different from the things that bloggers, especially politicized ones, were writing about. Now this has been ended&#8230;</p></blockquote>
<p>Roman Ivanov (aka LJ-user <em><a href="http://kukutz.livejournal.com/">kukutz</a></em> [RUS]), Yandex &#8220;chief Lulz officer&#8221; (Yandex virtual spokesman), <em><a href="http://altz-gamer.livejournal.com/548215.html?thread=1583735#t1583735">argues</a></em> [RUS] that the Yandex blog ranking did not attract a large audeince and had only 7 thousand visitors a day. At the same time, the amount Yandex Blog Search monthly visitors  in September 2009 was around <em><a href="http://stat.yandex.ru/stats.xml?ReportID=-225&amp;ProjectID=46">2,5 mln visitors in September 2009</a></em> [RUS] or 12,5 percent of the total monthly visitors of Yandex.ru. Many RuNet users strongly disagree with this statistics and claim that the blog ranking was much more popular than Yandex officially announced.</p>

<p>Yandex.ru dominates Russian search engine market. According to <em><a href="http://www.vedomosti.ru/newspaper/article/2009/10/26/217256">Vedomosti newspaper</a></em> [RUS], it is accouned for 54,5 percent of the Russian search traffic. In July 2009, <em><a href="http://www.comscore.com/Press_Events/Press_Releases/2009/8/Global_Search_Market_Draws_More_than_100_Billion_Searches_per_Month/(language)/eng-US">ComScore research</a></em> [ENG] stated that Yandex is among top 10 world&#39;s search engines with 1,5 percent of the world search traffic.</p>

			<content:encoded><![CDATA[<p>The <a href="http://www.kaieteurnewsonline.com/"><em>Kaieteur News</em></a>, one of Guyana&#39;s daily newspapers, is notorious for publishing explicit front-page photographs of crime scenes and murder victims, an editorial policy that has roused controversy in the past. But the gruesome photo and accompanying report that led <a href="http://www.kaieteurnewsonline.com/2009/10/31/">the paper&#39;s edition of Saturday 31 October</a>, 2009, triggered widespread outrage not at the <em>Kaieteur News</em> editors but at the Guyana Police Force:</p>
<blockquote><p>In what may be one of the worst cases of police brutality, ranks from the Leonora Police Station have been accused of setting a 14-year-old boy’s genitals alight while questioning him about the murder of former Region Three Vice Chairman, Ramnauth Bisram.</p>
<p><em>Kaieteur News</em> confirmed the report yesterday after obtaining graphic photographs of the severely burnt lad.<br />
The teen has been in custody since Tuesday and his parents, Doodnauth Jaikarran and Shirley Thomas, allege that ranks had them going from one police station to the next without disclosing his whereabouts&#8230;.</p>
<p>It is unclear whether the teen is still being considered a suspect or whether he has received any medical treatment for what appeared to be severe burns to his genitals, midriff and upper thighs.</p></blockquote>
<p>The photograph of the teenager&#39;s injuries was reproduced at several blogs and websites, including <a href="http://propagandapress.wordpress.com/2009/11/01/guyana-torture-update-police-burns-genitals-of-teenager/"><em>Propaganda Press</em></a> [<em>warning:</em><em> this link leads to a graphic image that some readers may find disturbing</em>].</p>
<p>Many Guyanese citizens, including bloggers, reacted with shock and anger. Attorney Gino Persaud <a href="http://ginopersaud.blogspot.com/2009/10/human-rights-violation.html">reported</a> in his blog <em>Freedom Under the Law</em> that he was one of two dozen lawyers at a &#8220;spontaneous gathering&#8221; who issued a public statement &#8220;to register their outrage at this latest atrocity&#8221;. After quoting relevant sections of the Guyana constitution, the attorneys stated:</p>
<blockquote><p>We the undersigned wish to condemn in the strongest possible terms the torture of a minor and for a matter of fact any other person while in custody by members of the Guyana Police Force.</p>
<p>We wish to record our unreserved condemnation of the Guyana Police Force of their refusal to permit the minor access to a legal advisor of his choice after his detention by the Guyana Police Force.</p></blockquote>
<p>Journalist Imran Khan also <a href="http://mediaimran.wordpress.com/2009/10/31/statement-by-guyanese-lawyers-on-torturedenial-of-constitutional-rights/">posted the lawyers&#39; statement</a> on his blog, and <a href="http://twitter.com/mediaimran/status/5325670453">proposed</a> that concerned Guyanese use <em>Twitter</em> and <em>Facebook</em> &#8220;<span><span>to keep the torture issue on the front burner&#8221;. On 1 November via <em>Twitter</em> (username: <a href="http://twitter.com/mediaimran"><em>mediaimran</em></a>), he issued <a href="http://twitter.com/mediaimran/status/5353225669">this plea</a>:</span></span></p>

<p><span><span>Other Guyanese used <em>Twitter</em> to share breaking news about the case, and information about other police brutality cases, introducing the <a href="http://twitter.com/#search?q=%23TortureInGuyana">#TortureInGuyana</a> hashtag. On the afternoon of 31 October, <em>Demerara Waves </em>(username: <a href="http://twitter.com/demwaves"><em>demwaves</em></a>) <a href="http://twitter.com/demwaves/status/5321197490">reported</a>: &#8220;</span></span>police call beating of man and setting ablaze genitals of 14 yr old &#8216;excessive use of force&#39;. two investigating ranks arrested for offence.&#8221; Imran Khan <a href="http://twitter.com/mediaimran/status/5366490405">noted</a> that &#8220;<span><span>This is not the first time a child has been allegedly tortured by police&#8221;, linking to <a href="http://churchroadman.blogspot.com/2009/11/allegations-about-police-torturing.html">a post</a> at the <em>Thoughts of a Minibus Traveller</em> blog which stated:</span></span></p>
<blockquote><p>This is the second report of a child being tortured while in police custody. There was another report in Region 6 of another child who had been brutalised in police custody and his lawyer had made several attempts to seek justice.</p>
<p>The condemnations of police brutality seem not to work when sections of the society believe that it is okay for the police to behave this way.</p></blockquote>
<p>Following the <em>Kaieteur News</em> report, the teenager was <a href="http://www.kaieteurnewsonline.com/2009/11/01/tortured-teen-taken-to-hospital-after-four-days-in-hell/">released from police custody</a> and taken to hospital for treatment. An <a href="http://www.stabroeknews.com/2009/stories/11/01/lawyers-and-human-rights-body-call-for-sanctions/">article</a> published in the <em>Stabroek News</em> on 1 November gathered dozens of readers&#39; comments. <em>Sand Hurst First</em> wrote:</p>
<blockquote><p>The government continues to say they do not condone torture yet still the citizens are crying out constantly of being tortured by either ranks of the Guyana Defense Force or the Police Force and nothing is and will be done to stop it.</p></blockquote>
<p><em>YouTube</em> user <em>arinton99</em> assembled press photographs to create a video montage called <a href="http://www.youtube.com/watch?v=Fn1URze7Gbs"><em>Torture of Teenager in Guyana</em></a> [<em>warning: this link leads to graphic images</em>], which includes a statement condemning Guyanese president <a href="http://en.wikipedia.org/wiki/Bharrat_Jagdeo">Bharrat Jagdeo</a>:</p>
<blockquote><p>The president of Guyana has always been silent on these issues. He calls it &#8220;ruffing up&#8221;. As you can see its more than that. Its called inhumane human right abuse. Jagdeo please stop the dictatorship of your rule</p></blockquote>
<p>On the morning of Monday 2 November, journalist Nazima Raghubir used <em>Twitter</em> (username: <a href="http://twitter.com/nazrag"><em>nazrag</em></a>) to report a press conference held by police commissioner Henry Greene. She <a href="http://twitter.com/nazrag/status/5362842517">began</a>: &#8220;Greene says that the entire Force is being castigated for what a few ranks did. (torture of boy)&#8221;; <a href="http://twitter.com/nazrag/status/5362935838">followed by</a> &#8220;<span><span>Commissioner Greene says police must have &#8216;good and sufficient reason&#39; to use violence against a prisoner.&#8221; Lloyda Garrett (username: <a href="http://twitter.com/Craziebutiful"><em>craziebutiful</em></a>) <a href="http://twitter.com/Craziebutiful/status/5363441653">responded</a>: &#8220;</span></span>Ask the commissioner if there have been other cases that can fit into #TortureInGuyana and give him an example&#8230;see what he says&#8221;. Michael Leonard (username: <em><a href="http://twitter.com/xcessi">xcessi</a></em>) also <a href="http://twitter.com/xcessi/status/5366092099">weighed in</a>: &#8220;<span><span>we need more than scapegoats&#8230;we need a reform of the entire police force.&#8221; He <a href="http://twitter.com/xcessi/status/5366109402">added</a>: &#8220;</span></span><span><span>these seemingly isolated incidents are part of a general breakdown of the structure and integrity of the force.&#8221;</span></span></p>
<p><span><span>Meanwhile, as news of the incident spread internationally, the <em>Barbados Underground</em> blog posted <a href="http://bajan.wordpress.com/2009/11/01/guyana-police-under-fire-for-brutal-torture-of-14-year-old/">a report</a> which elicited <a href="http://bajan.wordpress.com/2009/11/01/guyana-police-under-fire-for-brutal-torture-of-14-year-old/#comment-117931">this comment</a> from reader <em>Dictionary</em>:</span></span></p>
<blockquote><p>Horrible, and requiring serious intervention, serious enough that the government of Guyana should be called to publicly answer before the full <a href="http://en.wikipedia.org/wiki/Caribbean_Community">Caricom</a> heads of Government and/or the Caribbean Court of Justice&#8230;</p>
<p>Guyana’s police need to be publicly investigated and reformed from top to bottom, similar to Jamaica’s [and maybe others too]. A full formal regional commission needs to be empanelled to do this — the police systems in the region are similar enough that if there is that big of a hole in the Guyana system, we had better be concerned from Belize to Trinidad as well.</p>
<p>The power of the sword is given to government to defend the public civil peace with justice, not to torture 14 yo boys like this.</p></blockquote>

<p>Students for a Free Tibet, Bangladesh (SFTBD), the Bangladesh chapter of the <a href="http://en.wikipedia.org/wiki/Students_for_a_Free_Tibet">Students for a Free Tibet</a> organization, in partnership with <a href="http://www.drik.net/">Drik Bangladesh</a>, has organized a photography exhibition on Tibet named “<a href="http://www.facebook.com/event.php?eid=161859796607&#038;ref=mf">Into Exile | Tibet 1949-2009</a>” at Drik Gallery in Dhaka which was scheduled to start today and run for a week. <a href="http://en.wikipedia.org/wiki/Drik">Drik Bangladesh</a> is an internationally acclaimed photo agency which is led by renowned photo journalist and blogger Shahidul Alam. </p>
<p><em>Phayul.com</em> <a href="http://www.phayul.com/news/article.aspx?article=Tibet+exhibition+in+Bangladesh+to+go+on+despite+Chinese+pressure&#038;id=25846">reports</a> quoting a spokesperson from SFTBD:</p>
<blockquote><p>&#8220;On 29th October 2009, Qian Kaifu, Cultural Counselor, and Cao Yanhua, Cultural Attache, from the Embassy of the People&#39;s Republic of China in Bangladesh visited Dr Shahidul Alam to ask him to cancel the exhibition.&#8221; </p>
<p>“They brought Chinese gifts along with their request,” [..] </p></blockquote>
<p><em>Unheard Voice Blog</em> <a href="http://unheardvoice.net/blog/2009/10/31/threat-on-activists-for-free-tibet-continues/">reported</a> on 31st of October, 2009:</p>
<blockquote><p>It seems like China is surely paying attention. Tomorrow’s exhibition in Tibet seems to be in jeopardy with the organizers under serious pressure to cancel the event.</p>
<p>Yesterday a delegation from Chinese embassy came to meet the Shahidul Alam, director of Drik and ‘requested’ him to cancel the event.</p>
<p>An email from an activist reached us here: ‘They also wandered around Drik and asked employees number of questions….</p>
<p>Alam bhai told them not to advise him what to do on his own property. So the exhibition is going on, but we are expecting huge lines of dgfi (military intelligence) and what not on the opening day on Sunday.</p></blockquote>
<p>Not only was the exhibition targeted, but also the activists as the post elaborates:</p>
<blockquote><p>As of 6 pm tonight, Special Branch officers reached Drik under the operatives of a certain SI Mijan and demanded to know the name of the contact person for the exhibition. The movement leaders also previously reported various visits to the home of the activists over the past three weeks by the same SI.</p></blockquote>
<p><em>Shahidul Alam</em> posted <a href="http://twitter.com/shahidul/status/5312253581">this message</a> on Twitter:</p>
<blockquote><p>7:04 PM Oct 31st: khairul kabir and palash from special branch currently at Drik. want to know names of organisers of Tibet show. I&#39;ve refused to give it.</p></blockquote>
<p>And today (Sunday) the inevitable happened. <em>Shahidul Alam</em> <a href="http://twitter.com/shahidul/status/5334178050">tweeted</a> this afternoon:</p>
<blockquote><p>The heat is on. OC Shah Alam just phoned me again telling me to stop the show. Threatened to send police if we refuse.</p></blockquote>
<p><a href="http://bdnews24.com/details.php?id=146052&#038;cid=2">Later reports came in</a> that <a href="http://www.mediahelpingmedia.org/content/view/520/1/">police finally</a> prevented the event:</p>
<blockquote><p>An hour before the launch, scheduled for 5pm, police shut the gates preventing public from entering the gallery, said Drik authorities.</p>
<p>Drik managing director Shahidul Alam said Bangladesh Police Special Branch spoke with him and asked him to stop the exhibition citing a &#8220;government order&#8221;.</p>
<p>Alam said, although the police officers could not produce any document of the order, they threatened to shut down the show by force if the organisers did not do so willingly.</p></blockquote>
<p>Now let us learn about the turn of events from <em>Shahidul Alam&#39;s</em> <a href="http://www.shahidulnews.com/?p=6426.">blog post</a>:</p>
<blockquote><p>When Mr. Kaifu, instead of showing interest in our sole Chinese member Jessica Lim in the library, insisted that we find a quiet place to talk, I realized it was more than a courtesy call. </p>
<p>He got straight to the point. “We would like you to cancel the Tibet exhibition” he said. Reminding me that Tibet was a part of China, he went on to explain how the Bangladesh China relationship would be affected if the show went on. He also spoke of the many things we could do together, the exhibitions we could bring. About how such a famous organisation like Drik would find many partners in China. It seemed churlish to remind him that my recent application for a visa when I was to judge the TOPS photojournalism contest in China, had been rejected.</p>
<p>As politely as I could, I reminded Mr. Kaifu that ours was an independent gallery. I asked him how he felt he had the right to tell us, what we could show. I invited him to the show and assured him that he would be free to present his own opinion at the opening. We would be happy to show a Chinese exhibition, if the quality was right. He wanted to see the gallery and a colleague showed him around as I went back to the meeting.</p>
<p>It was evening before the phone call from the ministry of culture came in. “China was a friend, you mustn’t show pictures of Dalai Lama” the high ranking official went on. “No no we are not talking of censorship, but…” This was followed by some artist who spoke as if he was a friend. I couldn’t place either of the callers, though I could place the ministry official by his rank. I could see it was to be a multi-pronged attack.</p></blockquote>

<blockquote><p>The Special Branch do like me. They came to visit again. [..] The initial cordial conversation, turned sharp when I refused to divulge the contact details of the organizers. They reminded me of how it would become difficult for Drik to operate in the future if we didn’t take the side of the government. I reminded them that I was siding with the law. That the law applied to the police, was an unknown concept to Shah Alam.</p></blockquote>

<p><em>Rob Godden</em> at <a href="http://therightsexposureproject.com/2009/11/01/china-censors-beyond-its-borders-drik-exhibition-on-tibet-banned/">The Rights Exposure protest</a> writes: </p>
<blockquote><p>The Chinese government’s increasing interference into other states is a worrying trend. Not satisfied with running their own complex censorship system they are attempting to make it transnational. These tactics work best on small countries such as Bangladesh, or Nepal where I am now, and smacks of bullying. [..]</p>
<p>The Chinese government obviously thinks that it has jurisdiction over any content that relates to China where ever in the world it may be displayed. If pressure from the embassy does not work an unofficial cyber attack will be on its way.</p></blockquote>
<p>Bangladeshi netizens have already started protesting. <em>Habibullah Mizan</em> wrote in the <a href="http://www.facebook.com/event.php?eid=161859796607&#038;ref=mf">Facebook page of the event</a>:</p>
<blockquote><p>Are WE living in BANGLADESH or CHINA??? WHO runs our elected government??? WE or the CHINESE???? We can’t even allow any exhibition? Really shame, shame, shame.</p></blockquote>
<p><em>Shada Kalo Blog</em> is also not happy with the government&#39;s decision and asks it <a href="http://shadakalo.blogspot.com/2009/11/bangladeshs-sovereignty-and-china.html">to show a little spine</a>:</p>
<blockquote><p>Comrades, why are you kow-towing to China and repressing freedom of speech in Dhaka? Yes, I know the old jokes about it raining in Peking and opening umbrellas in Dhaka. But seriously, this was not a government sponsored event. The worst Beijing could have done if you said sorry, we can not intervene, was NOT sell you some more lead-tainted toys.</p>
<p>We thought you took an oath to protect and follow the constitution of Bangladesh first (which includes protecting the freedom of speech of its citizens), not the geopolitical aspirations of China when this really does not matter to Bangladesh.</p>

<p>This was the <a href="http://www.promedmail.org/pls/otn/f?p=2400:1001:57555::NO::F2400_P1001_BACK_PAGE,F2400_P1001_PUB_MAIL_ID:1000,79745">statement</a> of Philippine Heath Secretary Francisco Duque III who announced a Leptospirosis outbreak in the flood-affected areas of the Philippines. More than 30 towns are still submerged in <a href="http://globalvoicesonline.org/2009/09/27/philippines-worst-flooding-in-40-years/">floodwaters</a> one month after two strong typhoons hit the country’s capital and nearby provinces. </p>
<p>Leptospirosis is a bacterial infection affecting both humans and animals. It is acquired through direct contact with the urine of infected animals or by contact with a urine-contaminated environment such as floodwater, soil, and plants. The bacteria enter the body through broken skins, eyes, nose or mouth.</p>
<p>As of October 26, the Department of Health (DOH) has recorded a total of 2,158 cases including <a href="http://www.gmanews.tv/story/175737/foreign-experts-to-help-the-country-analyze-leptospirosis-cases">167 deaths</a>. Leptospirosis cases in Metro Manila have increased by as much as <a href="http://www.abs-cbnnews.com/lifestyle/10/13/09/leptospirosis-deaths-rise">174 percent</a> since last year. Leptospirosis cases reached its peak from October 14 to 19, with hospitals reporting up to <a href="http://www.gmanews.tv/story/175375/doh-eyes-tapping-private-hospitals-in-provinces-vs-lepto">350 cases a day</a>.</p>
<p>Health authorities believe that more than one million people in the provinces south of Metro Manila are at <a href="http://www.gmanews.tv/story/174803/doh-leptospirosis-spiking-in-metro-manila-kills-89">risk of exposure</a> to Leptospirosis, while 700,000 people are vulnerable in Metro Manila. </p>
<p>The government has <a href="http://www.doh.gov.ph/files/dm2009-0250.pdf">drafted</a> and distributed the <em>“Interim Guidelines on the Prevention of Leptospirosis through the Use of Prophylaxis in Areas affected by Floods”</em> to guide hospitals in areas vulnerable to Leptospirosis. Bloggers have started reposting relevant articles to inform readers about <a href="http://www.pinoytumblr.com/post/214493891/how-to-know-if-you-have-leptospirosis-please">detecting symptoms of Leptospirosis</a>. </p>
<p><em>Achieving Happiness</em> warns that aside from Leptospirosis, <a href="http://allecoallende.wordpress.com/2009/10/20/health-and-infrastructure-issues-in-the-wake-of-pepeng-and-ondoy/">other diseases are spreading</a> in flooded communities and even in evacuation centers. </p>
<blockquote><p>Imagine wading and swimming through polluted water. Then imagine your own children doing the same. It’s  horrible. It’s dangerous. And now people are sick.</p>
<p>Besides leptospirosis, there’s cholera and the whole gamut of respiratory diseases because of the terrible living conditions in the evacuation centers. Skin diseases also proliferate.</p></blockquote>
<p><em>The D Spot</em> hits the <a href="http://dine.racoma.com.ph/health/leptospirosis-a-silent-killer-on-the-loose-an-information-campaign/">delayed information drive</a> of the government about the danger of Leptospirosis. The blogger also emphasizes that Leptospirosis is more dangerous than AH1N1 </p>
<blockquote><p>A large number of patients that consulted and continue to consult the hospitals’ emergency rooms have already developed grave complications—liver, kidney and lung failure. And what does this signify? The illness is already in its late stage.</p>
<p>These complications of Leptospirosis are mostly preventable had these patients been advised properly to take prophylaxis or seek early consult. The sad part is that we have not seen any massive information from DOH or the local government when clearly, Leptospirosis is more deadly than AH1N1, not until lately when the newspapers and television have picked up the stories.</p>
<p>Unlike AH1N1 which made too much noise and controversy, Leptospirosis is an illness which nobody is treating seriously, especially here in the Philippines, probably because it is an old case.</p>
<p>People have suffered enough, losing kith and kin, damage to properties, leaving the scars of Ondoy and Pepeng for the rest of their lives. They should not lose their lives now and those of their remaining loved ones just because of poor information campaign.</p></blockquote>
<p><em>Surviving LUPUS</em> <a href="http://lupusurvivor.com/?p=2233">observes</a> that Leptospirosis cases went up because residents were forced to walk on flooded streets last month</p>

<blockquote><p>As for leptospirosis, avoiding flooded areas is key.</p>
<p>Wear protective clothing, gloves and footwear if you have an occupational or recreational risk for exposure to contaminated soil or water. Cover wounds with waterproof dressings.</p>
<p>In general, practice good general sanitation to control the rat population. Remove brush and trash from areas of human habitation and don’t leave food out, especially in parks. Avoid water that may be contaminated with animal urine as this is the primary means of transmitting Leptospira to humans.</p>
<p>Most of us are just being reactive now, but it pays if we practise preventive measures in the days to come.</p></blockquote>

			<content:encoded><![CDATA[<p>Two trains <a href="http://news.bbc.co.uk/2/hi/8324269.stm">collided</a> with each other in south Cairo, Egypt, killing at least 18 people. What followed was a cry for the Minister of Transportation to resign.  Bloggers reaction to the crash and the minister&#39;s resignation. </p>
<p>At<em> Egyptian Chronicles</em>, Zeinobia wrote <a href="http://egyptianchronicles.blogspot.com/2009/10/breaking-news-train-collision.html">here</a>:</p>
<div class="translation">It has just been announced that there was a train collision in 6th of October governorate. Two trains have collided in front of “Gazara” village at “Ayyat” district in 6th of October governorate tonight’s evening.<br />
Up till now the death toll is 15 and 40 have been injured , of course these are primary numbers. </div>
<p>She then updated her post adding the following notes:</p>

<li>It turned out that a buffalo was the reason of a coalition</li>

<li>[while this] disaster is that [severe, while] almost all Egyptian TV channels even the private one did not follow up the terrible accident as if they can&#39;t alert their holy schedule!</li>

<p>After the accident, it was obvious for the Egyptians that the Minister of Transportation has to resign. And <a href="http://shaltout62.maktoobblog.com/1615534/%D9%85%D9%86-%D8%A7%D9%84%D9%85%D8%AA%D8%B3%D8%A8%D8%A8-%D8%A8%D8%A7%D9%84%D8%AD%D8%A7%D8%AF%D8%AB-%D8%A7%D9%84%D8%A8%D9%82%D8%B1%D8%A9-%D8%A7%D9%85-%D8%A7%D9%84%D9%88%D8%B2%D9%8A%D8%B1%D8%9F/">even the governmental newspapers asked him to resign</a>. <em>Ahmed Shaltout</em> writes: </p>

<div class="translation">The editor-in-chief of Al-Jumhuria newspaper - Muhammad Ali Abrahim - attacked the Minister of Transportation and asked him to resign or else he has to be dismissed. An old argument that took place between the minister and the editor in chief is worth mentioning. Anyway, Ibrahim said: &#8220;Mohammad Mansour can create history despite his failure, if he decided to be the first minister in Egypt to admit his failure and chooses to resign. Mansour will be mentioned in the Egyptian political history as the first minister to resign after his failures, without being forced to do so. </div>
<p>He then wrote about the public service adverts that took place in Ramadan, and kept on attacking the Egyptian citizens as they are the ones who are careless, and destroy the Egyptian Railways Authority&#39;s assets.</p>

<div class="translation">During the holy month of Ramadan, we were haunted by the  Egyptian Railways Authority&#39;s advertisements that accuse us that we are the ones who destroy their assets, steal water taps, cut the seats, and eat and throw food on the floors of the trains.</div>
<p>People in blogs and <em>Twitter</em> too asked the Minister of Transportation - who is also known as Mansour Chevrolet, as he owns a company that is a Chevrolet importer and distributor - to resign: </p>

<div class="translation">As usual, people have been killed and wounded, but who is to be blamed?<br />
Is it the train driver who didn&#39;t send a signal after stopping his train, or is is someone else we don&#39;t know. Is it the buffalo that escaped from its owner and went to walk on the railroad or it is the buffalo&#39;s owner?</div>
<p>And at the end the minister decided to resign as expected. And <a href="http://egyptianchronicles.blogspot.com/2009/10/breaking-news-mohamed-mansour-resigns.html">some bloggers</a> believed that the Egyptian train accidents doesn&#39;t harm the trains passengers only, but also the Egyptian Transportation ministers are victims of their railways: </p>
<div class="translation">This may be - if I am not mistaken - the second, or the third ministerial resignation accepted by President Mubarak after the famous resignation of former interior minister Ahmed Rushdie and the resignation of Al-Damiary , the former minister of transportation following the terrible Upper Egypt train collision in 2002. It is second resignation for a minister of transportation in Mubarak&#39;s era in Egypt and strangely it is also the second resignation caused because of a train collision, it seems that trains are curse following the ministers of transportation in Egypt</div>

		<title>Honduras: The Beginning of the End of the Crisis?</title>

		<description><![CDATA[An agreement that would reinstate deposed Honduran President Manuel Zelaya back into a power-sharing government is now in the hands of Congress, which could approve the deal and which could mean the beginning of the end of this crisis.]]></description>
			<content:encoded><![CDATA[<p>The signing of the &#8220;<a href="http://docs.google.com/fileview?id=0B08-H8hU7cI_YjhhY2EzZWQtOGU4Zi00ZjQyLThjOGItNzlhNmQ2ODExMzYw&#038;hl=en">Guaymuras Dialogue Agreement of San José/Tegucigalpa [es]</a>&#8221; has opened the door to solving the crisis, which started on June 28, 2009 with the <a href="http://globalvoicesonline.org/2009/06/29/honduras-zelaya-arrested-and-removed-as-president/">ousting of President Manuel Zelaya</a>.  The teams representing Zelaya and interim President Roberto Micheletti signed the agreement on October 29, with the final backing of the United States, specifically the Sub-Secretary of Hemispheric Affairs, Thomas Shannon. </p>
<p>The agreement point that was debated the most and which had provoked the failure of previous dialogue attempts was whether or not to return Zelaya to power. This agreement would call for a power-sharing government and for both sides to recognize the results of the Presidential elections to be held on November 29. The signed deal is now in the hands of the National Congress, which must approve it and which is the same body that voted for Zelaya&#39;s removal more than 120 days ago.</p>

<p>The international community has praised the signed agreement. The <a href="http://www.oas.org/OASpage/press_releases/press_release.asp?sCodigo=E-357/09">Organization of American States</a> supports the November general elections, as are the European Union and <a href="http://www.state.gov/secretary/rm/2009a/10/131078.htm">the United States</a>, which also recently <a href="http://honduras.usembassy.gov/pr-10-30-09-eng.html">resumed the issuing of visas to the country</a>, which had been a measure to pressure the Micheletti government.</p>
<p>In Honduras, there is a mix of hope and uncertainty. There is hope that the political, economic, and social crisis that the country has been living since June will finish as soon as possible, at least in this current state.  There is uncertainty in that the return of Zelaya is still in the hands of the National Congress.  There are reactions from Honduran blogs:</p>
<p>In the blog <em>Nacer en Honduras [es]</em>, Ardegas writes &#8220;<a href="http://nacerenhonduras.blogspot.com/2009/10/sorpresivo-acuerdo-entre-micheletti-y.html">Will Zelaya be reinstated? That is the floating question</a>,&#8221; and looks at some of the possible obstacles before he is returned to power. For example, Ardegas writes that the reinstatement will be ineffective if the Supreme Court does not suspend its pending orders for Zelaya&#39;s capture.</p>
<p>Juan Carlos Rivera of <em>Mirada de Halcón [es]</em> <a href="http://miradadehalconhn.blogspot.com/2009/10/el-acuerdo-es-apenas-el-principio-para.html">believes</a>:</p>
<blockquote><p>La crisis aún no ha terminado, el acuerdo es, a penas, la puerta hacia la resolución del conflicto. La inestabilidad, la convulsión social, continuará si no retorna Manuel Zelaya Rosales al poder.  Esto no lo digo yo. Lo grita la gente que está en la calle. La mayoría de hondureños exige la reintegración del presidente que eligieron en noviembre de 2005.</p></blockquote>
<div class="translation">The crisis is not yet over, the agreement is, barely, the door towards conflict resolution. The instability, social upheaval, will continue if Manuel Zelaya Rosales does not return to power. It is not I who is saying this. It is being yelled in the street. The majority of Hondurans demand the reinstatement of the president that they elected in November 2005.</div>
<p>In the blog <em>Hibueras [es]</em>, Gustavo Zelaya calls the signing of the agreement a &#8220;<a href="http://hibueras.blogspot.com/2009/10/celebracion-medias.html">Halfway Celebration?</a>&#8221; and provides opinion about the interference of the United States in national affairs:</p>
<blockquote><p>Esto era lo fundamental para muchos, en especial para los gringos encabezados por Shannon y para el resto de los candidatos presidenciales. Y aquí es donde se nota con toda claridad quiénes son los que mandan, ordenan, imponen y deciden en los asuntos nacionales. Ya no sólo les debemos la clasificación al mundial.</p></blockquote>
<div class="translation">This was fundamental for many people, especially for the Americans led by Shannon and for the rest of the presidential candidates. It is here where it is clearly noted who in charge, who gives the orders, who enforces and decides in national matters. Now we don&#39;t only owe them (the United States) for the World Cup qualification.</div>
<p>Finally, the blog <em>Honduras en el Mundo [es]</em> <a href="http://honduras.redeshn.com/2009/10/31/el-congreso-nos-tiene-esperando/">writes that &#8220;Congress has us waiting:&#8221;</a></p>
<blockquote><p>Hay que estar vigilantes, y espectantes, la restitución está cerca, pero no hay que confiarse, esperamos que los diputados del Congreso sean consecuentes con el país, que reparen el delito que cometieron, y solucionen este problema, para que de una buena vez sea revertido este golpe de Estado.</p></blockquote>
<div class="translation">One must be vigilant and watchful, reinstatement is near, but one must not get too overconfident, let&#39;s hope that the Congressional deputies are consequential with the country, that they repair the crime that they committed, and solve this problem, so that once and for all the coup is reversed.</div>

			<content:encoded><![CDATA[<p>As predicted, president Zine Al Abidine Ben Ali won the Tunisian elections for a fifth term. What wasn&#39;t expected was that he would win with 89.62 per cent of the over all votes. The prediction was that he would garner more votes.</p>
<p>Ben Ali&#39;s ruling party, the Democratic Constitutional Rally, also fared as well. It won 161 of the 214 parliament seats. The remaining 53 seats were won by six different parties: Movement for Democratic Socialists, 16 seats; Party of People&#39;s Unity, led by Mohamed Bouchiha, 12 seats; Ahmed Inoubli&#39;s Union of Democratic Unionists, 9 seats; Social Liberal Party, 8 seats; Party of Greens for Progress, 6 seats and Ahmed Brahim’s Ettajdid Party, 2 seats.</p>
<p>The ruling party announced the fairness and the impartiality of the 2009 elections. But opposition leaders and bloggers have another opinion: they think that  repressive acts and stifling controls on the election process have characterized the 2009 presidential and legislative elections in Tunisia on October 25, 2009.</p>
<p><a href="http://arabasta1.blogspot.com/2009/10/blog-post_26.html"><em>Arabasta</em> </a> ironically remarks :</p>

<div class="translation">Congratulations for what you did!<br />
My thanks go first to Tunisian citizens who accomplished their electoral duties within the framework of democracy and transparency yesterday. They elected a new president for the country  and a new parliament for another five years. This choice was  wise and well thought of. No one has tried to influence the people and even the television channels  and written media were neutral and guaranteed equal space for all the candidates  and their supporters regardless of their relationship with the government.<br />
My thanks go also to the president (for five more years) and I apologize for not supporting and not voting for him. I condemn this shameful behavior even though I recall the fact t that I have never questioned the neutrality and impartiality of the elections. As it is known that  in case of fraud in the elections the results would be 98.99%. But an impartial observer  knows that the 2009 results are not so different from those of 2002 in France when Chirac won the elections. This is why we can say that the elections elevated us to the rank of the developed and great nations.</div>
<p><a href="http://nakhlat.blogspot.com/2009/10/blog-post_26.html"><em>Nakhlet Wed El Bey</em></a> (The palm tree of the Bey&#39;s river) wrote in Tunisian dialect :</p>

آش كان عليه لو كان حلّينا اللعب شويّة<br />

<div class="translation">I am not questioning the impartiality and fairness of the charade that was the Tunisian elections.<br />
But what if we were more flexible<br />
And  took the muzzles off the real opposition mouth<br />
Thus the president  would  win with 77.7%<br />
And we would  remove the hypocrisy and schizophrenia from the citizens hearts</div>
<p><a href="http://a-free-tn.blogspot.com/2009/10/blog-post.html"><em>Some Thoughts from Tunisia</em></a>, on his part,  described what happened to him when he went to vote in the last hours of the day :</p>

When I entered the room, I saw those present confused and some people winking at each other and pretending as if nothing had happened (They did not realise that we were together). I soon understood everything: when the man was still in his house, they voted and signed instead of him.<br />
Then they said to him: &#8220;Nothing has happened You can choose your candidates but you do not have to sign. (The whole paper was signed and there is no room for another signature).<br />
All this happened while I was standing there. My companion went to vote and I heard them whispering:<br />

<p>As many as 300 Lebanese chefs gathered yesterday in Beirut to make the largest ever plate of <em>hummus </em> in an attempt to claim the reigns in ownership of the popular chick pea dip.</p>
<p>The new world record is part of an ongoing campaign in Lebanon to reaffirm the country&#39;s claim to a number of dishes being produced in Israel - with the ownership of <em>hummus</em> being one of the main quarrels.</p>
<p>Israeli and Lebanese producers of <em>hummus</em> have been logged in a stiff competition for the growing global appetite for the delicious Middle Eastern dip.</p>
<p>Lebanese producers claim Israel is ripping off &#8216;Lebanese&#39; dishes and promoting them worldwide as their own.</p>
<p>The Israelis, for their part, were the previous world record holder for the largest <em>hummus</em> plate, prompting the Lebanese to react.</p>
<p>Officially in a state of war, the two countries appear to be widening the battle front to incorporate the fight for <em>hummus</em>.</p>
<p>The question now remains will other producers of the same dish, including the Syrians, Jordanians and Palestinians, enter the food fight?</p>
<p>Lebanese bloggers have offered their viewpoints on the battle for <em>hummus</em>.</p>
<p><em><a href="http://mayazankoul.wordpress.com/2009/10/25/a-hommos-story/">Maya Zankoul</a></em> ridiculed the battle with a humourous caricature of the event:</p>

I passed by the event location after the plate was made, and did not find it THAT big… So I imagined that after a while someone else would take the challenge of breaking our record and so on and so forth. <blockquote><p>At first, I heard about the <a href="http://gulfnews.com/news/region/lebanon/putting-arabic-food-on-the-front-line-1.512939">largest kibbeh plate</a> and I thought those Lebanese women were so cute. Then came the fight for the largest hummus plate and I thought this is starting to become ridiculous. But despite my personal opinion, apparently the Lebanese feel very passionate about their hummus and so we’re officially in the Guinness Book of World Records for the largest hummus serving. I hope everyone’s happy about it. Can we move on now? No. There’s only one more fight left (let’s hope it’s the last) and that’s for the largest tabbouleh plate, scheduled to take place tomorrow on the 25th of October. Okay, now I’m thinking are these people out of their minds? What’s the point? So we make it into the book and then what? Don’t get me wrong; I LOVE Lebanese hummus, but I really think there’s way more important issues that are WORTH fighting for besides food and world records.</p>
<p>There are two questions I would like to find the answer for. One, how much money was spent to make this event today and two, what happened to all the hummus?</p></blockquote>
<p>A blog post on <em><a href="http://adiamondinsunlight.wordpress.com/2009/10/25/hummus-where-satire-and-reality-blur/">A Diamond&#39;s Eye View of the World</a></em> revealed equal bemusement (or amusement) to the event:</p>
<blockquote><p>I agree that having Israelis and pseudo-Israelis try to correct my pronunciation of &#8220;hummus&#8221; as &#8220;KHumus&#8221; - say it with extra phlegm for full effect - is beyond irritating. But claiming a dish by cooking an obscene amount of it? And being PROUD of this? And creating an embarrassingly lame slogan - in English, no less? Good God.</p></blockquote>
<p>In adding another dimension to the battle, Asad Abu Khalil at the <em><a href="http://angryarab.blogspot.com/2009/10/hummus-and-falafil.html">Angry Arab</a></em> blog highlighted that the origins of <em> hummus</em> may not even be Lebanese, but Palestinian:</p>
<blockquote><p>&#8220;&#8221;No one has the right to call hummus and falafel his national dish,&#8221; said Siham Baghdadi Zurub, a Ramallah-based chef and author of the Arabic-language cookbook The Palestinian Cuisine. She argued that in fact Palestinians were the first to make hummus of chickpeas, since the crop was plentiful, rather than from fava beans as done in Egypt and Syria. &#8220;Putting copyright on certain dishes is a selfish trend that reflects insecurity and lack of common <a href="http://www.telegraph.co.uk/news/worldnews/middleeast/3178040/Hummus-food-fight-between-Lebanon-and-Israel.html">sense.&#8221;"</a></p></blockquote>
<p>The <em>hummus </em>tug of war between Lebanon and Israel also captured the attention of <em>Twitter</em> users:</p>

			<content:encoded><![CDATA[<p>At around 12:30 am on Friday, October 23, the Gulf Oil Refinery (Caribbean Petroleum Company-CAPECO) in Bayamón (in the metropolitan area), Puerto Rico, exploded massively.  Almost 20 tanks have exploded since then, the fire is still burning although it has been contained, and an immense and never ending tower of smoke is covering the sky. More than a <a href="http://www.elnuevodia.com/nocedenlasllamas-629711.html">1,000 people who live in the surrounding neighborhoods have been relocated</a>, and five municipalities have been declared in state of emergency. <a href="http://www.prensacomunitaria.com/gente/791-lideres-comunitarios-reaccionan-valerosos-a-explosion-de-tanques-de-combustible.html">Activists</a> and <a href="http://www.primerahora.com/diario/noticia/otras/noticias/serios_y_potenciales_danos_al_ambiente,_segun_experto/339941">scientists have warned about the devastating ecological consequences</a> of this disaster, and how it will affect people&#39;s health. <a href="http://www.dialogodigital.com/">Community leaders of the surrounding neighborhoods</a> have been warning the government for years about the environmental and health implications of living close to an oil refinery.</p>

<blockquote><p>On Thursday night the Gulf Oil refinery in the nearby town of Cataño blew up. The blast and shock waves were felt twenty miles away. It was a sound like nothing I had ever heard in my life (the shock wave actually opened my bedroom door). In the four or five seconds after the explosion, the fireball was as bright as the three o&#39;clock sun The fire is still burning, the plume of smoke is like nothing ever seen in Puerto Rico.</p></blockquote>

<p>Historian and blogger Ivone Acosta was also affected by the blast, as she expresses in <em><a href="http://desahogoboricua.blogspot.com/">Sin mordazas</a> </em>[ES]:</p>
<p class="translation">No me atrevo salir. Ya dos amigas que conocen mis alergias me llamaron para advertirme eso mismo, que no salga porque el aire contiene demasiados particulados peligrosos y que cierre todas las ventanas. Como quiera, no me interesa ver la histeria de la gente que por menos que eso se paniquean. Ya he visto comentarios en el periódico en línea acusando a “los socialistas de siempre”.</p>
<blockquote><p>I dare not venture out. Already two friends who know about my allergies have called me to warn me that I should not leave the house because the air has too many dangerous particulates. They said I should close the windows. Anyway, I am not in the least interested in seeing people in hysteria who enter in panic with even less important things. I have already seen comments in the newspapers accusing the “same old socialists” of the explosion.</p></blockquote>
<p>To understand Acosta&#39;s comments, some context is necessary. Just as recently as last October 15 there was a <a href="http://globalvoicesonline.org/2009/10/16/puerto-rico-reflections-on-the-national-strike/">national strike in Puerto Rico</a>.  Government officials have accused demonstrators of being terrorists.</p>
<p>In <em><a href="http://encantada2006.blogspot.com/">Observations from the &#8220;Island of Enchantment&#8221;</a></em>, blogger Adriana remembers how she felt when she heard the explosion:</p>
<blockquote><p>Yesterday, when I woke up, I heard the distant sounds of helicopters flying. I though to myself, well, maybe something&#39;s going on in the housing projects (<a href="http://en.wikipedia.org/wiki/Public_housing_in_Puerto_Rico">caseríos</a>).  A short while later, I found out about the explosion.  Although it had occurred in <a href="http://en.wikipedia.org/wiki/Cata%C3%B1o,_Puerto_Rico">Cataño</a>, which is just outside of San Juan, I saw the black clouds from my house. The magnitude of the explosion registered a 2.8 on the richter scale. Thousands of people had to be evacuated. Law enforcement officials are currently investigating the causes of the explosion. I can&#39;t imagine what the environmental, health and economic consequences will amount to. Luckily, no deaths have been reported.</p></blockquote>
